Requirement for all Recorded Plats
- All plats with public utilities need to have the following notes prior to recordation:
Certificate of Approval by Johnston County
- Erosion and Sediment Control within the Jurisdictions of Johnston County
Public Utilities reviews final plats for compliance with stormwater and water and sewer requirements during the erosion closeout process.

If your lot is part of a subdivision developed after 1997, your subdivision plat will have riparian buffers identified on it if they apply.
Add Impervious Surfaces to a Residential Lot
BUA is built-upon area, which means the same as "impervious surface". Most individual lots in a single-family residential development have a maximum BUA allowed per lot. You can find this limit either on the development plat or the development covenants.
Drainage Issues
You can check your development plat to determine if the standing water or soggy soils are in a wetland or are poorly draining soils. When the final development plat is approved, the County requires known wetland areas to be identified on the plat.

Plat Approval Policy without Utility Acceptance
County will sign plat but will not accept utilities or set meters with: letter of credit, bond, or cash payment in value of the uncompleted with a minimum value of $10,000.
Erosion and Sediment Control within the Jurisdictions of Johnston County
Any SCM’s or other stormwater measures have been converted, stabilized and bonded per erosion closeout process.
