Are there Utilities near my Project?
Johnston County Public Utilities is not the only provider of water and sewer in the County. Our Utilities are mapped on the GIS link. In the layers tab, on the left hand side of the page, there is a “utilities” checkbox and pulldown near the bottom of the list. With that you can see the potential available utilities in the vicinity of your project. Please review the Water and Sewer Policies. The “Residential Sewer Service Policy” outlines the requirements for being able to utilize the County’s sewer system for residential developments outside of towns. The map area of the Outlying Residential Sewer Service Area and Municipal Transition districts can be found in the GIS link under the boundaries pull down. All sewer availability is subject to downstream capacity in the system.

How Are Utility Extensions Permitted in Johnston County
In other jurisdictions, water applications for extensions are sent to the State for permitting. In Johnston County, we are delegated to review, approve and permit Water Extensions. The developer will be the applicant and sign the application. It is not necessary to send any information to the State for the water permit. Johnston County will issue the water extension permit.
Permitting for sewer extensions needs to go through NC DEQ (Sewer Extension Permitting). Prior to beginning the construction design process it is highly recommended to confirm downstream capacity and route to existing facilities. Johnston County will review and approve the plans for sewer and any associated documents. The NC DEQ application must be filled out according the information provided below using appropriate values per the project and submittal to the County. Once the plans and associated documents are approved, Johnston County will sign the sewer application, complete the Flow Tracking form and return them to the Engineer for submittal to the State for permitting.

Design and Construction Standards and Details
Johnston County issues Utility Construction Standards with minimum design requirements. These design and construction standards are minimum design guidelines set forth by Johnston County Public Utilities. Plans and specifications for utilities that are intended to be incorporated into the County's system must meet the most recent minimum design requirements. The details provided in the link should be included in the construction plans/documents as needed.

Closeout
It is Johnston County Public Utilities policy that all infrastructure be installed and accepted as part of our system prior to recording a residential plat.
All plats shall have the Certificate of Approval by Public Utilities.
All items in the Closeout Guidance Document are needed.
