About the Park

Johnston County Regional Park is the county’s first park that will be owned and operated by Johnston County.

In 2019, the county founded the Parks, Greenways, and Open Space Program, and hired the first county Parks and Open Space Director.

In 2022, the county program, which is now the Parks and Open Space Department, created a master plan to acquire a vision for the Booker Tract, off Matthews and Polenta Road, and the GCAA site, off Cleveland Road.

In 2023, the master plan was completed and adopted by the Johnston County Board of Commissioners. Funding sources have been compiled over the years to make the plan a reality.

In 2024, Johnston County was finally ready to take on the first phase of the highly anticipated Regional Park.

About the Site

In 2017, the Booker family offered to donate 12 acres of the future park land to Johnston County. The parcel was not accepted due to the terrain that made it difficult to create a stand-alone park unit. Concerned community residents, worried about the urban sprawl consuming the land, decided to band together and purchase the 70-acre tract.

This group, headed by Denton Lee, who had a history with the Booker family, formed an advocacy non-profit (Cleveland Community Parks and Recreation Association, Inc.). They developed a plan to transition the land into a facility providing recreational opportunities for the Cleveland Community.

In 2020, the county commissioners agreed to purchase the land from the non-profit with the hopes of developing the first Johnston County Park through grants and the use of dedicated open space funding.

Development Phases

As of April 2, 2025, only Phase One information is available. When details are confirmed about Phase 2 items and budget/funding sources, that information will be posted below.

Phase One

In 2024, Johnston County was ready to use the funds collected through grants and county funds to acquire a team to build out the first phase of the Johnston County Regional Park. The County awarded the Design-Build contract to McAdams and Balfour Beatty in August. McAdams will design and engineer the project, and Balfour Beatty will conduct pre-construction and construction of the project.

The total cost for Phase 1 is $4,352,918, with roughly $3.2 million in grant funding.

Funding sources attributed to the development of Phase 1 include:

  1. Parks and Recreation Trust Fund (PARTF) -  2023 Grant Recipient
  2. Land and Water Conservation Fund (LWCF) - 2020 and 2025 Grant Recipient
  3. Johnston County General Fund Obligations
  4. Open Space Funds from Johnston County and the Cleveland High School district

Construction Timeline

The county started construction on November 3rd, and expects completion of Phase 1 by Summer/Fall 2026. Other phase developments are still under review.

 

Project Updates

  1. On October 6th, 2025, the contract amendment for Phase 1 Construction was approved by the Johnston County Board of Commissioners. In addition, the Commissioners approved up to $850,000 to support the $3.3 million in grant funding already received for the project, for a total $4.15 million in total funding.

  2. On November 3rd, Balfour Beatty and S.T. Wotten received their notice to proceed and mobilized on the Johnston County Regional Park site to start construction. Construction has now started, and plans are underway. The official groundbreaking will be on December 5th at 10 AM;  the public is welcome to attend
