Meet Butch Lawter

R.S. "Butch" Lawter, Jr. serves as Vice Chairman of the Johnston County Board of Commissioners, representing District 7.

 

A resident of Johnston County since 1993, Vice Chairman Lawter brings decades of technical expertise and deep community dedication to public service.

Professionally, he works as a Senior Delivery Officer at WithersRavenel, Inc., specializing in regional infrastructure, utilities, funding, and asset management.

He holds a Bachelor of Science in Civil Engineering from Clemson University and a Master of Science in Civil Engineering from North Carolina State University.

Boards, Committees, and Other Community Service

Prior to his election to the Board of Commissioners in 2018, Vice Chairman Lawter served the Town of Clayton for over a decade as a Town Councilman (1999–2003 and 2008–2018).

 

His ongoing leadership in regional growth and infrastructure includes serving as Chair of the NC Capital Area Metropolitan Planning Organization (CAMPO), a member of the Executive Committee for the Central Pines Regional Council (where he served as Past Chairman from 2023 to 2024), and a Trustee for Johnston Community College.

 

At the state and national levels, he leads as Chairman of the North Carolina Association of County Commissioners Tax and Finance Sub-committee and serves on U.S. Representative Brad Knott's Transportation and Infrastructure Committee.
