Adoptive Birth Records Now Available at Register of Deeds Offices
Craig Olive announces exciting news for individuals adopted in North Carolina!
Beginning January 1, 2026, his office, along with other Registers of Deeds Offices across North Carolina, will be authorized to issue certified copies of adoptive birth certificates under the provisions of Senate Bill 248, Birth Certificates for Persons Adopted. This new law is a big win for adoptees to have equal access to their vital records. Prior to the passing of this bill, individuals who were adopted were only able to access their birth certificates from the North Carolina Office of Vital Records. This legislation allows adoptees easy access like all other residents born in Johnston County.
"I am pleased to offer this service to our citizens and know that it will be a much easier, faster and less expensive process for those who have been adopted to retrieve certified copies of their birth certificates from our office rather than through the North Carolina Office of Vital Records. We appreciate everyone who lobbied for this change and look forward to offering this service locally in our office." states Olive.
Please note that original birth certificates issued prior to adoption, as well as all associated adoption records, will remain sealed and are not subject to inspection or release. In addition, only the adoptee, their adopted parents, adopted siblings, spouse, children and grandchildren will be allowed access to the birth certificate and proof of relationship will be required.
Mr. Olive welcomes adoptees born in Johnston County to stop by his office Monday – Friday from 8:00 – 4:30 to obtain their birth records. "As always, my doors are open and I look forward to serving ALL citizens of our great county." states Olive.
