About the Online and IVR Payment Processing Fees
Online and IVR bank fees added to customer's payment effective June 1, 2022.
Since March 26, 2020, Johnston County Public Utilities paid the bank transfer service fees for all online and automated phone (IVR) utility payments due to the COVID-19 pandemic.
Online or Pay-by-Phone Payments
The online processing fee for bank transfer services will be automatically added to the customer’s payment transaction when our Online Bill Pay or Pay-By-Phone services are used by our customers.
Prior to COVID, the customer always paid this service fee to use credit cards or E-Checks to pay their utility bill online or by interactive voice response (IVR).
*This fee goes directly to our bank transfer service provider, Paymentus. Paymentus securely processes all bank card and E-check transactions world-wide 24-hours every day.
How to avoid a payment fee
Don't want to pay a transaction fee? Use one of the alternative payment methods:
- Use automatic bank draft

Drop your payment off at at 309 E. Market St., Smithfield (next to the Public Library). - Use the drop box
Drop your payment in the Overnight drop box at 309 E. Market St., Smithfield, NC. - Use your personal bank service for bill pay
Your bank will mail us a check - allow up to 10 business days. - Mail your payment
Use the payment tear-off slip and mail that to us along with your payment.
