Invitation to Bid

Project Name: Rehabilitate Taxilanes

Airport: Johnston Regional Airport

Location: Smithfield, North Carolina

 

Sealed bids for furnishing all labor, materials, and equipment and performing all work for the above items will be received by the Johnston County Airport Authority until 2:00 PM local time, May 21st, 2025 at the terminal building conference room, located at 3149 Swift Creek Road, Smithfield, NC 27577, then publicly opened and read aloud.

Plans, Specifications, and other Contract Documents are open to the public for viewing at the Johnston Regional Airport. Plans and specifications can be purchased at www.deltaairport.com. Plans and Specifications are available for purchase in both hardcopy and digital (PDF) formats.

Bids must be accompanied by a certified check or a bid bond in the amount of not less than five (5) percent of the total amount bid. A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor.

No bid may be withdrawn prior to October 15, 2025.

A Pre-Bid meeting has been scheduled for 10:00 AM local time, April 30th, 2025 at the terminal building conference room, located at 3149 Swift Creek Road, Smithfield, NC 27577.

Contractors desiring to perform work on NCDOT projects shall pre-qualify with the Department. Upon prequalification, Contractors will be placed on the Department’s Prequalified Bidders List and/or the Approved Subcontractors List, depending on the application submitted. The requirements for pre-qualification are listed in section 102-2 of the Standard Specifications for Roads and Structures, latest edition. All bidders must be prequalified by the NCDOT as a “Bidder” prior to submitting a bid and all Contractors and Subcontractors must be prequalified as a “Bidder” or “Subcontractor” prior to performing any work on this project.

The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete work within the time prescribed in the contract documents.

Proposals shall be placed in a sealed envelope addressed to the Johnston County Airport Authority at 3149 Swift Creek Road, Smithfield, NC 27577.

In the lower lefthand corner of the sealed proposal envelope, include the following project title:

The Johnston County Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.

The Johnston County Airport Authority reserves the right to reject any or all bids, to waive informalities, and to re-advertise.
