located at 60 Shelter Way in Smithfield Commissioner Jeffrey P Carver seconded the motion , which carried unanimously 5 Moseley Architects – Detention Center Update Dan Mace , Chad Simmons , and Jason Hopkins with Moseley Architects presented the following update to the Board for the Detention Center Project Mr Mace stated the schematic design is complete and the next phase in the project is the after the design development phase is completed and a final cost estimate when the project is ready for bid Mr Mace stated they have factored in a 15 contingency for now ; however , they will recommend the County budget a 5 contingency once a final cost estimate is completed Mr Mace reviewed the following schedule with the Board and offered to answer any questions At the inquiry of Commissioner Jeffrey P Carver , County Manager Rick Hester stated financing will need to be in place by March of 2020 Commissioner Butch Lawter asked about the geotechnical data Page0880 July 8 , 2019 – 10 00 am Continued Mr Simmons stated a preliminary geotechnical study was performed last year , but now that a detailed site plan is complete , a detailed geotechnical analysis can be completed He estimated a detailed geotechnical analysis is approximately 30 days out Upon questions by Commissioners Tony Braswell and Patrick E Harris , Sheriff Steve Bizzell stated once the new Detention Center construction is complete , he does not anticipate needing an expansion for many years Sheriff Bizzell stated once the contract to house federal inmates expires in 2024 , he would ask that contract not be renewed Sheriff Bizzell stated the County could bring in additional revenue by housing out - of - county inmates , and that is a discussion he would like to have with the Board when appropriate 6 Johnston County Visitors Bureau – Retire NC County Designation Visitors Bureau President & CEO Donna Bailey - Taylor explained that the Johnston County Visitors Bureau would like to apply for Johnston County to be designated as a Retire NC County through the North Carolina Economic Development Partnership Tourism Department to promote the County as a desirable location for retirees Ms Bailey - Taylor stated the Bureau staff is currently in the process of completing the st application which is due July 31 and they are requesting the Board of Commissioners ’ support as well as authorization for Chairman Ted G Godwin and or County Manager Rick Hester to sign the application on their behalf Ms Bailey - Taylor stated the purpose of the program is to assist communities and counties in their efforts to market themselves as desirable retirement locations and to develop communities that retirees would find attractive for a retirement lifestyle She spoke on the marketing benefits associated with the designation and stated the Visitors Bureau would pay for any costs Commissioner Jeffrey P Carver stated he can support the application , but he spoke on the need to make sure the County has the amenities , services , and infrastructure in place to handle that targeted population Chairman Ted G Godwin noted the criteria calls for a committee to be established and he asked who would make up that committee Ms Bailey - Taylor stated the Visitors Bureau would serve as that committee and work with the State Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Tony Braswell , and carried unanimously the Board voted to support the application and authorize the Chairman and or the County Manager to sign the associated paperwork 7 Public Utilities – Timothy G Broome Water Treatment Plant 20 MGD Expansion Project Contract Award , Approval of Revised Budget , and Acceptance of Revised Loan Offer Utilities Director Chandra Farmer , PE , reported the County received bids on June 13 , 2019 for the Timothy G Broome Water Treatment Plant 20 MGD Expansion project construction Ms Farmer stated the bid advertisement and opening procedures were consistent with statutory requirements to the best of staff’s knowledge and four bids were received as follows Ms Farmer stated the lowest responsive bid was submitted by Sanford Contractors , Inc of Sanford , NC in the amount of 2,447,65000 She noted Sanford Contractors Inc is properly licensed and experienced in the type of construction involved and appears to have the financial , labor and equipment resources required to complete the construction within the stipulated contract completion time Ms Farmer stated in addition , the County requested a price from CB & I for Claricone No 10 , which will be required for a future expansion of the Water Treatment Plant CB & I provided a proposal for 493,50000 for Claricone No 10 Claricone No 9 is 798,48700 Ms Farmer explained that installing both cones in this project offers approximately 300,000 inPage1881 July 8 , 2019 – 10 00 am Continued cost savings for cone no 10 Ms Farmer stated based on the current demands and expected future system growth demands , staff recommends procurement and installation of Claricone No 10 at this time She noted capacity fee revenue for Fund 67 FY 18 19 exceeded the original budget projections ; therefore , staff proposes that this additional revenue be put towards the construction of additional capacity Ms Farmer presented the previously approved and proposed project budget as follows Original Proposed contingent upon funding agency NCDEQ DWI approval , and requests the Board to adopt a resolution of tentative award She stated in addition , staff recommends acceptance of the revised loan offer via adoption of the appropriate resolution , approval of the revised project budget and revised capital project ordinance Ms Farmer offered to answer any questions Upon a motion by Commissioner Jeffrey P Carver , seconded by Commissioner Larry Wood , and carried unanimously , the Board took the following actions ? Awarded the contract for the Timothy G Broome WTP 20 MGD Expansion Project to Sanford Contractors in the amount of 2,447,650 contingent upon funding agency approval and adopted the following resolution of tentative award ; JOHNSTON COUNTY RESOLUTION OF TENTATIVE AWARD WHEREAS , the County of Johnston , North Carolina has received bids , pursuant to duly advertisement notice therefore , for construction of the Water Treatment Plant 12 - 14 MGD Expansion ; and WHEREAS , Johnston County Public Utilities has reviewed the bids ; and WHEREAS , Sanford Contractors , Inc was the lowest bidder for the Water Treatment Plant 12 - 14 MGD Expansion project , in the total bid amount of 2,447,65000 ; and WHEREAS , Johnston County Public Utilities recommends TENTATIVE AWARD to the lowest bidder NOW , THEREFORE , BE IT RESOLVED that TENTATIVE AWARD is made to the lowest bidder in the Total Bid Amount of 2,447,65000 BE IT FURTHER RESOLVED that such TENTATIVE AWARD be contingent upon the approval of the North Carolina Department of Environmental Quality , North Carolina Department of Water Resources , and the US Army Corps of Engineers This is 8th day of July , 2019 ? EXPANSION PROJECT BE IT RESOLVED by the Board of Commissioners the “ Board ” of the County of Johnston , North Carolina the “ County ” , that pursuant to Section 132 of Chapter 159 of the General Statutes of North Carolina , the following capital project ordinance is hereby adopted Section 1 The project authorized is the Timothy G Broome Water Treatment Plant 20 MGD Expansion Project the “ Project ” The Project is to be financed by a Drinking Water State Revolving Fund Loan and an appropriation from the County Water Fund “ Fund 67 ” Section 2 The officers of the County are hereby directed to proceed with the capital Project within the terms of the Drinking Water State Revolving Fund Loan offer and the budget contained herein Section 3 The following amounts are appropriated for the Project Technical Services 482,300 Construction 3,948,637 Contingency 197,513 Loan Closing 66,000 Total 4,694,450 Section 4 The following revenues are anticipated to be available to complete this 20 , 2019 for the Wilson’s Mills Water District Water Treatment Plant Service Line Contract No 1 project construction She stated Contract No 1 includes a 24 ” water main from the Timothy G Broome Water Treatment Plant to the Wilson’s Mills elevated water tank and nine bids were received as follows Ms Farmer stated the lowest responsive bid was submitted by Sanford Contractors , Inc of Sanford , NC in the amount of 2,575,60485 Ms Farmer reported on June 20 , 2019 , the Water District received bids for the Wilson’s Mills Water District Water Treatment Plant Service Line Contract No 2 project construction She stated Contract No 2 includes a booster pump station at the Water Treatment Plant and three bids were received , as follows Ms Farmer stated the lowest responsive bid was submitted by JS Haren Company of Athens , TN in the amount of 1,677,00000 Ms Farmer continued that Sanford Contractors Inc and JS Haren Company are properly licensed and experienced in the type of construction involved and appear to have the financial , labor and equipment resources required to complete the construction within the stipulated contract completion time She presented the following previously
