presented the following “ State of the County ” address 2019 State of the County Address Johnston County , North Carolina Good morning everyone and Happy New Year I want to first thank my fellow Commissioners for the opportunity to serve as Chairman and I would like to also congratulate Vice Chairman Chad Stewart on his appointment Before we move forward , I want to again recognize past Chairman Jeff Carver and thank him for his outstanding leadership and devotion to Johnston County I would like to briefly review a few things from 2018 before discussing our future • This Board has always been focused on economic development and creating jobs for our citizens I am pleased to say that in 2018 , the Board approved four economic development incentive grants to growing companies in our County I would like to emphasize that these grants are no - risk incentives They are not paid until the new investment has been made , the promised jobs have been created , and taxes have been paid on the new investment • The merger with Alliance Behavioral Health was completed in 2018 We are partners with Wake , Durham , and Cumberland Counties The Board recognizes the importance of mental health services for our citizens and part of the merger agreement included a provision that Alliance would have an office in our County Today , they are located in the former mental health offices on Brightleaf Boulevard in Smithfield • A big thank you goes to Johnston County citizens as the recent bond referendums for Johnston County th Public Schools and Johnston Community College were approved This is the 6 consecutive set of bond referendums that have passed since 1999 These bonds have provided funds for much needed capital improvements with attractive financing terms • The 2018 election also provided three new members to our Board which were sworn into office in December We welcome newcomers , Commissioner Butch Lawter and Commissioner Patrick Harris PagePage pageNumber5559 January 7 , 2019 – 10 00 am Continued We also welcome the return of past member and former chairman , Commissioner Tony Braswell I believe we have a very strong , conscientious Board that will serve Johnston County well • The Board selected and purchased a site for the new public safety center We thank the Town of Smithfield for rezoning the property to accommodate this facility and we look forward to being good neighbors to the property owners in that area We also believe that this location not only adequately serves our need for a new detention center , but will also be a catalyst for growth east of Interstate 95 • Once again , the County received a clean audit for Fiscal Year 2016 - 2017 We commend our outstanding Finance team and all County departments for this accomplishment It is most important that we spend tax dollars wisely th • The Board adopted the Fiscal Year 2017 - 2018 budget , and for the 20 straight year , did not raise the property tax rate • Much background work for the upcoming revaluation has been taking place in 2018 and we extend our appreciation to the Tax Department for their hard work during this process The next budget will be based on new property values • Public safety has always been and will continue to be a priority for this Board We owe a debt of gratitude to our many public safety partners and county agencies for their excellent work and dedication before , during and after the hurricanes this past fall We are blessed in this County to have the finest public safety agencies there is between law enforcement , Emergency Services , 911 Communications and our many other partners 2019 I look forward to our Board’s annual work session this spring , as it will be a time for us to focus on and discuss the future of our great County As mentioned earlier , the property for the new public safety center has been purchased and the schematic design is underway We anticipate the project to be completed by 2022 The County will sell the first set of the recently voter - approved education bonds this spring and we are excited to see these projects begin Thanks again to the voters for their support and confidence in us all We must continue to focus on economic development Certainly , new investment enhances the property tax base , but more importantly , these investments provide jobs We will continue to market Johnston County to the world and we will continue to maintain great working relationships with our existing industry partners and encourage their expansions Our success in economic development however , also brings pressure on our infrastructure from traffic congestion to water and sewer capacity limits Many of our citizens in the high - growth areas of the County are already experiencing frustrations and difficulties associated with “ growth ” Addressing these concerns and finding a balanced solution s must be one of the highest priorities of this Board In 2017 , the Board adopted a County Aging Plan We cannot lose focus on our senior population and we should provide consideration for that growing segment of our County Ongoing review of our aging plan and support for those agencies involved in providing services for our aging citizens is the right thing to do We must remain fiscally responsible and always recognize that it is the taxpayers ’ money we are managing Our goal as a Board has always been to reach the AAA bond rating and we are only one step away I really believe that will become a reality in the very near future In closing , I look forward to working with you all in 2019 to plan for the years beyond I am sure we will have different opinions on ways to get there from time to time , but I have no doubt we will come together on a direction that’s best for Johnston County 2019 – 10 00 am Continued 4 Public Comments None 5 Public Hearing – Economic Development Incentive Grant Advertised – The News & Observer Friday Zone Edition – December 28 , 2018 ; The Johnstonian News and The News in Review – December 26 , 2018 The Chairman opened the public hearing for the purposes of receiving public comment on a proposed economic development incentive grant Chairman Ted G Godwin called on staff for an explanation of the proposed grant Economic Development Director Chris Johnson explained the proposed economic development incentive grant is for the development of the Blue Line Aviation Complex , which will be located at the Johnston Regional Airport Mr Johnson noted the project consists of a 6 million investment along with the creation of 25 new jobs and over 18 new aircraft based at the new location Mr Johnson also noted that along with the increase in property taxes and job creation , the project would result in additional fuel and sales taxes Mr Johnson stated as with any economic development incentive , the grant would come from the company’s own investment ; therefore , it is no - risk for the taxpayers Mr Johnson continued that with this grant , the Johnston Regional Airport Authority has entered into a lease agreement with Blue Line Aviation to acquire the private hangar property needed for the construction of the proposed aviation complex Mr Johnson stated the incentive grant proposal has been vetted and unanimously recommended for approval by both the Johnston County Economic Development Advisory Board and the Johnston Regional Airport Authority He asked the Board to consider approving an economic development incentive grant in the amount of 100,000 for the project and noted that Blue Line would only be eligible after all the requirements set forth in the agreement have been met Blue Line Aviation Business Development Officer Monica Meadows stated on behalf of Blue Line Aviation , they are grateful and appreciative to have worked with the Johnston Regional Airport and the Johnston County Economic Development Office on the project Ms Meadows stated without the assistance this project would not have come to fruition and they look forward to being a part of the community Blue Line Aviation President & CEO Trey Walters thanked the Board for considering the incentive grant proposal and stated they look forward to being in Johnston County Mr Walters stated they believe Blue Line Aviation can bring many interesting things to Johnston County as well as help members of the community get the training they need to obtain attractive and high - paying jobs There being no further comments , the Chairman closed the public hearing Upon a motion by Commissioner Tony Braswell , seconded by Commissioner Jeffrey P Carver , and carried unanimously , the Board approved the Economic Development Incentive Grant Agreement as proposed by staff between Johnston County and Blue Line Aviation LLC 6 Tax Appeal – KS Bank Appeal of Late Listing Penalties Chairman Ted G Godwin requested to recuse himself from the discussion and vote due to his long affiliation and ongoing part - time work with KS Bank and the Board agreed by consent Chairman Godwin turned the meeting over the Vice Chairman Chad M Stewart Tax Administrator Jocelyn Andrews stated the Board is being asked to consider a request from KS Bank , Inc for waiver of late listing penalties for the 2018 Business Personal Property Listing Ms Andrews noted the request would normally go before the Board of Equalization & Review E & R ; however , due to the amount of work going on in the Tax Office with the revaluation project along with property tax listing , the request was misplaced and did not make it on the Board of E & R’s agenda She stated the Board of E & R does not meet again until April and the request must be heard before the end of January to avoid further penalties Ms Andrews explained that KS Bank , Inc requested an extension of time to file their Business Personal Property Listing with the Tax Office on January 24 , 2018 and the extension was granted by the Tax Office until April 15 , 2018 She stated the listing form was received by the Tax Office on April 23 , 2018 and late listingPagePage pageNumber7561 January 7 , 2019 – 10 00 am Continued penalties were applied to the liability Ms Andrews stated KS Bank informed the Tax Office that they thought the business listing extension was good through the end of April 2018 and noted that the bank has taken measures to ensure timely filings in the future Ms Andrews stated KS Bank has a long history of timely filings and paying in the past and the Tax Office recommends approval of the request Upon a question by Commissioner Tony Braswell , Ms Andrews stated it is her understanding that although it is rare and such requests normally go before the Board of E & R , they have come before the Board of Commissioners in the past At the inquiry of Commissioner Butch Lawter , Ms Andrews stated the Board would not be setting a precedent by approving the request Upon a question by Commissioner Larry Wood , Ms Andrews stated approval for the waiver of penalties would reduce the County levy by 35097 and the Town of Smithfield levy by 25648 Upon a motion by Commissioner Tony Braswell , seconded by Commissioner Jeffrey P Carver , and carried unanimously with Chairman Ted G Godwin abstaining , the Board approved the request by KS Bank to waive the late listing penalties for the 2018 Business Personal Property listing Vice Chairman Stewart turned the meeting back over to Chairman Godwin 7 Public Utilities – Wilson’s Mills Water District – 2017 - 2018 Hydraulic Improvements Upon a motion by Commissioner Larry Wood , seconded by Commissioner Chad M Stewart , and County has experienced significant growth since the last revaluation in 2011 and is a very different county today than it was in 2011 Ms Andrews stated the County has seen an increase of 11,000 parcels since the last revaluation and the value of properties being sold are rising , especially properties located closer to Wake County Ms Andrews stated in the mass appraisal process , estimations are based on formulas as well as the adopted schedule of values and because of this , the Tax Office is aware that they need to hear from property owners to make sure everyone has a fair market value on their property She stated the informal appeal process has begun in various locations across the County and as of this morning , they have received 388 requests for appeals Ms Andrews commended the
