2023 County Budget as it relates to the Board of Elections The Chairman instructed these comments to be made a part of the budget public hearing Item No 4 within these minutes 4 Public Hearing – Fiscal Year 2022 - 2023 Johnston County Proposed Budget Advertised – The News & Observer , The Johnstonian News and The News in Review – May 25 , 2022 Chairman RS “ Butch ” Lawter , Jr opened the public hearing for the purposes of allowing public comment on the proposed Fiscal Year 2022 - 2023 County budget The proposed budget and budget message have been completed and copies made available for distribution as well as posted on the County’s website County Manager Rick Hester requested the budget message to be inserted into the minutes , as follows Johnston County Fiscal Year 2022 - 2023 Budget Summary Dear Board Members , The proposed Fiscal Year 2022 - 2023 301 million General Fund budget is presented at the current property tax rate of 73 cents per 100 valuation Based on April 30 , 2022 financial projections , the June 30 , 2022 fund balance percentage is expected to be comparable to other similar - sized North Carolina counties with outstanding credit ratings A special thanks goes to Deputy County Manager and Director of Finance Chad McLamb , department heads and the county - wide team for their work on this budget It has truly been a team effort RECOMMENDED FUNDING FOR EDUCATION PARTNERS We enjoy a great working relationship with our education partners , Johnston County Public Schools JCPS and Johnston Community College JCC Recommended preliminary allocations for supplemental current expense plus capital outlay are shown below Please note these recommendations may change prior to the budget meetings based on additional information between now and June PagePage pageNumber8795 June 6 , 2022 – 10 00 am Continued FY 22 - 23 Current Expense FY 22 - 23 Capital Outlay JCPS 80,000,000 1,250,000 JCC 5,000,000 525,000 PROPOSED NEW POSITIONS - GENERAL FUND ENTERPRISE FUND There are 43 new General Fund positions proposed in the General Fund budget for next fiscal year Human Resources - 1 Planning - 2 Buildings and Grounds - 1 Detention Center - 11 Emergency Medical Services - 8 Building Inspections - 3 Cooperative Extension - 1 Public Health - 6 Animal Services - 1 Department of Social Services - 8 Parks , Greenways , & Open Space - 1 In addition , there are 6 new positions requested in the Public Utilities Enterprise Fund , and 2 positions requested in the Solid Waste Enterprise Fund EMPLOYEE COMPENSATION Funds are included for a pay adjustment in July with the potential of a performance pay adjustment in October My recommendation will soon be finalized and presented during the upcoming budget meetings PROPOSED FEE INCREASES IN GENERAL FUND AND ENTERPRISE FUNDS In the General Fund , new fees and fee increases are proposed for Building Inspections The fee increases are for non - emergency after hours inspections 125 hour with a 2 hour minimum , a residential plan change fee 250 , and an initial 1,000 fee due at the time of submittal for commercial plan review for projects over 500,000 the 1,000 would be credited to the total permit fee at permit issuance The Department of Public Utilities is proposing a comprehensive list of fee adjustments with recommended start times for those increases This information is included in the memo from Utilities Director Chandra Farmer in the supporting documentation section of the budget The Department of Solid Waste Services is requesting a 4 per ton tipping fee increase from 40 to 44 per ton and a 30 increase in the asbestos disposal fee for a total of 75 per ton I look forward to discussing the proposed budget at the upcoming budget meetings Please let me know if you have any questions Sincerely , Rick J Hester County Manager The Chairman called for any others that wished to speak on the budget to come forward Johnston County Youth Advisory Council JoCo Connectors Mentoring Mr Taylor Kirks , Vice President of Johnston County Industries and member of the Johnston County Youth Advisory Council , addressed the Board Mr Kirks introduced Deborah Bolin , Chair of the Johnston County Youth Advisory Council Mr Kirks stated the Johnston County Youth Advisory Council was formed by the Capital Area Workforce Development Board in early 2020 to help expand education , credentials , and employment opportunities for Johnston County’s youth He stated the Council includes members from Johnston County Public Schools , Johnston Community College , Alliance Health , Juvenile Justice , Vocational Rehabilitation , thePagePage pageNumber9796 June 6 , 2022 – 10 00 am Continued Department of Social Services , the Partnership for Children of Johnston County , Johnston County Industries , Johnston County Youth Services , and the NC Works NextGen Career Center He stated the mission of the Council is to promote the continuum of youth services by supporting comprehensive and integrated models of educational , developmental and employment related services for youth ages 16 - 24 Mr Kirks continued his remarks by speaking on the impact the pandemic has had in the local communities , some being hit harder than others He stated lower income communities are seeing higher unemployment and lower education participation and due to the intense need , the Council decided to focus on those hardest hit communities first Mr Kirks stated the Town of Selma and surrounding areas have a poverty rate of 353 compared to the overall County rate of 125 and the youth in the Selma area need support to stay in school and learn about career opportunities that will lead to family - sustaining wages Mr Kirks stated the Council developed JoCo Connectors Mentoring to provide these opportunities and the Council is hopeful to launch a full mentoring program next year Mr Kirks spoke on the mentoring program and what they hope it will provide for the community stating investments are needed to support and build the program Mr Kirks asked for the Board to consider allocating an initial investment of 20,000 Mr Kirks stated JoCo Connectors Mentoring began a pilot program at Smithfield - Selma High School during the spring and they are hopeful of expanding this service to students throughout the County Mr Kirks acknowledged and thanked Dr David Allen , Smithfield - Selma High School Principal , for his work in assisting with space and in getting the program off the ground He also acknowledged Johnston County Schools for their Career and Technical Education Department for launching the pilot program He stated the students that participated in the pilot program provided positive feedback toward their ability to communicate effectively in a workplace setting , gaining skills in resume building and interview preparedness Mr Kirks stated JoCo Connectors has the potential to build the bridge for Johnston County youth to life - changing education and careers and he reiterated that investment is needed to expand the program Mr Kirks offered to answer any questions Commissioner Ted G Godwin asked if this initiative would be redundant with the curriculum of a high school class Mr Kirks responded that this initiative changes the conversation because it is a mentoring program outside the school system that includes one - on - one scenarios which they believe works Commissioner Tony Braswell asked if the My Kids Club in Selma was a duplication of these services Mr Kirks stated the JoCo Connectors program is for late stage high school students , whereas the My Kids Club is geared towards younger children Triangle Land Conservancy Ms Leigh Ann Hammerbacher , Director of Land Protection and Stewardship East , Triangle Land Conservancy , requested the Board to consider allocating funds for Triangle Land Conservancy for Fiscal Year 2022 - 2023 She presented the following information to the Board Page0797 June 6 , 2022 – 10 00 am ContinuedPage1798 June 6 , 2022 – 10 00 am ContinuedPage2799 June 6 , 2022 – 10 00 am Continued Commissioner Ted G Godwin asked if the funds could be contingency funds or a pledge for the grant applications to be provided once TLC receives the grants Ms Hammerbacher responded that if the Board pledges funds for the grant opportunities , it would increase the scores for the grant Town of Princeton Princeton Mayor Don Rains introduced Princeton’s new Town Administrator Michael King , Mayor Pro - Tem Mike Rose and Library Committee Chair Hope Dougherty Mayor Rains stated the Town of Princeton hasPage3800 June 6 , 2022 – 10 00 am Continued had a vision of updating their community center for several years He stated the current building was constructed around 1980 and was a replacement for the building that burned years before Mayor Rains stated the current building is out of date and they hope to build something that will be more useful in the community Mayor Rains along with Mayor Pro - Tem Mike Rose presented the following information to the Board Page4801 June 6 , 2022 – 10 00 am Continued Library Committee Chair Hope Dougherty stated the Library has been serving the community in a 500 square foot space within the Princeton High School and while that has been appreciated , they have outgrown thatPage5802 June 6 , 2022 – 10 00 am Continued space She spoke on the needs of the Library and how they cannot open to the public until the school closes for the day She stated the new potential space would provide more than double the space to serve patrons Mayor Rains stated 90 of the buildings in downtown Princeton are occupied , and the Town believes the new building will enhance the quality of life for the citizens of Princeton He stated citizens from Pine Level , Kenly , Brogden , Selma and sections of Wayne County currently use the building Mayor Rains stated the current budget for the building is 2 million and a grant for 500,000 has been received from the General Assembly He stated they have other private donations and are requesting 250,000 from Johnston County He noted they plan to request funding from USDA and other resources to cover the remaining cost Commissioner Ted G Godwin asked that for citizens who rent the facility , would there be a distinction between in - town verses out - of - town citizens Mayor Rains responded there would be no distinction In response to Commissioner Tony Braswell , Mayor Rains stated the Town manages the facility and while consideration was given to renovating the current facility , it was determined not to be cost effective Chairman RS “ Butch ” Lawter , Jr asked about the future maintenance plan for the building Mayor Rains stated the Town’s Public Works Department maintains the current building ; however , in the future the Town may look at a dedicated staff person for this new facility He stated the Town would be totally responsible for maintenance Commissioner Richard D Braswell asked if there is a plan to place a buffer between the metal shed and the two homes that are currently on the property Mayor Rains confirmed that buffers would be in place Chairman Lawter congratulated Town Administrator Michael King on his new position with the Town and wished him much success ReEntry Dr Denis Lewandowski addressed the Board on behalf of ReEntry Dr Lewandowski stated ReEntry Director Dot Ehlers had asked him to speak to the Board in her absence Dr Lewandowski spoke on the ReEntry programs stating it began in the 1990s as a sentencing program for felons that had to undergo court ordered rehabilitation He spoke on the changes to the program over the years noting that even though they provide State mandated services , their funding has continued to be cut over the years Dr Lewandowski spoke on the positive impacts that ReEntry has made over the years on the families of Johnston County and stated there is a big needPage6803 June 6 , 2022 – 10 00 am Continued for more in the community Dr Lewandowski requested the Board to consider allocating additional funding for ReEntry so they can continue providing their services in the community Retired Judge Addie Rawls addressed the Board also on behalf of ReEntry Judge Rawls reiterated that the services offered by ReEntry are court mandated ; however , as with many State mandates , the State no longer chooses to provide funds , leaving the burden on the local counties Judge Rawls stated ReEntry has made every effort to stretch their limited funding over the years , but they are at a point where additional funds are necessary to continue operations She stated ReEntry is asking the Board to consider allocating 100,000 and she offered to answer any questions Upon further questions by the Commissioners , Judge Rawls stated she would ask Ms Ehlers to provide updated statistics to the Board on the number of clients served last year She stated ReEntry receives some funding from the Department of Social Services as well as the Juvenile Crime Prevention Council ; however , additional funds are needed to continue Commissioner Fred J Smith , Jr took a moment to commend Judge Rawls for her service to the community Johnston Regional Airport Johnston Regional Airport Director Phil Lanier thanked the Board for their past support to the Airport Mr Lanier reported the Airport remains in demand and at capacity He spoke on upcoming projects and noted the Airport has just received a 75 million grant from the State which requires local matching funds Mr Lanier asked the Board to consider providing the matching funds for that grant In response to Vice Chairman Patrick E Harris , Mr Lanier stated the Airport is now averaging around 2 million a year in grant funding , but this year the State has awarded a 75 million grant Mr Lanier noted that all of this funding goes towards the development of the Airport and not the day - to - day operations Upon a question by Commissioner Ted G Godwin , Mr Lanier stated the airport is asking for a 300,000 match to the 75 million grant just received Mr Lanier recognized Airport Authority Chairman Ken Starling and Vice Chair John Bullock in the audience Citizen Comments from Dr Gettys Cohen , Jr The Chairman instructed the Clerk to add the earlier comments from Dr Gettys Cohen , Jr to this portion of the public hearing Dr Gettys Cohen , Jr of Smithfield addressed the Board and spoke in support of funding for the Board of Elections for Fiscal Year 2022 - 2023 Dr Cohen stated with the approval of their budget , it would allow for better accessibility to voting sites Dr Cohen spoke on the need to provide better services for everyone , especially those in the lower income and lower wealth communities Dr Cohen encouraged the Board to provide support to the Board of Elections to increase the number of hours that citizens have access to voting sites He also asked the Board to look at the locations of the voting sites in an effort to make sure they are in areas where people feel safe such as schools and or churches Dr Cohen stated transportation is often an issue for many who would like to vote and he encouraged the Board to give that some thought as well Dr Cohen spoke on the need to make sure everyone has access to voting Email received from Citizen Shannon Petersen The Chairman acknowledged an email received from Shannon Petersen expressing his thoughts as it relates to the proposed Fiscal Year 2022 - 2023 budget The Chairman stated the email had been provided to all the Commissioners for their review Johnston County Area Transit System JCATS JCATS Executive Director Neal Davis stated JCATS has primarily been a rural system since its inception and they contract with other agencies in the County for transportation services Mr Davis provided the Board with a brief background on their services and funding received from the North Carolina Department of Transportation Mr Davis stated as growth continues , JCATS is looking at services for general public transportation and as technology has evolved , communities are looking at something called microtransit servicesPage7804 June 6 , 2022 – 10 00 am Continued which focuses on high priority zones that need resources Mr Davis stated the technology is similar to an Uber system and the concept is new to public transportation He stated JCATS is working with the Department of Transportation and the Capital Area Metropolitan Organization to determine how they could move from a demand system to a microtransit ride system and he spoke on ways to accomplish this initiative Mr Davis stated JCATS believes that there is adequate capacity in their fleet and software to begin a pilot program He asked the Board to consider an additional allocation of 175,000 to fund a microtransit pilot program Mr Davis stated the funding would cover the software and operations of the pilot program for up to eight months and if the program is successful , JCATS has applied for Federal funding that may sustain the program after the initial pilot program Mr Davis stated with the funding for the microtransit pilot program their total budget request to the County for Fiscal Year 2022 - road located near the intersection of US 70 Alt and US Hwy 70 from the State Maintenance System County Attorney Jennifer Slusser reported the property owners have petitioned the North Carolina Department of Transportation to abandon this dead - end road She noted there are no other property owners on this road and the abandonment is part of an overall development plan by the petitioners for money was spent , the project never evolved Commissioner Smith quoted the article from The News and Observer about an exchange between GoTriangle and Orange County Commissioner Earl McKee as follows “ Exchange reflects the public mistrust that lingers around the Durham - Orange Light Rail project and the GoTriangle officials who guided it through seven years of planning , and then the project was dropped in 2019 amid State funding cuts and opposition from North Carolina Railroad and Duke University ” Commissioner Smith stated he has difficulty in finding the credibility and reliability of the report for the Johnston County Board of Commissioners to spend money with that track record Mr Lattuca responded that he is not presenting to the Board in order to sell commuter rail but rather he is presenting an update on the feasibility study because GoTriangle was asked by Durham , Orange , and Johnston Counties to study the feasibility and report back to them Mr Lattuca stated the goal of the study is to share information regarding the cost and funding , the partnership with North Carolina Railroad and Norfolk Southern , how much service could be provided for users of the service , and the impacts of housing and economic development He stated when the final product is delivered it will then be each County’s decision on whether to be a part of the plan or not Commissioner Smith commented that he feels trains are not a realistic use of taxpayer funds in Johnston County at this time Mr Lattuca noted that there would be options for counties to join in at a later phase if the project demonstrates as being successful He stated the feasibility study is a conversation starter for elected officials to take a look at and see if they feel it is a good solution for them Chairman RS “ , seconded by Vice Chairman Patrick E Harris , and carried by unanimous vote , the Board recessed regular session to sit in closed session for the purposes of consulting with an attorney employed by the Board in order to preserve the attorney - client privilege pursuant to North Carolina General Statute 143 - 31811 a 3 , to discuss matters relating to the location or expansion of industries or other businesses in the area , pursuant to North Carolina General Statute 143 - 31811 a 4 , to establish or instruct staff concerning the negotiation of the price and terms of a contract concerning the acquisition of real property pursuant to North Carolina General Statute 143 - 31811 a 5 , and for the purposes of personnel pursuant to North Carolina General Statute 143 - 31811 a 6 No action was
