and WHEREAS , the spring 2022 LITTER SWEEP roadside cleanup will take place April 16 - 30 , 2022 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Public Safety – Division of Adult Correction inmates , community service workers , and interested citizens conduct annual local cleanups during LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the LITTER SWEEP cleanup will be a part of educating the children of this great State regarding the importance of a clean environment to the quality of life in Johnston County and North Carolina ; and Whereas , a high percentage of mothers return to work in the first six weeks after the birth of a child ; and Whereas , participation in high – quality early childhood education saves taxpayer dollars , makes working families more economically secure , and prepares children to succeed in school , earn higher wages , and live healthier lives ; and Whereas , high – quality early childhood education depends on high – quality early childhood educators who ensure that children , supported by families , have the early experiences they need for a strong foundation ; and Whereas , the majority of these costs , which often exceed the cost of a year of college tuition , are borne by parents , who often can’t afford it ; and Whereas , the essential yet chronically undervalued childcare sector has sacrificed and struggled to serve children and families since the start of the COVID pandemic ; the 911 Communications Center was created to provide a vital contribution to the quality of life enjoyed by citizens and visitors to Johnston County ; and WHEREAS , when an emergency occurs , the access to a 911 center dramatically improves the prompt response of police officers , firefighters and paramedics , is critical to the protection of life and preservation of property ; and WHEREAS , the Telecommunicators are trained , prepared and ready ; the safety of our police officers , firefighters and EMS personnel are dependent upon the quality and accuracy of information obtained from citizens who telephone the Johnston County 911 Communications Center ; and WHEREAS , Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services ; and WHEREAS , Public Safety Telecommunicators are the single vital link for our police officers , firefighters and EMS personnel by monitoring their activities by radio , providing them information and insuring their safety ; 19 , Public Health Week Resolution , and Emergency Rental Assistance Program Updates COVID - 19 Health Director Dr Marilyn Pearson provided an update on the COVID - 19 response She thanked the Board and all of the partners that have supported and assisted during the pandemic She stated the numbers are improving , and Johnston County is now in the green because of all the tools and resources available She stated staff is reviewing the CDC and North Carolina Department of Health and Human Services websites that are updated weekly Dr Pearson stated the current number of lab reported cases is 59,041 She noted that this number does not include those utilizing home test kits She stated there are 8 people currently hospitalized and 433 total deaths She stated the positivity rate is at 28 7 day lab reported cases , and the goal is under 5 Dr Pearson reported the total population vaccination rate is 54 and over 67,000 vaccines and 51,000 third doses or boosters have been administered She stated last week the CDC approved another booster for individuals that are 50 years and older or immunocompromised She noted there was a line this morning at the Health Department for that vaccine , so citizens are taking advantage of the booster to provide as much protection as possible Dr Pearson recognized and expressed her appreciation to the Smithfield Progressive Men’s Club President Marlon Lee and Vice President Tony Nixon She stated that without these partners , it would not have been possible to carry out the protocols related to the pandemic She stated the Smithfield Progressive Men’s Club have allowed staff to use their facility for testing and commented that Public Health is all about teamwork Mr Nixon thanked the Board and Dr Pearson for allowing them to assist the County in this response He encouraged the Board to continue the great work of the County Dr Pearson also acknowledged and thanked Mr Frank Lee not in attendance for allowing the County to use his facility for drive through testing and vaccines Commissioner Ted G Godwin asked if an appointment is necessary for the booster vaccine Dr Pearson stated walk - ins are welcome , and no appointment is necessary Commissioner Tony Braswell asked about the booster and whether it takes the place of the previous one Dr Pearson clarified that this is an additional booster and it can be administered 4 months after the last one She stated it is recommended especially for those age 50 and older , those considered high risk , or immunocompromised Vice Chairman Patrick E Harris thanked the Smithfield Progressive Men’s Club for their assistance to the County and their contributions to the community He also thanked Mr Lee for his service on the Smithfield Town Council Public Health Week Resolution Health Director Dr Marilyn Pearson requested the Board to adopt a resolution for Public Health Week as April 4 – 10 , 2022 Dr Pearson stated this resolution is to recognize all those working in Public Health for not only the COVID - 19 Pandemic , but all their work PagePage pageNumber8705 April 4 , 2022 – 10 00 am Continued Chairman RS “ Butch ” Lawter , Jr stated the excellent work of Dr Pearson and her staff has been evident for the past two years ; however , they are to be commended for all their work and dedication in Public Health Upon a motion by Commissioner Ted G Godwin , seconded by Vice Chairman Patrick E Harris , and carried unanimously , the Board adopted the following resolution PUBLIC HEALTH WEEK 2022 RESOLUTION BY THE JOHNSTON COUNTY BOARD OF COMMISSIONERS WHEREAS , the Johnston County public health workforce is a critical component of our emergency response to natural and man - made disasters and widespread disease outbreaks in our County , including COVID - 19 ; and WHEREAS , our County and State public health workers have been courageous , inventive and tireless in their work to protect our residents from the threats of the COVID - 19 pandemic , while continuing to perform their other essential public health functions , often times at the risk of their own safety and health ; and WHEREAS , public health measures to control and eliminate infectious diseases , improve environmental sanitation , and promote healthy lifestyle practices have been the greatest cause of improved health status and increased life expectancy for the residents of our County and all North Carolinas residents ; and WHEREAS , public health plays a critical role advancing health equity and preventing chronic diseases and injuries , resulting in improved productivity and decreased health care costs for all North Carolinians ; and WHEREAS , the Johnston County Board of Health is committed to a continued emphasis on prevention in public health , and to helping our County and all North Carolina reach a better state of health through actions outlined in the Healthy North Carolina 2030 objectives ; and WHEREAS , communities , local health departments , employers , hospitals and health care providers , individuals and families , insurers , county leaders and policy makers , faith - based communities , and schools and child care facilities must work together to identify and develop innovative solutions to health problems facing the people of Johnston County ; and WHEREAS , the Johnston County Board of Commissioners encourages all residents to recognize that public health is working to ensure that all residents are protected from threats such as COVID - 19 numbers have improved and the Board could now receive updates from Dr Pearson on an as needed basis ERA Program Finance Director and Deputy County Manager Chad McLamb provided an update to the Board on the Emergency Rental Assistance ERA Program Funds Mr McLamb reported that last month staff moved to discontinue receiving applications for the ERA program He stated the County has disbursed almost 8 million for ERA 1 and ERA 2 with approximately 3 million remaining in the queue He stated there are some delays in working through these final applications , because of possible fraud and staff wants to make sure the applications are thoroughly vetted Mr McLamb stated the County’s consultant , Yardi , has been paid almost 750,000 to date Mr McLamb reported that approximately 2,000 households have received assistance PagePage pageNumber9706 April 4 , 2022 – 10 00 am Continued Mr McLamb also reported that the CDBG funding for mortgage assistance is ongoing and over 600,000 has been distributed to date with approximately 300,000 remaining to be used by September 30 , 2022 Mr McLamb commended Yardi , the Department of Social Services Staff , and the Finance Staff for all their work on this project He stated the hope is to wrap everything up in another month or so Commissioner Ted G Godwin asked how the fraud cases are handled Mr McLamb stated the potential fraud cases are singled out and thoroughly investigated He stated there are various reasons for fraud , which include residency status or income levels He noted there has been an uptick in fraudulent activity and staff continues to monitor the cases closely 4 Public Comments A Citizen Concern – Airport Authority Appointments Charles Walters with Blue Line Aviation voiced his concerns and opposition to the reappointment of certain members of the Airport Authority , specifically Tim Stevens , John H Bullock and Ken Starling Mr Walters spoke on his concerns regarding these members being reappointed and what he feels is a conflict of interest or personal gain by the individuals Mr Walters stated there are some qualified applicants for the Board to consider this time and he feels it would be good to have a change 5 Public Hearing – Public Utilities – 20 Year Capital Improvements Plan Advertised – The News & Observer , The Johnstonian News and The News in Review – March 23 , 2022 Chairman RS “ Butch ” Lawter , Jr opened the public hearing for the purposes of allowing public comment on the draft 20 - Year Capital Improvements Plan CIP for water , wastewater and reclaimed water facilities in Johnston County Utilities Director Chandra Farmer , PE , introduced Engineering Manager Kim Rineer to present a summary of the CIP Ms Rineer explained that the CIP includes facility improvements and additions , new facilities , and major capital purchases for Fiscal Year 2022 - 2023 through Fiscal Year 2041 - 2042 Ms Rineer provided the Board with a background of the staffing at the Public Utilities Department and stated their mission is to provide the citizens of Johnston County with efficient , affordable and friendly services of water supply , wastewater collection and treatment , reclaimed water , stormwater management regulation , stormwater sedimentation regimen control , and buffer regulation Ms Rineer stated detailed Capital Improvements Plans are required in accordance with North Carolina Department of Environmental Quality guidelines in order to qualify for State loan and grant funding She stated the complete proposed plan has been available on the County’s website as well as in the Public Utilities Office for public inspection Ms Rineer presented the following overview of the CIP for the Board Page0707 April 4 , 2022 – 10 00 am Continued Ms Rineer explained the CIP is based on the land use plan , growth projections , and regulations that are forthcoming Ms Rineer shared the following information as it relates to water supply with the Board and stated it totals just shy of 25 mgd She noted that last summer there was a peak day where 184 mgd was sold and in order to sell this amount , there must be a supply of at least 20 mgd Ms Rineer reviewed how the retail water system is divided and stated that most of the supply goes to bulk customers in Clayton , Kenly , Princeton , Four Oaks and to supply bulk water systems for Carolina Water Systems and Aqua In response to Chairman Lawter , Ms Rineer stated average use for bulk versus retail is just over half Page1708 April 4 , 2022 – 10 00 am Continued Ms Rineer reported the Johnston County Regional Wastewater Treatment Facility CJCRWWTF can treat 95 mgd and the 210 Wastewater Treatment Facility will initially treat 40 mgd when construction is completed Ms Rineer shared background information on the reclaimed water facilities with the Board She stated the Neuse River Basin is nutrient limited and the nitrogen allocation must be followed She stated if the nitrogen allocation is not followed , then purchase , mitigation or diversion is necessary from other areas Ms Rineer stated diversion of reclaimed water is important because it helps with nitrogen allocation in the system Commissioner Ted G Godwin asked if there were a stronger demand from farmers for reclaimed water , how hard would it be to meet that demand Ms Rineer stated there is excess capacity ; however , the problem is funding the distribution because it is a non - revenue earning service Ms Rineer stated there have not been many opportunities for grants to expand the system ; however , staff always checks to see if any funding is available Ms Rineer continued the presentation by sharing growth predictions with the Board Page2709 April 4 , 2022 – 10 00 am Continued Ms Rineer shared the proposed improvements within the CIP Page3710 April 4 , 2022 – 10 00 am Continued Ms Rineer stated in summary 688,360,400 in projects are proposed in the CIP She noted that the numbers were difficult to project due to the current volatile construction environment Ms Rineer reminded everyone that the County’s Public Utilities Department is an Enterprise Fund , which means taxpayer revenue does not fund Public Utilities She reported on the funds within the department , as follows Page4711 April 4 , 2022 – 10 00 am Continued Ms Rineer asked the Board to review the plan and provide feedback She stated unless the Board has objections , staff would like to place the proposed CIP on the April 18 , 2022 agenda for adoption consideration Ms Rineer stated the adopted CIP will assist with spring applications for funding assistance She noted also that once the plan is adopted , it will assist with updating the rate model in the fall Commissioner Richard D Braswell commented that the projects are incremental to a certain extent He noted that when the 210 Wastewater Treatment Facility construction is complete it will produce 4 mgd of wastewater capacity and he asked if there would be an expansion already under design Ms Rineer explained that the facility is designed to be easily expanded and staff has already begun the NPDES Permit process Commissioner R Braswell asked what type of protection will be in place to protect the existing wastewater treatment plant from flooding when it is converted to an equalization and pumping facility Ms Rineer reported that staff has just completed a project which raised the dike level at the existing facility She noted there is also a new automatic flood gate at the main entrance Ms Rineer reported the roadway to the plant will flood , and by converting the facility into a pumping station it can remain in operation even when staff cannot be onsite She stated the flood plain predictions are adjusted every so often and get higher every time so the current dike is just below the 500 year flood plain as it is predicted to be 20 years from now Commissioner R Braswell asked about alternatives other than the Neuse River for water supply Utilities Director Chandra Farmer , PE , stated there is a long - term supply plan currently being developed and staff plans to present that to the Board in the next couple of months She noted that staff has recently received new data from the Town of Clayton which has changed the projections Ms Farmer stated staff continues to research solutions to meet the future needs in the most economical manner Chairman Lawter asked of the counties in North Carolina that are comparable to Johnston , how many of those counties operate water and sewer systems Ms Farmer responded that Johnston County is unusual in that it operates a public sewer system She stated many areas have water systems , but it is unusual to have a wastewater system Page5712 April 4 , 2022 – 10 00 am Continued In response to Chairman Lawter , Ms Rineer stated Johnston County currently has a uniform water rate that is balanced out system - wide She stated when considering different rates for different areas , the mileage of the pipe per the number of users on that line has to be considered ; otherwise , it could create inequities Chairman Lawter noted the County is currently in Phase 1 of the regional water and sewer analysis and based on that analysis , the CIP could change Ms Farmer agreed and stated there are many factors that could change the CIP over time and the goal is to update the plan approximately every two years Commissioner Fred J Smith , Jr reiterated earlier comments by Ms Rineer during her presentation , stating it is important for the public to know that the Public Utilities Department is an enterprise fund , which does not affect taxpayer dollars , property tax rates or sales tax rates He continued that the enterprise fund runs like a business and the Utilities Department can set the price for their captured customer base Commissioner Smith stated the biggest problem is not the customers as there are plenty and plenty more coming , but rather it is meeting the supply of the customers Ms Farmer agreed that meeting the supply is a big challenge ; however , she stated the challenge is also about keeping things fair for the existing customers Ms Farmer stated if projects are necessary for growth , then they try to pass those costs on to the new customers to pay for that growth , while the existing customers pay for the operation and maintenance type costs Commissioner R Braswell spoke on the importance of exploring water supply alternatives stating the Neuse River is not an endless source of water Chairman Lawter asked for anyone in the audience that wished to speak to come forward There were no comments by the public Chairman Lawter asked if there were any final comments or questions by Commissioners Commissioner Tony Braswell commented that he can appreciate other comments and thoughts as it relates to setting rates ; however , for him it is important to know that no matter where someone lives , they pay the same rate Commissioner T Braswell further stated that Ms Farmer’s comments about allowing growth to pay for itself are very appropriate The Chairman closed the public hearing and stated unless there are objections by the Board , staff would th place the item on the Board’s April 18 agenda for consideration 6 Social Services – Child Abuse Prevention Month Proclamation Department of Social Services Director Scott Sabatino requested the Board to adopt a proclamation for April 2022 as Child Abuse Prevention Month Mr Sabatino reported the State and all the Counties adopt the Proclamation to bring about the importance of Child Abuse Prevention He stated this past year Social Services investigated 1,160 families , with 588 of those families needing services beyond the investigation Mr Sabatino spoke on the importance of recognizing and reaching out to Social Services , schools , law enforcement , the Health Department , or any other agency for situations of child abuse Vice Chairman Patrick E Harris recognized and thanked Mr James Coleman for his service on the Department of Social Services Board Vice Chairman Patrick E Harris read aloud the proclamation and moved for its adoption Commissioner Tony Braswell seconded the motion , which carried unanimously Child Abuse Prevention Month Proclamation Whereas , children are vital to our County and State’s future success , prosperity , and quality of life as well as being our most vulnerable assets ; andPage6713 April 4 , 2022 – 10 00 am Continued Whereas , all children deserve to have safe , stable , nurturing , and healthy homes and communities that foster their well -
