19 & Emergency Rental Assistance Program Updates COVID - 19 Health Director Dr Marilyn Pearson shared a handout with the Board highlighting the Covid cases as of the end of last week She reported that things are looking better She stated a month ago , there was a significant increase in cases and hospitalizations , but now cases are decreasing She stated the pandemic phase still exists , but there are adjustments being made since this is going to be an everyday part of life for a while Dr Pearson stated currently there are 53,346 cases , 46 hospitalizations , 410 deaths , 2,020 reinfections 379 , and 7,811 breakthrough infections She stated testing is currently taking place at the Brightleaf Flea Market in Smithfield She stated vaccinations are being administered at the Johnston County Public Health Department Monday through Friday and behind the hospital at Realo in Smithfield on the weekends Dr Pearson reported on the monoclonal antibodies antiviral therapy information and noted it is in limited supply at the moment She encouraged the public to contact their medical provider to be evaluated for the antiviral therapy Dr Pearson shared the following community transmission indicators ? Case rate is 1,039 100,000 and the goal is lt; 10 100K ? Positivity Rate of the tests that are positive 344 14 day 276 7 day and the goal is lt; 5 ? ins for vaccinations ERA Program Finance Director and Deputy County Manager Chad McLamb provided an update to the Board on the Emergency Rental Assistance ERA Program Funds Mr McLamb reported that since January a little over 62 million in assistance has gone out He stated 48,000 remains in the first allocation of funding and has been encumbered for those that need assistance Mr McLamb stated 1,500 citizens have been helped in Johnston County He stated 584,000 in payments have been sent to the County’s consultant , Yardi , for administration of the program and they will be looking at possible adjustments to the staffing level Mr McLamb stated last month there were 146 cases waiting for supervisor approval ; however , since more staff has been added there are now only 24 cases currently waiting for approval He stated there are 376 requests in progress and waiting for additional information from the landlord or tenant ; and there are 155 new cases received Mr McLamb commended staff from the Department of Social Services and Finance for their hard work with the Emergency Rental Assistance program He also reported that 537,000 has been paid out from the CDBG funds for mortgage assistance with 272,000 remaining and expected to be disbursed by September 2022 Commissioner Patrick E Harris asked for an overview of the origination and disbursement of the funding Mr McLamb stated the Federal Government allocated funding to the State , but some of the larger counties received their allotments directly with Johnston County being one of those counties Mr McLamb explained that for the Emergency Rental Assistance funding , the County received 63 million ERA - 1 in the first allocation and has until September 2022 to spend that funding He stated the second allocation of funding in the amount of 5 million ERA - 2 is a direct payment to Johnston County and the County has received 2 million of that allocation with 867,000 spent so far He noted the County has until September 2025 to spend the second allocation Mr McLamb also stated the County received funds from the State NCPRO funds for Emergency Rental Assistance to help citizens in the amounts of 64 million and 5 million respectively He stated a total of 237 million of funding has been allocated overall to Johnston County and staff is working to spend as much as possible to help the citizens in need 4 Public Comments A Emergency Services – Recognition of Employees Emergency Services Assistant Director Josh Holloman stated the EMS Division recently received a note of gratitude for a life saved He recognized EMS Division Chief Dan Gagne who shared information with the Board regarding a special thank you from Dr Thomas & Mrs Charlotte Powell Chief Gagne stated back in the fall , staff responded to a cardiac arrest call for Mrs Powell and it is because of the efforts of the staff that day that Mrs Powell survived He stated Dr Powell was unable to attend the meeting today , but he asked for the information to be shared with the Board Chief Gagne recognizedPagePage pageNumber9570 February 7 , 2022 – 10 00 am Continued Paramedic Bailey Cayco , Captain Jessica Crawford , Community Paramedic Keanan Larsen , Paramedic Sarah Mozingo , and Paramedic Paul Fuller and commended them for their service Chief Gagne pointed out that this success is a collaborative effort with not only EMS , but also the first responders and 911 - time appropriation of 38 million and will be managed by the North Carolina Soil & Water Conservation Commission Mr Walker continued that the Johnston Soil & Water Conservation Board is determined to make sure Johnston County can quickly assess potential stream blockages in order to apply for funding He indicated that clearing debris that blocks storm drainage , stabilizing and restoring stream banks , and rehabilitating and improving water shed structures are key items of importance for the funding He reported that clearing the debris blocking storm drainage presents many challenges since there are hundreds of miles of streams in Johnston County He thanked Commissioner Ted G Godwin for speaking with him last week to learn more about the opportunity Mr Walker stated he has consulted with Emergency Services Director Kevin Hubbard regarding drone flights to assist with the process of identifying potential stream blockages He noted that for a lot of streams , beavers have caused many problems Page5576 February 7 , 2022 – 10 00 am Continued Commissioner Richard D Braswell agreed that the beaver population has caused much destruction of woodlands He stated with the swamp areas being flat , when the beavers block the streams , the land floods immediately At the inquiry of Commissioner RD Braswell , Mr Walker stated there is not a set amount of funding that an agency can apply for , but it will be competitive 7 Public Utilities – Central Johnston County Regional Wastewater Treatment Facility Sole Source Request Utilities Director Chandra Farmer , PE , reported that in January 2020 , the Board of Commissioners approved the engineer’s recommendation and staff’s request to sole source several components for the new 210 Wastewater Treatment Facility She explained the approval included Blue - White Industries , Ltd as the approved manufacturer for chemical metering pumps Ms Farmer stated the County’s previously approved Fiscal Year 2021 - 2022 budget includes funds for replacement of the existing hypochlorite pumps at the existing wastewater treatment plant Central Johnston County Regional Wastewater Treatment Facility - CJCRWWTF Ms Farmer stated in order to maintain standardization , compatibility and consistency for operation and maintenance , staff recommends sole source purchase of pumps manufactured by Blue - White Industries , Ltd Ms Farmer requested the Board’s approval to sole source chemical metering pumps manufactured by Blue - White Industrial , Ltd at the CJCRWWTF in order to maintain standardization , compatibility and consistency for operation and maintenance Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Tony Braswell , and carried unanimously , the Board approved the sole source purchase of chemical metering pumps manufactured by Blue - White Industrial , Ltd at the Central Johnston County Regional Water Treatment Facility CJCRWWTF in order to maintain standardization , compatibility and consistency for operation and maintenance 8 Public Utilities – Work Change Directives Approval Authority – Water and Sewer Projects Utilities Director Chandra Farmer , PE , explained that at any given time , the Department of Utilities has multiple water and sewer capital projects under construction She noted these projects are part of the Water and Sewer Capital Improvements Plan , and the Board of Commissioners approved the construction contract award and budget for each project Ms Farmer stated during construction , it is not unusual to need modifications to the original construction contract When this occurs , the contract documents outline procedures for Change Orders to modify , add or delete items that may adjust the contract cost and time The Change Order is a document agreed upon and executed by the contractor and owner County Manager to formally change the original contract Ms Farmer continued that the Standard General Conditions of most construction contracts allow the owner to issue a Work Change Directive to the contractor in order to make any needed project modifications , while the formal Change Order is under review or to limit the number of necessary Change Orders include multiple smaller items in one Change Order Ms Farmer stated a Work Change Directive is a written statement issued to the contractor , signed by the owner and recommended by the engineer ordering an addition , deletion or revision in the work , or responding to differing or unforeseen conditions or emergencies She noted that a Work Change Directive does not change the contract price or the contract times but is evidence that the parties expect that the change documented by the Work Change Directive will be incorporated in a subsequently issued Change Order following negotiations by the parties as to its effect , if any , on the contract price and contract times Ms Farmer stated in order to efficiently evaluate or direct construction contract changes , staff requests approval for the Director of Utilities to execute Work Change Directives for water and sewer capital projects , as long as the anticipated maximum value does not exceed contingency funds available in the capital project budget as approved by the Board of Commissioners She offered to answer any questions Commissioner Fred J Smith , Jr suggested that since the Board is responsible for approving the contracts and the budget that there should be a reporting requirement Ms Farmer stated an update could be provided for all the monthly change orders and work directives for all of the capital projects Page6577 February 7 , 2022 – 10 00 am Continued Commissioner Smith asked for this to be part of the agenda packet in the future In response to Commissioner Ted G Godwin , Ms Farmer stated that many of the contracts are larger in value than the past and contractors are faced with limited materials and supplies She stated the timeframe for change orders and approvals can take time , but communication with the contractor can prevent delays Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Ted G Godwin , and carried unanimously , the Board authorized the Director of Utilities to execute Work Change Directives for water and sewer capital projects , as long as the anticipated maximum value does not exceed contingency funds available in the capital project budget as approved by the Board of Commissioners 9 Appointments The Chairman announced that the votes for the Board of Health , Planning Board , and Johnston - None 12 Board Reports and Comments A Letter of Support for USEDA Good Jobs Grant th Chairman RS “ Butch ” Lawter , Jr reported the County was contacted by Joy Callahan on January 24 regarding the need for a letter of support for a USEDA Good Jobs Grant that she is working on with Durham and Wake Counties , in which Triangle J COG will be the primary applicant Chairman Lawter stated this will support a coalition of stakeholders working to develop , design , and implement the Triangle Region Advancing Careers and Equity Project to assist with the region’s most underserved populations into sustainable and good st paying jobs He noted the letter was needed by February 1 and there were no matching funds required Chairman Lawter stated he provided the letter of support for the grant and a copy was made available to the Commissioners B March Strategic Planning Retreat Chairman RS “ Butch ” Lawter , Jr announced the Board will be holding a Strategic Planning Retreat March 17 and 18 , 2022 He stated details on location and times are forthcoming Chairman Lawter stated it is important for the Board to come together and set a vision for the County He stated the Board will look at goals and objectives in order to assist staff in the planning process and to set priorities Chairman Lawter also stated this would assist the public in that they will know what the vision and priorities are for the County He stated it would provide a roadmap for planning purposes in Johnston County Commissioner Richard D Braswell indicated he looks forward to the retreat in that many of the items discussed during the regular Board meetings are time limited He stated this would be a wonderful opportunity for the Board to get together and look at how to move forward Chairman Lawter stated the North Carolina Association of County Commissioners will help to facilitate the Strategic Planning Session and more details will be released when available 13 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege ; NCGS 14331811 a 4 – Economic Development ; NCGS 14331811 a 5 – Acquisition of Property ; and NCGS 14331811 a 6 – Personnel Upon a motion by Commissioner Fred J Smith , Jr , seconded by Commissioner Ted G Godwin , and carried by unanimous vote , the Board recessed regular session to sit in closed session for the purposes of consulting with an attorney employed by the Board in order to preserve the attorney - client privilege pursuant to North Carolina General Statute 143 - 31811 a 3 , to discuss matters relating to the location or expansion of industries or other businesses in the area , pursuant to North Carolina General Statute 143 - 31811 a 4 , to establish or instruct staff concerning the negotiation of the price and terms of a contract concerning the acquisition of real property pursuant to North Carolina General Statute 143 -
