H Resolution Supporting NCDOT Statewide Project Funds – Glen Laurel Rd Extension , adopted as follows Resolution Supporting North Carolina Department of Transportation Statewide Project Funds for Glen Laurel Road Extension Whereas , Novo Nordisk and area manufacturing companies have invested billions and have continued to create thousands of jobs in the Clayton area of the County of Johnston ; and Whereas , the growth of these companies and additional residential development has resulted in severe traffic congestion along Powhatan and Glen Laurel Roads ; and Whereas , a transportation study recommends an extension be constructed at the intersection of Glen Laurel and Powhatan Roads , across property owned by Novo Nordisk and tying into Gordon Road ; and Whereas , this extension would match up with the existing bridge and create a safer crossing over the North Carolina Norfolk Southern Rail Line ; and Whereas , the County of Johnston is requesting North Carolina Department of Transportation Statewide Funds to finance this Glen Laurel Road Extension Now Therefore , Be It Resolved , by the Johnston County Board of Commissioners that 1 The Board fully supports the Glen Laurel Road Extension and its potential to relieve traffic and provide for safer vehicular movement ; and 2 The Board requests the North Carolina Department of Transportation’s favorable consideration of the Health Director Dr Marilyn Pearson shared a handout with the Board highlighting the COVID cases as of the end of last week She stated the pandemic is still ongoing , and the CDC updated the isolation andPagePage pageNumber7540 January 3 , 2022 – 10 00 am Continued quarantine recommendations last week Dr Pearson stated everyone needs to realize that COVID will be with us for a while and she stressed the importance of taking actions to prevent the spread She stated as of December 31 , 2021 , there were 36,723 cases and the current average age of those infected is 37 Dr Pearson stated there are currently 43 hospitalizations and 366 deaths Dr Pearson noted there was a spike in September due to the Delta variant of the virus and that both the Delta and Omicron variants are now showing up in cases She stated there are 386 reinfections and 1,760 breakthrough infections The 14 - day positivity rate is 161 and the 7 - day rate is 149 Dr Pearson continued that the vaccine rate is currently 53 of the population She noted elective surgeries at the hospital have been reduced due to bed capacities and 89 of the COVID patients in the hospital on ventilators are unvaccinated She stated there are six outbreaks at long - term care facilities and two clusters Dr Pearson stated students will be returning to school this week after the holiday , and there are efforts to work with the schools for safety She noted the “ Test to Stay ” program is in place and guidance is being received from the State to keep as many children in school as possible Dr Pearson encouraged all eligible individuals to get vaccinated , physically distance as much as possible and mask wearing in order to help prevent the spread Dr Pearson commented that she realizes everyone has become fatigued with all the extra precautions ; however , they are in place for everyone’s protection She thanked her staff and all the partners for their continued response Upon a question by Commissioner Ted G Godwin , Dr Pearson explained that during the beginning of the COVID pandemic , initially the biggest concern was that the virus was new and was causing multiple deaths and hospitalizations She noted that now there is more knowledge of the virus , vaccinations are in place , and more people are taking preventive actions so the deaths and hospitalizations are decreasing and she believes it is now a virus that can be managed Commissioner Larry Wood asked about quarantine procedures in schools Dr Pearson responded the guidance for the schools now aligns with the current CDC guidelines for the general public At the inquiry of Commissioner Tony Braswell , Dr Pearson confirmed that testing has increased because it was recommended that people get tested if they were going to gather in large groups or travel around the holidays Chairman Butch Lawter commended Dr Pearson and the staff for their work as the pandemic continues ERA Program Finance Director and Deputy County Manager Chad McLamb provided an update to the Board on the Emergency Rental Assistance ERA Program Funds Mr McLamb reported that to date , approximately 5,058,000 in ERA assistance has gone out serving almost 1,300 households He noted the current average daily amount being sent out is around 55,000 He stated that just for the month of December , 11 million was sent out with 209 households receiving the assistance Mr McLamb stated Yardi has increased their staffing and the number of cases to be processed has gone down Mr McLamb also reported that of the 900,000 in CDBG funds for mortgage assistance , 488,000 has been sent out to date Mr McLamb thanked the staff as well as Yardi for their continued hard work in getting the assistance out to those in need Upon questions by Commissioners , Mr McLamb stated there are four appropriations of money in total with the potential for even more funding in the future He stated the goal of the program is to avoid evictions , power disconnections , and assist the landlords Mr McLamb stated there is a maximum number of months recipients can receive the rental assistance 4 Public Comments A Citizen Comments – Daniel Johnson Mr Daniel Johnson , of
