10 857 May 6 , 2002 6 00 pm The Johnston County Board of Commissioners met in special session on Monday , May 6 , 2002 , at 6 00 pm in the Emergency Operations Center , Johnston County Courthouse , Smithfield , North Carolina , with the following members present Present James H Langdon , Jr , Chairman , Cookie Pope , Vice Chairman , Thomas M Moore , Allen L Mims , Jr , Wade M Stewart , Fred Smith , and W Ray Woodall Absent None Also Present Rick J Hester , County Manager , Joyce H Ennis , Clerk to the Board , Mark Payne , County Attorney , and John R Massey , Finance Officer In addition , Pat Goddard , Tax Administrator , and Dale Campbell of Cole - Layer - Trumble CLT the Company The Chairman called the meeting to order and noted this meeting is a workshop to provide Board members information and understanding of the process of establishing a schedule of values for the County’s 2003 property revaluation Johnston County 2003 Property Revaluation Tax Administrator , Pat Goddard , explained the current status of the revaluation project and presented a possible time frame for the adoption of the schedule of values as required by North Carolina General Statutes She passed out workshop notebooks and stated she and Dale Campbell of CLT would go over the material with the Board She stressed the values presented are not final , but working numbers based on preliminary information Both she and Mr Campbell are in the process of checking and rechecking them to determine if they are valid All residential properties have been visited once , and staff is now going out for a second pass Ms Goddard and Mr Campbell went over the material in the notebook explaining the process that was used to determine pricing for land and structures She explained the commercial properties are still being assessed and commercial cost studies are being examined The staff from CLT and the County Tax staff that is involved in the process have a great deal of experience and are working hard to make sure this project is successful Many factors play a part in determining values , and every effort is being made to assure fairness for everyone Property owners will have the opportunity to challenge their values through informal hearings and if necessary , by appointment with the Board of Equalization and Review In discussion , it was noted the Tax Department and CLT plan to present the schedule of values to the County Commissioners at the July 8 , 2002 meeting A public hearing can then be scheduled for August 5 , th 2002 , allowing the Board to consider adoption as early as the August 12 meeting There being no further business , Commissioner Cookie Pope moved the Board adjourn Commissioner Allen L Mims , Jr seconded the motion , which carried by unanimous vote __________________________________________ James H Langdon , Jr , Chairman _____________________________ Joyce H Ennis , Clerk to the BoardPage
