this form can be found on our website PagePage 3 of 8 Johnston County Inspections Reminder Cold Weather Concrete Concrete can successfully placed , finished , and cured in cold weather or during the winter , but it requires an understanding of the impact of cold weather on the process of creating long - lasting concrete By definition ACI 306 , cold weather conditions exist when … for more than 3 consecutive days , the average daily temperature is less than 40 degrees Fahrenheit AND the air temperature is not greater than 50 degrees Fahrenheit for more than one - half of any 24 hr period So , if the air temperature is below or expected to go below 40 degrees Fahrenheit , then " cold weather " techniques shall be employed In this case , it is our policy that the contractor provides us with a " Plan of Action " based on ACI 306 The procedure outlined here may be used as the basis for the acceptance or rejection of any concrete footing foundation respective to concrete placement during cold weather conditions It is the intent of this procedure to closely follow ACI 306 , Standard Specification for Cold Weather Concreting Code Requirements IRC The building code requires that the minimum compressive strength of concrete for footings be 2500 psi , for foundation walls , 3000 psi The code also specifies that the concrete be air entrained The total air content percent by volume of concrete shall not be less than 5 or greater than 7 Effects of early freezing in a concrete pour The ultimate strength of concrete can be reduced by up to 50 percent of its potential 28 day strength if it freezes soon after placement , usually before 24 hours and before reaching strength of 500 psi Avoid adding water to concrete on the job to create " better flow " The use of more water increases the likelihood of freezing For each gallon of water added to the mixture on site , at least 200psi of strength is lost Inspection Practices 1 The enforcement of cold weather concrete protection requirements will occur when the ambient air temperature is at or below 40 degrees Fahrenheit , or a temperature is forecasted within 48 hours of below 40 degrees Fahrenheit Footings , walls , structural slabs , sidewalks and driveway approaches shall be protected 2 Inspectors will verify the sub - grade is not frozen prior to concrete placement and that adequate protection components are on site at the time of inspection They will also be checking the maintenance of the protection for two days following the inspections 3 If footings were required to be protected from freezing , foundation walls will not be allowed to be poured for at least 48 hours PagePage 4 of 8 Johnston County Inspections Adhered Masonry Veneer Manufactured Stone The following form is required to be completed and submitted for review when using Adhered Masonry Veneer Manufactured Stone ; this form can be found on our website PagePage pageNumber5Page 5 of 8 Johnston County Inspections One and Two Family Dwelling Fire Separation Requirements 2012PagePage pageNumber6Page 6 of 8 Johnston County Inspections NFPA 58 Requirements for Gas Piping BE AWARE OF THE MAN COMING BEHIND YOU Keep this code in mind when installing gas piping stub out in homes If not located in the proper location , it makes it difficult for homeowners to have gas supplied to their home without relocating the stub out NFPA 58 6816 The point of discharge from the required pressure relief device on regulated equipment installed outside of buildings or occupiable structures in fixed piping systems shall be located not less than 3 ft 1m horizontally away from any building or occupiable structure opening below the level of discharge , and not beneath or inside any building or occupiable structure unless the space is not enclosed for more than 50 of its perimeter NFPA 58 6817 The point of discharge shall also be located not less than 5 ft 15 m in any direction away from any source of ignition , openings into direct - vent sealed combustion system appliances , or mechanical ventilation air intakes PagePage pageNumber7Page 7 of 8 Johnston County Inspections From the Directors Desk PLANTING TIME By Dean Barbour Spring is around the corner The buttercups will be blooming and it looks like a good forecast for builders to prepare the groundbreaking of some new homes The sales numbers in the Triangle area for 2012 are 23 percent higher when compared to 2011 numbers The inventory of homes for sale is at a four month supply which is a little low but a good indicator of a healthy market that needs more new homes to be built The Inspection Department revenue for permits in 2012 was the best since 2008 and walk - in traffic is picking up with customers looking to " plant " in the spring The triangle housing market is in a lot better position for new growth than other areas The Myrtle Beach Horry County area in South Carolina reported that 29 percent of all home sales in November were short sales National real estate statistics report that South Carolina has the fifth highest foreclosure rate in the US Grand Stand Realtors advertise themselves as short sales specialists ; I haven't seen any of these realtors in Johnston County The real estate numbers show good news so HOMEBUILDERS GO PLANT Also , it is with a great deal of respect that I report to you the passing of Commissioner Wade M Stewart on January 14 , 2013 at the age of 68 Commissioner Stewart was a good fit for the area he represented ; he listened to the people at the county stores no matter their status in society and he treated everyone as if they were the Governor Mr Wade , as I called him , was not afraid to wear the black hat and take a stand for what he believed I will miss my building industry debates at the store and the White Swan PagePage pageNumber8Page 8 of 8 Johnston County Inspections Administrative Reminders & Other Reminders ? Departmental policy is that scheduled inspections that are not ready should be rolled by 9 00 am or they will result in a 5000 reinspection fee ? Be sure to follow through with the inspection process for permits you have purchased to avoid them expiring and having to be renewed at an additional cost ? Inspectors will able to take calls after 8 30am This gives them time to get their route in order ?
