lane divide Mr Newton stated that whatever potential access there could be off of Cleveland Rd would be right in and right out with a turnaround further down Mr Tim Brent , applicant and founder of Longleaf Industrial , stated the particulars of the request and was present to answer any questions from the Board Mr Brent stated that Wes Cook , Josh Reinke , and Will Swaringen were also present Mr Brent stated that when they started looking at the property , they knew that they were not consistent with the future land use of medium density residential Mr Brent stated that after talking with Public Utilities , they found out that there was a 12 of 42Page3policy in place that would not allow for a new residential development to tie into utilities Mr Brent stated that after speaking with stakeholders and understanding the kind of issues related to traffic , utility consumption , overall resources , and schools , they felt maybe their use better aligned with Johnston County today versus when the future land use plan was put in place Mr Brent stated that Longleaf is a local company and they only do industrial development Mr Brent stated that they spent a long scoping time with NCDOT to get the TIA submitted Mr Brent stated that they did hold a neighborhood meeting and had 35 neighbors show up Mr Brent stated that they heard a lot of concerns and took them all to heart Mr Brent stated that they believe that the proposed product would provide a lot of great opportunities for jobs and tax base Mr Josh Reinke , traffic consultant with Bolton & Menk , stated that he performed the traffic study and stated that they coordinated with County staff and NCDOT Mr Reinke stated that he knows they will have to get driveway permits and NCDOT did an extra layer of review because of the STIP project in the area Mr Reinke stated that they are slightly half of what the typical TIA threshold is for NCDOT and almost half of what it would be if it was developed as a typical residential neighborhood in terms of trips generated Mr Reinke stated that they are looking at three entrances along Cornwallis Rd Mr Reinke stated that there is exploration of something along Cleveland Rd to alleviate some of the traffic and both scenarios were analyzed in the TIA and NCDOT Mr Reinke stated that there are three layers of review , the congestion management , the STIP project , and the district level Mr Will Swaringen , project manager with Bolton & Menk , stated that his focus was on the civil side and spoke about some of the concerns expressed Mr Swaringen stated that one of the big concerns was buffering from the residential uses in and around the subject property Mr Swaringen stated that they are proposing a 50 foot buffer against all residential uses that would be a mix of new plantings for trees , shrubs , and evergreens , as well as trying to maintain the existing vegetation as much as possible Mr Swaringen stated that there is a stream on the property and there would be a 40 foot front setback on Cornwallis Rd Mr Swaringen spoke about stormwater being another concern and stated that they would be following Johnston County’s new stormwater regulations meaning they would control the one - year storm through the 25 - year storm and would have onsite SCMs to handle all of the new runoff and slowly releasing it over time as to not negatively impact any of the surrounding development Mr Swaringen stated that they would also be safely passing the 100 - year storm Mr Swaringen stated that they would be doing a nutrient and TSS removal making sure any nitrogen or suspended solids are settled in the wet ponds Mr Brent stated that the biggest concerns expressed at the neighborhood meeting were related to traffic , stormwater , and noise Mr Brent spoke about a comparison of an industrial development versus a typical medium density residential development Mr Brent stated that some of the stormwater concerns shared in the neighborhood meeting were existing conditions , such as water coming off of the site , through culverts , and over the road at times Mr Brent stated that they feel the stormwater control measures on site could easily benefit the area as far as controlling water and directing it properly Mr Brent spoke about school capacity at Cleveland Elementary and Cleveland Middle and stated that they feel that an industrial development would be less of a strain on resources Mr Brent stated that the project would be tax base positive Ms Holmes asked about the separation between the three entrances on Cornwallis Rd 13 of 42Page4Mr Swaringen stated that it was a couple hundred feet between all three of them Mr Cook stated that it was a very preliminary plan that had not been designed and that they would meet all standards put forth and would be aware of limitations Chairman Little asked about improvements at each of the entrances Mr Reinke confirmed Chairman Little asked about the TIA being done with three entrances and also with the consideration of the one on Cleveland Rd Mr Cook confirmed and stated that both options were analyzed Chairman Little asked about generating more tax revenue than would be actually putting a strain on the county Mr Brent stated that they looked at a residential neighborhood and the percentages of a typical industrial use as it related to utilities , traffic , and school Mr Brent stated that they compared those percentages Mr Lovering asked if there was any more of the same type from Cleveland out to the new interchange , if there was any other industrial zoning Ms Holmes responded , not that she knew of Chairman Little stated that the closest is on NC HWY 36 and around I - 40 Mr Newton spoke about similar zonings around Veterans Parkway and Cleveland Rd Mr Lovering asked about the sample pictures shown in the presentation Mr Brent stated that it would be very similar to what they build Mr Cook stated that they are almost complete with their building in Garner Ms Holmes stated that she was very concerned that the property is completely surrounded by residential with the exception of a gas station on the corner Mr Crenshaw stated that there was also a school diagonally across the street Mr Lovering stated that the road doesn’t have the best sight distance with two bad curves Ms Nora Hakeem and Steven Bannoura , 412 Pennyroyal Ln , Garner , NC , adjacent property owners , expressed concerns for the proposed industrial warehouse distribution center’s impact on 14 of 42Page5property value , safety , quality of life , wildlife displacement and pest hazards Mr Bannoura stated that stripping the land of its vegetation would destroy existing ecosystems and displace animals Mr Bannoura expressed concern for neighborhood security and privacy risks Mr Bannoura expressed concern for flooding and stormwater runoff risks and spoke about existing flooding issues in their neighborhood Mr Bannoura spoke about a concern for traffic and infrastructure safety Mr Bannoura stated that the proposal is incompatible with the area and contradicts the established peaceful rural and residential character of the township Mr Bannoura expressed concern for experimental and nuisance impacts , such as light pollution , backup alarm noise , and pollution from logistic equipment Mr Bannoura requested a wildlife and pest management plan for displacement and management Mr Bannoura requested security fencing and screening and measures to block access to residential backyards , as well as a 100 foot undisturbed wooded buffer zone Mr Bannoura requested advanced stormwater infrastructure with retention basins , noise operation limits , strict hours of operation , and light and noise mitigation Ms Hakeem spoke about their property location and stated that they would be completely exposed to anything on the subject property Ms Jacqueline Lippard , 1080 Ennis Rd , Angier , NC , Mr Glen Ford , Jr , 298 Westerman Pl , Smithfield , NC , Ms Stephanie Ford , 298 Westerman Pl , Smithfield , NC , were present Ms Lippard spoke about the history of the property and stated that it was Mr Ford’s grandfather’s property Ms Lippard stated that Mr Ford has been a full - time farmer and he wants to preserve his legacy and secure his retirement by being able to sell his property Mr Ford stated that his grandfather was born in 1900 and died in 1966 , his father bought the farm in 1966 Mr Ford stated that his father had bought a farm at the other end of Cornwallis Rd when he came home from the war in 1946 Mr Ford stated that his grandfather raised seven girls on the 52 acres and his mother was the middle one Mr Ford stated that he was 75 years old Ms Lippard stated that a flex development was denied and a senior housing project was basically put on hold and the developer had to walk away Ms Lippard stated that she has been working with Mr Ford since 2002 or 2003 Ms Lippard asked for the Board to tell them what path to take for them to be able to sell the property Mr Ford stated that he got his license in 1966 and Cornwallis Rd was paved in 1966 Mr Ford stated that there were three houses on Cornwallis Rd at the time from NC HWY 42 to Cleveland school Mr Ford stated that he never objected to anyone building a house or to any of the developments built Mr Ford stated that this was his retirement and he feels like something needs to be done Ms Ford stated that they are very sensitive to the wildlife that is on the subject property and they don’t want to see anything happen to the wildlife Ms Lippard stated that they respect the other property owners Mr Ford stated that the land on Cornwallis Rd was all clear land and they tended it Mr Ford stated that now there are houses on the land 15 of 42Page6Ms Lippard asked for a path forward for the Fords to be able to sell their property Mr Steve Goeller , 102 Chris Ct , Garner , NC , nearby property owner , spoke in opposition and stated that there are two sites within three miles that are zoned light industrial with two more being built Mr Goeller stated that the total square footage of all four sites would be over a million square feet Mr Goeller stated that the proposed development would add another 700,000 square feet once built and that he doesn’t see the business in the area needing that much space Mr Goeller expressed concern for it being warehouse storage Mr Goeller asked about an industrial corridor in Johnston County and not seeing Cornwallis Rd on it Mr Goeller expressed concern for traffic Ms Patricia Godin and Mr Darron Healey , 3287 Cornwallis Rd , Garner , NC , nearby property owners , stated that there is approximately two million square feet of industrial space available in Johnston County according to Loopnet and almost 900,000 within a five mile radius of their area Ms Godin stated that there is nothing more painful than to see vacant industrial blight , vacant spaces , and a lot of impervious spaces Ms Godin stated that they want to make sure plans are responsible plans and to make sure what is going on in Johnston County neighborhoods is the right thing for everyone Mr Healey stated that he was a plumber by trade and expressed concerns for stormwater drainage and appreciated the applicant for addressing it Mr Healey expressed concern for the road improvements on Cornwallis Rd and thinks that they are inadequate Mr Healey stated that it is too high of a density for the road for what is currently present and stated that the traffic is backed up on Cornwallis Rd to Cleveland Rd multiple days a week Mr Healey spoke about the traffic roundabout at Cornwallis Rd and Josephine Rd and stated that larger vehicles would not be able to make the roundabout Mr Healey expressed concern for the proposed entrances on Cornwallis Rd Mr Todd Tingler , 64 Kyle Dr , Garner , NC , nearby property owner , stated that he was a licensed architect and expressed opposition for the proposed rezoning Mr Tingler expressed concern for the impact on infrastructure , specifically the roadway improvements required Mr Tingler spoke about the projected NCDOT STIP improvements scheduled 2030 2035 Mr Tingler stated that any improvements to Cornwallis Rd would be limited to the area directly in front of the proposed development and the impact of heavy truck usage would be detrimental to the roadway Mr Tingler expressed concern for the impact to utilities , specifically electrical , sewer , and water Mr Tingler stated that there is already limited water pressure and volume and the proposed development would be limited to non - sprinkler construction Mr Tingler spoke about similar construction in the area , current occupancy being about twenty percent of those similar spaces , and no direct lease of the vacant spaces Mr Tingler expressed concern for the impact on the community , specifically the four schools , three churches , and the high density residential Mr Tingler stated that the proposed development is inconsistent with the immediate area Chairman Little asked the applicant about the main route for their trucks A member of the audience responded Response was not picked up by microphone 16 of 42Page7Chairman Little asked about the mentioned non - sprinkler construction Mr Cook responded that he believed there was a 16 inch line existing on Cleveland Rd that they would have access to for the utility connection Mr Cook stated that they design for state standards and should have ample volume and can add a pressure device if needed inside the buildings to make sure there is ample fire protection A member of the audience stated that they would be putting ESFR sprinklers in all of the buildings Mr Cook stated the ESFR sprinklers allow for much faster extinguishment of any fire outbreak Mr Lovering asked if it would be 24 - hour operations Mr Cook responded that they do not know at this point , but it could be Mr Williams asked about other buildings being at 50 percent capacity or less Mr Cook stated that the overall vacancy in the greater market is less than five percent Mr Brent stated that they want to be industrial space because occupiers want to be in Johnston County and that it is market driven Mr Brent stated that for their two buildings in Garner , they are at lease on the first building and have three RFP’s on the second building Mr Brent stated that if the preliminary plan was the plan , they would not build all four buildings at the same time Mr Brent stated that there could be building depth differences which would attract different kinds of users Mr Lovering asked about what they were using to conduct the TIA Mr Reinke stated that a TIA is more of an analysis Mr Reinke stated that the driveway permit and turn lanes would have to follow NCDOT guidelines Mr Reinke stated that you would be talking about would the turn lanes sufficiently get the trucks out of the traffic and can they make the turning movements Mr Lovering asked if they were running truck volume in and out or just passing Mr Reinke responded that they look at peak hours and that there are defaults that NCDOT will use Mr Reinke stated that the trucks are more throughout the day and that is typical with most industrial uses There was no further discussion Chairman Little asked for the staff recommendation Mr Newton provided a staff recommendation of denial based on the inconsistency with the Envision 2040 Comprehensive Land Use Plan Staff Recommendation Denial 17 of 42Page8Upon a motion by Ms Holmes to deny Rezoning Case 26 - 02 , seconded by Mr Crenshaw , Rezoning Case 26 - 02 was recommended for denial by a vote of 7 - 0 at the July 21 , 2026 Planning Board Meeting Rezoning Case 26 - 02 will be heard by the Board of County Commissioners at their September 8 , 2026 meeting Consistency Statement This request is NOT consistent with the Comprehensive Land Use Plan in that it is located within a designated “ Medium Density Residential ” and “ Rural Crossroads ” Future Land Use Placetype on the Envision Johnston 2040 County Comprehensive Land Use Plan These areas are intended to be used for moderate density residential with a small amount of uses including convenience retail , food outlets , restaurants , fuel stations , etc and typically have less than 25,000 square feet in nonresidential space It also does not align with “ Goal CDD - impact uses are excluded to protect community character Large , landscaped buffers and open space further minimize impacts , ensuring all permitted uses fit well within the area and support 18 of 42Page9Johnston County’s growth 3 That the use or development is located , designed , and proposed to be operated so as to maintain or enhance the value of contiguous property , or that the use or development is a public necessity ; Applicant The proposed industrial development is thoughtfully located on Cornwallis Road , where it fits the area’s existing infrastructure and minimizes disruption to nearby homes Our design includes substantial landscape buffers , open space , and visually appealing Class A buildings that provide a visual transition between industrial and residential areas Operationally , we’re committed to clean , modern uses like distribution , warehousing , and advanced manufacturing that are compatible with the surroundings High - impact activities are excluded , and we’ll follow strict standards to ensure the site remains a good neighbor This project is a public necessity for Johnston County , as it will create new jobs , attract major employers , and create a meaningful commercial tax base , supporting the county’s long - term growth and prosperity 4 That the use or development conforms with general plans for the physical development of the County’s Planning jurisdiction , the Design Manual , or other development policies as adopted by the Board of Commissioners Applicant This proposed development would add an additional employment center to fill a necessary gap between the 210 and HWY 40 intersection and the 42 and HWY 40 intersection Proposed Conditional Zoning District Information 1 Please Provide the purpose of the district , a project narrative , and a list of proposed land uses to be allowed within the conditional zoning district Applicant The vision for this rezoning is to create a master - planned industrial development on Cornwallis Road Our goal is to bring a diverse mix of industrial and office uses to Johnston County , including advanced manufacturing , distribution , research and development , and warehousing wholesale operations — all thoughtfully integrated into the site This project represents a significant investment in the county’s future We’re not just building facilities ; we’re creating a regional employment center designed to attract and support leading employers By doing so , we’ll help drive economic growth and provide new job opportunities for residents Overall , we aim to deliver a project that supports Johnston County’s long -
