March 2 , 2026 10 00 am and 6 00 pm B Proclamation - Litter Sweep Spring 2026 - April 11 - 25 , 2026 , adopted as follows PROCLAMATION SPRING LITTER SWEEP 2026 WHEREAS , the North Carolina Department of Transportation organizes an annual spring statewide roadside cleanup to ensure clean and beautiful roads in North Carolina ; and WHEREAS , the spring 2026 LITTER SWEEP roadside cleanup will take place April 11 - 25 , 2026 , and encourages local governments and communities , civic and professional groups , businesses , churches , schools , families and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups ; and WHEREAS , Adopt - A - Highway volunteers , Department of Transportation employees , Department of Public Safety - Division of Adult Correction inmates , community service workers , and interested citizens conduct annual local cleanups during LITTER SWEEP and may receive certificates of appreciation for their participation ; and WHEREAS , the great natural beauty of our state and a clean environment are sources of great pride for all North Carolinians , attracting tourists and aiding in recruiting new industries ; and WHEREAS , the cleanup will increase awareness of the need for cleaner roadsides , emphasize the importance of not littering , and encourage recycling of solid wastes ; and th WHEREAS , the 2026 SPRING LITTER SWEEP will celebrate the 38 Anniversary of the North Carolina Adopt - A - Highway program and its volunteer groups that donate their labor and time year round to keep our roadsides clean ; and WHEREAS , the LITTER SWEEP cleanup will be a part of educating the children of this great State regarding the importance of a clean environment to the quality of life in Johnston County and North Carolina ; and NOW , THEREFORE , THE JOHNSTON COUNTY BOARD OF COMMISSIONERS , does hereby proclaim April 11 - Department of Social Services - 25 plus years in attendance Tysha Holmes - Department of Social Services - 20 plus years Ms Hudson expressed her gratitude to the Board for allowing her to serve Johnston County for nearly 30 years She stated that serving the citizens has been a privilege , and what she will miss the most is helping citizens as she has exemplified being a servant of God She thanked the Board for their service and for this recognition The Board presented Ms Hudson with a County Challenge Coin acknowledging her service County Manager Rick Hester presented Ms Hudson with a plaque of appreciation followed by a photo with the Board B Citizen Comment - Ryan Jordan Mr Ryan Jordan , Community Relations Director for Flowers Plantation , addressed the Board with concerns about the Clayton NC 42 boating access project planned for Castlebury Road Mr Jordan stated while they support public river access , he has concerns about the branding of facilities outside municipal jurisdictions , specifically the new kayak launch on land formerly owned by Ms Rebecca Flowers and now owned by Johnston County He stated this issue represents a continued pattern of Clayton extending its identity , influence , and branding into areas not within its jurisdiction Mr Jordan requested that this not be continued stating that placing " Clayton " as a name on a facility that is clearly not in Clayton creates confusion for residents , visitors , and future development He suggested renaming the launch either Flowers Boat Ramp , which he stated Flowers Plantation would maintain at no cost , or a neutral name such as Castlebury Road Boat Launch He stated both options would avoid municipal branding and respect distinct community boundaries He noted that Flowers Plantation contributes significantly to Johnston County's tax revenue and represents thousands of residents invested in their community Mr Jordan asked for transparent and collaborative communication moving forward and highlighted the broader implications of such decisions He closed by thanking the Board for their consideration PagePage pageNumber6234 April 6 , 2026 - 10 00 am Continued 4 Public Hearing - Clayton High School Project Financing The Chairman announced that this was the date , place and hour fixed by the Board of Commissioners for a public hearing concerning a proposed plan of financing in an aggregate principal amount of up to 134,500,000 , which plan would involve the entry by the County into a one or more long - term installment financing contract s with the Johnston County Finance Corporation the " Corporation " or one or more other third parties pursuant to North Carolina General Statutes § 160A - 20 , as amended , the proceeds of which would be used to pay all or a portion of the costs of i design , acquisition , construction , installation , renovation and equipping of one or more new or used buildings to be used as public school facilities in Johnston County including , without limitation , the design , acquisition , construction , installation and equipping of a new replacement public high school for the existing Clayton High School facility , including acquisition of necessary land , easements and rights - of - way , ii site development including , without limitation , demolition of any existing structures , iii any and all related utilities relocation and iv any other real and or personal property improvements related to any of the foregoing and v any " preliminary expenditures " related to the foregoing architectural , engineering , surveying , soil testing , reimbursement bond issuance and similar costs that are incurred prior to commencement of acquisition or construction , but excluding land acquisition , site preparation and similar costs incident to commencement of construction collectively , the " 2026 Projects " , and under said one or more long - term installment financing contract s the County would secure the repayment by the County of the moneys advanced pursuant to such one or more long - term installment financing contract s by granting a security interest in and lien on all or some portion of the 2026 Projects and or all or some portion of the real property upon which the 2026 Projects are located and or b into one or more short - term installment financing contract s with one or more third parties pursuant to North Carolina General Statutes § 160A - 20 , as amended , the proceeds of which would be used to provide interim financing for all or some portion of the 2026 Projects pending execution and delivery of said one or more long - term financing contract s , and under said one or more short - term installment financing contract s the County would secure the repayment by the County of the moneys advanced pursuant to such short - term installment financing contract s by granting a security interest in and lien on all or some portion of the 2026 Projects and or all or some portion of the real property upon which the 2026 Projects are located The plan of financing was described in the notice of public hearing published in The News & Observer on March 20 , 2026 the " Notice " The Board of Commissioners first ratified and approved the designation of the meeting as a public hearing on the proposed plan of financing , the publication of the Notice and the call of the public hearing It was then announced that the Board of Commissioners would immediately hear anyone who might wish to be heard on such matter No one appeared , either in person or by attorney , to be heard on such matter or the advisability of the plan of financing and the Clerk to the Board of Commissioners announced that no written statement relating to said matters had been received by the Clerk or the Director of Finance The Chairman then announced that the public hearing was closed 5 Veterans Service Office - Hidden Heroes Community Proclamation Chairman Patrick E Harris recognized Veterans Service Officer Robert Boyette stating Mr Boyette is presenting the Hidden Heroes Community Proclamation Chairman Harris stated it is a privilege to welcome Mr Boyette and his colleagues at today's meeting Mr Boyette requested the Board to adopt a proclamation for the Hidden Heroes Community He introduced those accompanying him to the meeting including Johnston County Registrar of Deeds Craig Olive , Mr Kevin Wilson who is the President of the Johnston County Veterans Advisory Board , and Ms Jannette Davidson - Mayer with the Elizabeth Dole Foundation Mr Boyette stated he is formally requesting adoption of the Hidden Heroes Proclamation and explained that the hidden heroes are the spouses , parents , and children who provide unpaid , essential care to wounded , ill , or injured individuals that have served in the military He stated these caregivers often live in isolation and experience significant physical , emotional , and financial challenges He stated the Elizabeth Dole Foundation established the Hidden Heroes Campaign to improve national support for these families by creating Hidden Heroes Communities Mr Boyette stated the initiative aims to identify caregivers within the community , recognize their sacrifices and needs , and connect them to local and national resources He stated the first step inPagePage pageNumber7235 April 6 , 2026 - 10 00 am Continued implementing this program is a formal request to the Board of Commissioners to adopt a proclamation declaring Johnston County as a Hidden Heroes County He stated following adoption , the next phase will involve identifying those in need and mobilizing community businesses , civic , and faith organizations to offer support Mr Boyette offered to answer questions about the program and stated his colleagues with him are also prepared to assist with this initiative Chairman Harris recognized Commissioners Ted G Godwin and April Stephens as veterans on the Board of Commissioners Commissioner Ted G Godwin stated Johnston County's Veterans Service Office performs exceptionally well as does the Veterans Advisory Board Additionally , he stated the Register of Deeds Office has always been a strong supporter of veterans Commissioner Ted G Godwin read the following proclamation aloud and moved for its adoption Commissioner April Stephens seconded the motion , which carried by unanimous vote Hidden Heroes Community PROCLAMATION WHEREAS , the daily tasks of these military and veteran caregivers can include bathing , feeding , dressing , and caring for the grievous injuries of wounded warriors , administering medications , providing emotional support , caring for the family and the home , and working outside the home to earn essential income ; and WHEREAS , most military and veteran caregivers consider the challenging work they do as simply carrying out their civic and patriotic duty , without realizing they are , in fact , caregivers , and do not identify themselves as such ; and WHEREAS , an alarming number of military and veteran caregivers , according to research , are suffering numerous debilitating mental , physical , and emotional effects because of their caregiving duties ; and WHEREAS , Johnston County desires to recognize and support those who are serving in these vital roles in our own community ; and has incorporated caregiver resources into programming for our service members , veterans , and their families NOW , THEREFORE , BE IT RESOLVED that the Johnston County Board of Commissioners does hereby proclaim Johnston County to be a HIDDEN HEROES COMMUNITY , as designated by the Elizabeth Dole Foundation , in support of military and veteran caregivers th Adopted this the 6 day of April , 2026 Mr Boyette stated the Johnston County Veterans Advisory Board will be the primary contact for the program in Johnston County , working closely with the Elizabeth Dole Foundation Mr Olive reported this is the second location in North Carolina , after Greensboro in Guilford County , to become a Hidden Heroes Community Ms Davidson - Mayer , a long - time advocate and member of the Elizabeth Dole Foundation , shared her experience as a hidden hero and introduced her grandson who is also a hidden helper for his veteran grandfathers She emphasized the importance of mental health resources for veterans across the State and acknowledged the challenges faced by caregivers dealing with veterans that have PTSD and other injuries She stated the team is committed to supporting and helping the program grow in North Carolina She thanked the Board for the proclamation Chairman Harris commented that anytime the County can do something for the veterans or other service men and women , the Board is always honored to do that He noted the Board is thankful for their service and thankful for the dedication of the hidden heroes A photo was taken with Mr Boyette , Mr Olive , Ms Davidson - Annual Status Report to the Board Airport Authority Chairman Ken Starling stated he along with Airport Director Dave Harris would be presenting the annual report to the Board of Commissioners Mr Starling stated they are pleased to report on positive progress at the Airport He noted the Airport recently hosted a ribbon - cutting ceremony for a new hangar and they appreciate all those that attended Mr Starling stated the facility continues to expand , with a new 17,000 - square - foot building now accommodating larger aircraft as well as providing additional office space He stated Mr Harris has played a key role in securing tenants with the Economic Development Office becoming the first tenant He stated they were able to work closely with Economic Development Director Chris Johnson on tailoring the space to meet their operational needs , resulting in an efficient environment for economic development activities He stated this presence has been a valuable asset to the Airport Mr Starling continued that in preparation for todays report , he reviewed the Airport's original master plan , a twenty - year vision that was supposed to extend to 2040 He stated remarkably , the Airport has already surpassed many of the projections outlined in that plan and currently has over 170 aircraft based at the Airport He stated the growth they are experiencing is substantial and ongoing , and the Airport Authority remains actively engaged in strategic planning to support growth He stated addressing infrastructure requirements presents significant challenges and they depend on the County's support with infrastructure Mr Starling stated the Airport secures considerable funding through Federal and State grants , amounting to millions of dollars , but these typically require a matching contribution of 5 to 10 He stated fortunately , the Airport maintains sound financial footing and can sustain operations independently so no tax revenue is allocated toward employee salaries , utilities , or insurance and the Airport is fully self - supporting He noted that major infrastructure initiatives , such as runway extension or repaving , still necessitate assistance from the County , whose continued support is greatly appreciated Mr Starling stated according to the most recent Biennial Economic Development Report from the State , in 2025 the Johnston Regional Airport supported more than 1,400 jobs , generating personal income exceeding 111 million He stated this activity resulted in nearly 21 million paid in State and local taxes He stated overall , the Airports economic output contributed 317 million to the County and they are committed to remaining a valuable asset to the community He noted currently , they are pursuing long - 10 00 am Continued WHEREAS , Johnston County intends to request State loan and or grant assistance for the project , NOW THEREFORE BE IT RESOLVED , BY THE BOARD OF COMMISSIONERS OF JOHNSTON COUNTY That Johnston County , the Applicant , will arrange financing for all remaining costs of the project , if approved for a State loan and or grant award That the Applicant will provide for efficient operation and maintenance of the project on completion of construction thereof That the Applicant will adopt and place into effect on or before completion of the project a schedule of fees and charges and other available funds which will provide adequate funds for proper operation , maintenance , and administration of the system and the repayment of all principal and interest on the debt That the governing body of the Applicant agrees to include in the loan agreement a provision authorizing the State Treasurer , upon failure of Johnston County to make a scheduled repayment of the loan , to withhold from Johnston County any State funds that would otherwise be distributed to the local government unit in an amount sufficient to pay all sums then due and payable to the State as a repayment of the loan That Rick J Hester , County Manager , the Authorized Representative and successors so titled , is hereby authorized to execute and file an application on behalf of the Applicant with the State of North Carolina for a loan and or grant to aid in the study of or construction of the project described above That the Authorized Representative , and successors so titled , is hereby authorized and directed to furnish such information as the appropriate State agency may request in connection with such application or the project to make the assurances as contained above ; and to execute such other documents as may be required in connection with the application That the Applicant has substantially complied or will substantially comply with all Federal , State , and local laws , rules , regulations , ordinances , and funding conditions applicable to the project and to Federal and State grants and loans pertaining thereto Adopted this the 6th day of April , 2026 at Smithfield , North Carolina 16 Public Utilities - BioSolids Dewatering Facility - Surplus Equipment Request Utilities Director Chandra Farmer , PE , explained that the Johnston County BioSolids Dewatering Facility Upgrades were completed in 2024 , simultaneously with construction of the 210 Wastewater Treatment Facility She stated the new facility utilizes centrifuges for dewatering , which replaced the prior belt press process Ms Farmer noted that staff maintained the old facility for after construction of the new facility , in order to ensure operability and reliability of the new process She stated now that the new facility has been in operation for almost 18 months , staff recommends surplus and sale of the following equipment The proposed surplus equipment includes • 2004 BDP Industries Belt Press 15 meter • 2008 BDP Industries Belt Press 15 meter • 2004 Jim Myers & Sons , Inc Conveyor System • 2009 JC Steele and Sons Pug Mill Model 200F • 2008 Elevated Lime Silo Commissioner Mike Rose asked if any of the municipalities utilize this equipment in their treatment facilities Ms Farmer stated given its intended use for biosolids , it may not be suitable ; however , staff plans to reach out to the towns in case there is value , especially for spare parts Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner April Stephens , and carried by unanimous vote , the Board voted to approve the surplus of the equipment , as follows Page1249 April 6 , 2026 - Johnston County Water Systems East & West Emergency Response Plan & Source Water Resilience and Response Plan SWRRP Utilities Director Chandra Farmer , PE , reported the Department of Utilities consulted with Dewberry Engineers in 2025 to update the County's water system Risk and Resilience Assessment , as required in accordance with America's Water Infrastructure Act of 2018 She reported the project also included an update of the Johnston County Water System Emergency Response Plan ERP in early 2026 Ms Farmer stated the ERP update meets the requirements of NCGS 130A - 320 and is considered a Source Water Resiliency and Response Plan SWRRP She stated the document will be maintained by the Department of Utilities , and no action is required by the Board of Commissioners The Board thanked Ms Farmer for the information 18 Public Utilities - Long Term Water Supply Plan Update Public Utilities Engineering Manager Kim Rineer , PE , provided a long - term water supply plan update to the Board Ms Rineer reported that over the past several years staff have presented their findings to the Board on multiple occasions She stated in collaborating with Hazen and Sawyer consulting engineers , staff conducted a comprehensive technical evaluation of the options for sustainable water resources She stated subsequently , Wildan and Davenport assisted the County in performing a thorough financial analysis to assess the impact on the budget and rates , which was subsequently presented She stated at that juncture , staff paused to ensure that all due diligence had been completed She noted that Consultant JD Solomon was engaged to review the process , confirm that all alternatives were explored , and verified outreach to all partners She stated Mr Solomon's independent findings were shared with the Board as well Ms Rineer stated the 421 Corridor Report , commissioned by the State legislature , integrated the study outcomes and further expanded upon them Additionally , the work has contributed to the Triangle Water Supply Partnership's planning efforts Mr Rineer shared a brief overview of Johnston County's water program with the Board stating initially , the Countys system consisted of interconnected lines servicing the towns and the Smithfield area , with Smithfield hosting the primary water plant She stated the County's role focused on owning the major connectors , gradually expanding service across the County In 1997 , the County began developing individual water districts , spearheaded by County Manager Rick Hester She stated the program started with the Hopewell Pisgah Water District and systematically extended coverage throughout the County from 1997 to 2008 Notably , the Timothy G Broome Water Treatment Plant was constructed between 1994 and 1997 , coinciding with the completion of the Hopewell Pisgah project She stated the plant initially operated at a capacity of 4 million gallons per day MGD , and the County subsequently expanded to 8 , then 10 , and ultimately 12 MGD She stated this final figure is significant , as the original permit restricted extraction from the Neuse River to 12 million gallons daily She stated the plant was thus planned to accommodate incremental expansions up to this maximum capacity Page2250 April 6 , 2026 - 10 00 am Continued Ms Rineer stated in the same year the County expanded the 12 MGD capacity , it acquired an abandoned quarry near Princeton due to dwindling water supplies from the Neuse River She stated after comprehensive studies , staff determined that off stream storage was vital and set up intake permitting and watershed protection She stated financial analysis showed new facilities would be costly , so the County delayed construction until customer growth supported it , seeking regional partnerships with Smithfield , Harnett County , Wayne Water Districts , the City of Wilson , Sampson County , and Raleigh to increase supply She stated currently , the County can purchase about 10 million gallons daily from partners , reaching 11 million max , but this still falls short She stated hydraulic modeling and State approval allowed the County to expand water supply at the Timothy G Broome Plant from 12 to 14 million gallons , an affordable upgrade The subsequent expansion to 18 million gallons required a complete electrical overhaul and remains limited by a permit for 17 million gallons average daily intake , though peak production uses onsite storage Ms Rineer reported the County's system has grown substantially from a few hundred customers in 1999 to nearly 50,000 today She shared a bar chart of annual additions that are reflected in red bars on the graphs and cumulative growth in blue She stated economic downturns slowed development , but recent years have seen renewed expansion She stated the long -
