10 61 Meeting of the Johnston County Board of Commissioners February 16 , 2026 6 00 pm The Johnston County Board of Commissioners met in regular session Monday , February 16 , 2026 at 6 00 pm in the Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman Patrick E Harris , Vice Chairman RS “ Butch ” Lawter , Jr , Ted G Godwin , April Stephens , Bill Stovall , Michelle Pace Davis and Mike Rose Absent None Also Present County Manager Rick J Hester , Finance Officer and Deputy County Manager J Chad McLamb , County Attorney Jennifer J Slusser , Clerk to the Board Dana Cuddington and Executive Assistant Deputy Clerk Susie Reeves Chairman Patrick E Harris called the meeting to order at 6 00 pm Commissioner Michelle Pace Davis opened the meeting with an invocation Commissioner April Stephens led everyone in the Pledge of Allegiance to the American Flag Chairman Harris announced that ballots are at the Commissioners ’ seats for the agenda item related to the Planning Board appointments He stated the Commissioners will complete their ballots and submit them to the Deputy Clerk who will tally the results to be announced later in the meeting 1 Approval Discussion of Agenda Upon a motion by Vice Chairman RS “ Butch ” Lawter , Jr , seconded by Commissioner Ted G Godwin , and carried by unanimous Thompson , Price , Scott , Adams & Co PA for their work with the County He stated they have made the audit process efficient and effective for Johnston County Mr McLamb also thanked the County employees for their assistance with the audit He introduced Mr Alan Thompson to present the audit for year ending June 30 , 2025 Mr Alan Thompson with Thompson , Price , Scott , Adams & Co PA , presented the audit report for the fiscal year ending June 30 , 2025 Mr Thompson stated the primary reason Johnston County hires them as an independent firm is to provide an opinion on Johnston County’s financial statements He noted they issue an unmodified report , which is the best outcome possible He stated on page one of the executive summary of the audit , the Board would find their responsibilities regarding the audit described in three paragraphs and these cover the engagement letter , professional standards , and the assurances provided Mr Thompson noted on page two , they highlighted two risks typically identified in nearly all audits ; 1 management override of controls and 2 improper revenue recognition ; however , he stated they plan and test around these items and after testing , were satisfied Mr Thompson stated under the significant accounting policies , the major change this year was GASB Statement 101 , which adds sick leave to the balance sheet He stated previously , this was only noted in the financial statements He explained the computation is lengthy , but essentially , sick leave is categorized into three parts ; 1 the amount used upon retirement , 2 unused amounts , and 3 amounts expected to be used during employment and the latter is now included on the balance sheet He stated with regards to significant accounting estimates , like the allowance for doubtful accounts , compensated absences , and depreciation , they found all those estimates to be reasonable and satisfactory He stated the financial statement disclosures were also neutral , consistent , and clear and he noted no difficulties were encountered during the audit , and there were no uncorrected misstatements or disagreements with management Mr Thompson stated management provided a st representation letter dated January 21 and they are unaware of any consultations with external accountants or auditors Mr Thompson stated there were a few technical errors of my fellow Commissioners and our County staff , welcome to the annual State of the County Address As we reflect on 2025 and the tremendous work accomplished across Johnston County , I want to highlight the priorities that guide us throughout the year infrastructure , financial stewardship , public safety , education funding , land use , and — most importantly — our County employees Page272 February 16 , 2026 – 6 00 pm Continued Preserving Johnston County’s farms and natural areas remains one of the highest land - use priorities This past year , in partnership with the Triangle Land Conservancy , the County helped preserve 635 acres in the Archer Lodge , Benson , Middlesex , and Selma communities With the County’s financial support , the Johnston Soil and Water Conservation District also purchased two conservation easements in 2025 , ensuring another 202 acres will remain in farming forever And in the first quarter of this year , Soil and Water expects to preserve an additional 118 acres Commissioners are putting the finishing touches on a new Unified Development Ordinance This ordinance will help ensure that we remain true to our comprehensive land - use plan , which places a strong emphasis on preserving Johnston County’s rural character With County financial support , Johnston Community College opened its Advanced Manufacturing Training Facility last fall in Four Oaks The center now hosts programs in welding , applied engineering , and mechanical and computer - integrated machining We’re confident this facility will help attract good - paying advanced manufacturing jobs to Johnston County In fact , Vulcan Elements — a manufacturer of rare - earth magnets — has already announced plans to train its 1,000 employees there In late fall , the County began construction on its first - ever park Johnston Regional Park , located in the Cleveland community , will open later this year with four pickleball courts , two basketball courts , a fishing pond , and ample parking And that’s just phase one Future phases will add multi - use fields , walking trails , a playground , a dog park , a disc golf course , a skate park , and an amphitheater With your input through surveys and community meetings , the County also completed a Comprehensive Trails and Greenways Plan in 2025 Recently approved by Commissioners , the plan envisions a connected network of trails linking residents to parks , nature preserves , downtown shops and restaurants — and even neighboring counties Some folks may one day bike or walk to work right here in Johnston County As your Commissioners , we continue to invest in job creation because we want you to be able to work in the County you call home That’s why we chose to award incentives to Vulcan Elements , a company producing rare - earth materials critical to our nation’s defense We know incentives are not without controversy , and we hear your concerns But this project has the potential to create a thousand jobs right here in Johnston County — a thousand people who won’t have to pile into their cars and battle congestion on I - 40 or I - 95 every day These will be good jobs , paying well above the County average And it’s important to remember these incentives pose no financial risk to the County If Vulcan fails to meet its hiring and investment targets , it receives nothing Commissioners also supported bringing college baseball to Smithfield Beginning in 2027 , the Smithfield Tobs — a wood - bat summer team for college players — will take the field in a stadium that Johnston County will help build With the creation of a single fire tax district in 2024 , Johnston County ensured that all fire departments have the staffing and equipment they need to protect our residents and their property The innovative approach has drawn attention from other counties across the state , many of which are calling Johnston County to learn how we did it The County continues to maintain its AAA bond rating , allowing us to borrow money at the lowest possible interest rates That rating will save Johnston County taxpayers millions of dollars as we pay off debt for new schools , including Swift Creek Elementary , which opened this year , and the new Clayton High School , where construction is now underway Just as important , these projects are moving hundreds of our children out of mobile classrooms and into modern , safe learning environments Like many of you , I paid a higher property tax bill in 2025 following the countywide revaluation and the tax rate set by Commissioners And like you , I had grown accustomed to tax bills that actually decreased from year to year , thanks to rate cuts adopted in recent years But this year , the County faced needs that simply could not be postponed Much of the additional revenue went toward new hires in critical departments , including Emergency Services , where Commissioners approved 16 new positions We added staff in Social Services , Public Health , and 911 Communications , among others These investments ensure the County can respond to emergencies , provide lifesaving care , and support our most vulnerable residents Looking Services Director Ryan Parker provided an update on the Fire and EMS study He shared progress regarding staff’s engagement with Mosley Architects and Matrix Consulting Mr Parker stated as approved by the Board , staff commissioned a Fire and EMS Station Study in the summer of 2025 to guide future placement of EMS and fire stations He stated he is pleased to report that staff met with Terry Lewis of Matrix th Consulting on February 6 and reviewed the initial draft He stated staff provided feedback and highlighted particular aspects relevant to the study and Mr Lewis will incorporate these insights into the second draft , which staff anticipates presenting to the Board at the end of March or the beginning of April Mr Parker offered to answer any questions from the Board and stated staff looks forward to sharing the results of the study and analysis Chairman Patrick E Harris stated this study will add valuable data and scientific rationale behind station locations moving forward Mr shows access only off of Langdon Road Mr Newton stated the balance of the remaining 42 acres has already been approved by the Planning Board for a residential development The Chairman called for the be for outdoor storage Vice Chairman RS “ Butch ” Lawter , Jr asked about the mini - storage use Mr Sam Jones , 1848 NC Hwy 50 South , addressed the Board stating he is one of the owners and developers of this project Mr Jones stated they purchased the entire tract and are developing a residentialPage575 February 16 , 2026 – 6 00 pm Continued subdivision on most of it He stated there is an existing storage warehouse , sometimes referred to as the potato house , and they are looking for ways to preserve that building Mr Jones stated an aerial photo was previously shown , but he noted that is now outdated He stated they have since cleaned up all the junk and tractor trailers that were left behind and the building will be brought up to code He stated the plan is for a landscape contractor , general contractor , builder , painter , or someone working in the community to have the opportunity to rent the building and use the yard for storage of trailers , trucks , equipment , or materials He stated they initially included mini - storage as a use to keep their options open , but since that does not fit with the current plans , they are focusing on outdoor storage alongside the building He stated there likely will not be mini - storage added and if they decide to pursue that in the future , they could come back and request permission before moving forward Vice Chairman Lawter asked if mini - storage could be removed from the conditions Mr Jones agreed that mini - storage could be removed Vice Chairman Lawter asked if there are any other changes planned besides cosmetic updates Mr Jones stated the existing building needs some upgrades , and they will complete all necessary inspections for structural or electrical changes He stated the section where there is a different colored roof will be removed which will bring the building out of the setback , as indicated on the plans At the inquiry of Commissioner Davis , Mr Jones indicated that all structures , including the old labor camp and house , are being cleared with proper demolition permits He stated the darker portion of the long building will be removed Vice Chairman Lawter asked if there are plans for any new facilities Mr Jones responded they are just planning on code updates to the existing structure Upon a question by Commissioner Mike Rose , Mr Jones stated the main intent is to rent the property to a single tenant or use it themselves , though the open storage space could possibly be divided if needed Commissioner April Stephens stated she would like to clarify a point regarding mini - storage in that since this is a conditional zoning and if mini - storage is removed , then the applicant would no longer be able to pursue mini - storage as a use Mr Newton confirmed the statement by Commissioner Stephens and noted that should the Board desire to approve the application removing mini - storage as a use , that amendment would need to be included in the motion for clarification Mr Jones stated the property is not quite large enough for mini - storage He stated they have observed a demand for contractor yards within the County , and there are limited options available for small contractors or entrepreneurs seeking that type of space Commissioner Davis asked about hours of operation Vice Chairman Lawter stated historically , most of the County’s projects have stipulated hours of operation He stated given the nature of a contractor yard , the Board could consider early morning through dusk , with some flexibility , to be appropriate He asked what has typically been done regarding operating hours in similar situations Mr Newton stated historically , opening times have varied , usually starting at 6 30 am , though this could be challenging for construction - related uses He stated closing is typically around 7 00 pm , with summer hours occasionally extending later , especially for jobs like concrete finishing that may start early He noted that compliance with the Countys noise ordinance would be in effect particularly given the approved residential development nearby Vice Chairman Lawter asked if there is a map available of residential development Mr Newton stated only one lot borders the site and the rest are positioned on the right side Mr Jones stated there will be a fence , landscape buffer , and mesh fabric separating the Todd Johnson provided an overview of the funding supporting the America 250 celebration activities He stated they have received 40,000 in State grants from the Department of Natural and Cultural Resources , with 10,000 allocated to the mural project He stated the total cost of the Tuscarora Mural was approximately 17,000 , with the Heritage Center absorbing the additional expense He stated additionally , they secured 30,000 in community grants to support the development of a historical tour guidebook and an online platform for historic sites and buildings in Johnston County and this initiative will launch alongside bus tours planned for late May He stated part of these funds are also allocated to expanding the historical marker program , which began six years ago Mr Johnson
