10 MEETING OF THE JOHNSTON COUNTY PLANNING BOARD Tuesday , August 19 , 2025 6 00 pm The Johnston County Planning Board met in regular session on Tuesday , August 19 , 2025 at 6 00 pm in the County Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , NC with the following members Present Jared Crenshaw , Susan Ford , Brooke Holmes , Debbie Howard , Will Letchworth , Jay Sasser Absent Tim Little , Gary Lovering , BOE Representative , BOCC Representative Also present Braston Newton , Planning Director ; Todd Marr , Senior Planner ; Cameron Pittman , Planner ; Marie Coats , Deputy County Attorney Chairman Letchworth opened the meeting at 6 00 pm with the Pledge of Allegiance led by Ms Ford Agenda Amendment Chairman Letchworth stated that an amendment to the agenda was needed in order to add item # 5 , consideration of a draft of the new Comprehensive Transportation Plan Upon a motion by Ms Howard to add consideration of a draft of the new Comprehensive Transportation Plan to the agenda , seconded by Ms Holmes , and carried by a unanimous vote of 6 - 0 , the Board approved the amended agenda for the August 19 , 2025 Planning Board Meeting Chairman Letchworth stated that the Applicant for Rezoning Case 25 - 05 requested that it be tabled until the September 16 , 2025 Planning Board Meeting Upon a motion by Ms Holmes to table Rezoning Case 25 - 05 until the September 16 , 2025 Planning Board Meeting , seconded by Mr Sasser , Rezoning Case 25 - 05 was tabled by a unanimous vote of 6 - 0 at the August 19 , 2025 Planning Board Meeting Approval of the Minutes Upon a motion by Ms Holmes to approve the July 15 , 2025 Planning Board Minutes , seconded by Mr Crenshaw and carried by a unanimous vote of 6 - site septic lot Ms Graham referenced the agenda packet and discussed the septic breakdown stating that the red areas are the good septic soils in the preliminary evaluations Ms Graham stated that the lot numbers that end in “ S ” are going to be utilized as off - site septic areas Ms Kathy Jones , 773 Shade Tree Rd , Benson , NC , adjacent property owner , stated that the back corner is a very low area and stays wet most of the year Ms Jones stated that the property line between the two is in the middle of a drainage area Ms Jones expressed interest in obtaining that piece of the subject property to have full maintenance control of the drainage area Ms Jones expressed concern for the road and stated that when the road was constructed it was not constructed for heavy loads and high traffic volume Ms Jones expressed concern for possible issues with limited sight at the entrance of the proposed subdivision Ms Jones stated that she had spoken with Ms Graham Mr Ricky Green , 11 Nicole Dr , Benson , NC , adjacent property owner , expressed concern for water runoff onto his property Mr Green stated that there is a shallow pond 9Page0that was built for irrigation and it already overflows now Mr Green expressed concern for how the water will be handled on the east side of the proposed subdivision Mr Green stated that the properties were divided by the wetlands Mr Green stated that there are 29 acres on one side of the wetlands and 30 some acres on the back side of the wetlands Mr Green stated that his only access to the back side of the property is an existing path that has two five foot culverts Mr Green stated that all of the water comes and passes through the culvert Mr Green stated that he has hauled in an estimated forty loads of dirt on the path to raise it since the waters flood the path Mr Green stated that the culverts cannot handle the existing amount of water flow Mr Green expressed concern for how the water will be handled on the west side of the proposed subdivision Mr Green pointed out his areas of concern on the aerial map Chairman Letchworth asked Ms Graham to respond to the presented concerns Ms Graham addressed the concern of sight distance Ms Graham stated that they would follow all NCDOT requirements which would include an on - site sight distance evaluation to make sure there is no concern with the location of the proposed entrance Ms Graham addressed the concern of stormwater Ms Graham stated that the County had an extensive stormwater program to protect these exact situations Ms Graham stated that , as a developer , they try to mimic existing draining patterns Ms Graham stated that if approved , they would use County stormwater regulations to ensure there are no negative downstream effects Chairman Letchworth asked about possible downstream effects that the stormwater plan would address Ms Graham responded that a subdivision like the one proposed is limited to a fifteen percent impervious increase Ms Graham stated that the impervious area would include the road and houses and they would not increase the volume of water that is leaving the site Ms Graham stated that they would then look at every point where water is leaving the site and would need to make sure that it is not greater than a ten percent increase than what it was prior to construction Ms Graham stated that they work closely with the reviewer and there may be some adjacent land owner concerns that could be addressed preemptively Ms Graham stated that the reviewer could require things such as studying the stream banks Chairman Letchworth asked about the reviewer requiring further study of downstream pipes and a stream not on the subject property Ms Graham responded that it would be in the jurisdiction of the reviewer to make such a request , but a common request would be for a surveyor to report exactly how a stream channel looks and then the developer would need to show calculations that the water will not overflow stream banks Ms Graham stated that the requirements for every project are a little different Ms Graham stated that the Johnston County stormwater reviewer and the engineer of record are aware of the concerns and the concerns will be considered moving forward 10Page1Mr Green asked about the driveways and about the water flow through the proposed subdivision Mr Green stated that they live in Kerry Woods and the water for Kerry Woods flows into a ditch and then runs down to this property , his property , and into the creek Mr Green expressed concern for where the water from the cul - de - sac would go Chairman Letchworth stated that the point of the stormwater ordinance is to keep water flowing as it currently flows and to limit the amount of increase in volume and increase in intensity Chairman Letchworth stated the ordinance addresses those two elements and that any specific improvements that would be needed would not be typically known at this stage of the design Mr Green asked about a buffer and if it would fall under stormwater management Chairman Letchworth responded that wetlands have required buffers by the Army Corps and that requirement limits what can and cannot be disturbed within the buffer Chairman Letchworth stated that there are streams on the subject property that will have buffers There was no further discussion Chairman Letchworth asked for the staff recommendation Mr Marr stated the staff recommended preliminary approval subject to the stated conditions and requirements in the staff report Staff Recommendation Approval Upon a motion by Ms Howard to approve Shade Tree Road Tract , seconded by Mr Sasser , Shade Tree Road Tract was approved by a unanimous vote of 6 - 12 years old Mr Newton stated that the new plan doesn’t overlook our regional fit within the NC transportation network , but focuses on moving people within Johnston County and looks at multimodal opportunities within Johnston County Mr Newton requested a recommendation from the Planning Board to go to the Board of County Commissioners via a Public Hearing on September 2 , 2025 Mr Newton stated that the Commissioners would have the option to adopt the new plan at that meeting or take it under advisement and delay the adoption until a later date Mr Joel Strickland , McAdams Company , introduced the County’s New Comprehensive Transportation Plan and stated that it was modeled after NCDOT’s comprehensive transportation plans Mr Strickland stated that the plan was drafted with a vision of connecting the residents of Johnston County through safe and efficient multimodal travel options to destinations within Johnston County and the region while enhancing economic vitality Mr Strickland stated that safety was a huge portion of the plan Mr Strickland stated that three public meetings were held Mr Strickland stated that they worked with the County’s PIO office and had a robust public engagement process Mr Strickland 17Page8spoke about the stakeholder committee and their involvement in the draft process Mr Strickland stated that they looked at six modes of transportation roadways and highways , rail , transit , bike , pedestrian , and aviation Mr Strickland stated that their recommendations include 170 miles of roadway recommendations , 88 miles of bicycle and pedestrian facilities , and 14 intersection improvements Mr Strickland stated that there is a digital map of recommendations with linked dimensional cross - sections Mr Strickland stated that they also drafted some ordinance recommendations within the plan as they relate to roadway frontage and transportation Ms Howard asked about future construction development sites and right - of - ways being dedicated Mr Strickland confirmed and stated that they have different recommendations based on whether or not it is roadway frontage or actually runs through the parcels Mr Crenshaw asked about terminology as it relates to the difference between reserving the right - of - way for roadway projects and dedicating the right - of - way for greenway projects Mr Strickland spoke about the dedication of the right - of - way if the greenway is not funded for construction Mr Newton stated that if the roadway is not funded , it would be reserving the right - of - way as opposed to dedicating it Upon a motion by Ms Howard to recommend adoption of the New Comprehensive Transportation Plan to the County Commissioners , seconded by Mr Sasser , the New Comprehensive Transportation Plan was recommended for approval by a unanimous vote of 5 -
