10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING OCTOBER 20 , 2025 - 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc Chairman RS “ Butch ” Lawter , Jr announced Commissioner April Stephens would be joining the meeting via zoom 1 Approval Discussion of Agenda - Agenda approved 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes – September 15 , 2025 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Sexton Lane , Dot Drive and Isaac Lane – Goodwin Chase East – Wilders Township Sandcastle Lane , Flip Flop Court and Salt Life Place – Ruth Harbor – Elevation Township Thumper Way – Kyli Knolls – Clayton Township C Planning and Zoning – Approval of Resolution for Approval – Case 25 - 06 At the October 6 , 2025 meeting , the Board approved the rezoning request for Case 25 - 06 Staff request the Board to adopt the corresponding Resolution of Consistency for Approval D Appointments i Bentonville Firefighters Relief Fund Board – 1 position remaining ; 2 year term Wayne Langston has applied for reappointment and would require a waiver in the length of service policy E Budget Revisions • Sheriff – 5,70344 – To move revenues Controlled Substance Tax and Insurance Recovery into appropriate expenditure line items 3 Public Comments - There were no public comments 4 Proclamation – Alzheimer’s Disease Awareness and Caregivers Month - Proclamation Adopted Registrar of Deeds Craig Olive requests the Board to adopt a proclamation proclaiming November 2025 as Alzheimer’s Disease Awareness and Caregivers Month Page5 Public Utilities – USGS Monitoring Station Agreement - Request Approved Operations of the County’s future Lower Neuse Water Supply will be dependent on flows in the Neuse River at the proposed intake on Richardson Bridge Road Currently , there is no stream monitoring gage at this location The only official United States Geological Survey USGS stream monitoring on the Neuse River in Johnston County is at NC 42 County staff has worked with USGS staff on an agreement to install a stream monitoring gage at Richardson Bridge Road The data collected from this gage will be crucial for operations of the future intake once the new supply is on - line and will be part of the approval from NCDEQ Public Water Supply In addition , data collected prior to operation of the new water supply will aid the County’s planning and design process Attached is the proposed agreement between the US Geological Survey , South Atlantic Science Center , United States Department of the Interior and Johnston County Under the proposed agreement , USGS staff will install , maintain and operate the proposed gage , and the County will provide funding The proposed five - year agreement totals 108,000 with payments to be made on a quarterly basis Funding for this agreement is included in the previously adopted capital project fund for the Lower Neuse Water Supply Staff respectfully request the Board’s consideration and approval of the proposed agreement 6 Johnston County Veterans Service Office – Grant Request - Request Approved The Johnston County Veterans Office is requesting approval to apply for the Grant Program for County Veterans Offices GPCVO , which is due October 24 , 2025 The NC Department of Military and Veteran Affairs administers the grant , which was made possible by nonrecurring funds by the NC General Assembly under provisions of Session Law 2023 - 134 The funding amount is not to exceed 20,000 and must be executed by the end of the 2026 budget year for NC Staff will submit a statement of work to NCDMVA which will provide the State with a spending plan of how the funds will be utilized This SOW provides a detailed allocation to support veterans in areas such as Direct Veteran Assistance emergency shelter , utility arrears , and employment support ; Transportation Assistance provide transportation for veterans to attend VA medical appointments , mobility ramps , etc ; Training and Education VSO staff training , accreditation conferences expenses , workshops , annual subscriptions renewals to affiliated organizations such as American Legion , DAV , VFW ; Technology and Digital Access Digital programs subscriptions to provide immediate and timely submission of claims for veterans , up to date training documents such as federal regulations that support veteran benefits , digital to print documents for veterans who do not have digital access such as health care overview material ; and Outreach and Community Engagement Veteran resource fairs and outreach marketing The Johnston County Veterans Service Office request approval to move forward with the grant and application process 7 Parks and Open Space – Request Approval for Contract Amendment – Phase I Johnston Co Regional Park - Request Approved On October 6 , 2025 , the Board approved additional funding in the amount of 850,00000 to start and complete Phase I of the Johnston County Regional Park The Contract Amendment was provided to the board and staff respectfully request approval of the amendment 8 Exercise Option to Purchase Agreement – Johnson Estate Road , Clayton - Request Approved On September 15 , 2025 , the Board of Commissioners entered into an Option to Purchase Agreement for property identified as Parcel ID Number 05F02032 and 05F02032L and owned by Charles Terry Coats and wife , Beatrice Ward Coats The option is set to expire October 21 , 2025 If the option is exercised and the terms and conditions of the sale are met , the transaction is required to close on or before October 31 , 2025 Staff requests the Boards approval to exercise the Option to Purchase 9 Manager Reports and Comments - NonePage10 Board Reports and Comments Commissioner Ted G Godwin said he attended the People to People Ceremony held at St James Church of Christ near Nash County Commissioner Godwin said the church has been having the ceremony for 45 years where they invite law enforcement , first responders , elected officials and veterans Commissioner Godwin said it was a great time to pull the community together Commissioner Godwin also reminded everyone to display a green light in support of veterans now to Veterans Day Commissioner Michelle Pace Davis reported she attended the Legislative Breakfast with the Board of Education along with Commissioners Rose , Harris and Godwin last Monday Commissioner Davis said it was great to have conversations and dialogue with the Board of Education along with other elected officials in the community and on the state level Commissioner Mike Rose said he attended the Unified Basketball Game at Smithfield Selma High School SSS last Monday afternoon Commissioner Rose explained Unified is where kids with different abilities play basketball Commissioner Rose congratulated SSS for being named a Special Olympics Unified Champion School Vice Chairman Patrick E Harris stated he attended the Advanced Manufacturing Training Facility for the Fiber Optic Network Training Program Vice Chairman Harris said it is exciting to have a program here in the County to train young people to work in fiber optic Vice Chairman Harris also said Economic Development Coordinator Chris Johnson did a great job on the program Chairman RS “ Butch ” Lawter , Jr , recognized County Employee Appreciation week and thanked all county employees for the work they do every day Chairman Lawter also wished his grandson Lane a happy belated birthday 11 Closed Session – NCGS 14331811 a 4 Economic Development No action was taken Page
