10 Date 0 2 May 2025 To Prospective P roviders for the JNX Fuel Provider RFP SUBJ Questions and A nswers R egarding the JNX Fuel Provider RFP JNX appreciates the interest of all prospective providers and has received a number of questions requesting additional information or clarification regarding the RFP Below is a list of the questions received with our responses immediately following each q uestion 1 Are your current fuel storage tanks above ground JNX response – JNX’s current fuel farm consists of two horizontally mounted above ground tanks 2 Are we using the existing concrete pads JNX response – JNX has purposefully not provided enough details to support a technical and accurate cost for the construction of a new fuel storage area as we are too early in the process to do so JNX highly desires that each provider describe their capab ilities to support deconstruction of the existing fuel farm , construction of a new fuel farm and most importantly , a program for partnering in the cost of the project whether through fuel flowage fees , financing , length of contract terms , operational expe nse budgets or any other innovative means by which a provider can support this endeavor JNX will work with the awarded provider to determine the most cost - effective approach to replacing the fuel farm to include the potential to re - use existing facilitie s such as the concrete pad 3 Size of the existing concrete pad JNX response – please see the answer to question number 2 4 Existing bollards to be reused JNX response – please see the answer to question number 2 5 Existing fencing to remain JNX response – please see the answer to question number 2 6 Existing electrical branch circuits to be reused JNX response – please see the answer to question number 2 Page7 Does the temporary fuel system location have electrical branch circuits If not , how far away are they JNX response – JNX anticipates that the specifications of the awarded provider’s temporary fuel system will drive the requirements for both the location and the electrical requirements to support the system JNX accepts responsibility for providing the req uired mounting pad and electrical support to the system 8 Does the proposed temporary fuel system location have concrete or Asphalt JNX response – See the answer to question number 7 above All potential locations for a temporary fuel system are supported by asphalt However , if the awarded provider’s system required a concrete pad , then the provider would be expected to include this i n their proposed solution 9 Is 50 GPM sufficient for temporary fuel system JNX response – Y es 10 Will temporary tanks be filled using a truck with a pump JNX response – JNX anticipates that this will be the method for refilling the temporary fuel station tanks However , other methods may be acceptable and should be proposed if desired 11 Is there a height restriction on the new vertical tanks JNX response – S ee the answer to question number 2 However , JNX does not anticipate any reasonably proposed fuel storage tanks to exceed any local ordinances for building height Also , the current fuel storage tanks are located well outside the airport’s building restriction line 12 Under the open records act can we get a copy of your current fuel contract JNX response – JNX is not currently under a fuel contract , nor has it ever had a fuel contract 13 Under the open records act can we get a copy of your current refueler contract JNX response – JNX does not have a refueler contract , nor has it ever had a refueler contract 14 What year are your c urrent Refuelers JNX response - 2025 , 2023 , 2020 and 2005 15 How much do you currently lease your refuelers for JNX response - JNX does not currently pay a lease for any of its refuelers JNX owns 2 operational refuelers , owns 1 non - operational refueler used as a storage tank and operates 1 refueler that is provided by Titan at no charge Page16 Do you participate in a contract f uel program JNX response - JNX does not participate in a contract fuel program JNX intends to enter into a contract fuel program as a result of this RFP process 17 How much , if any , military fueling do you currently do JNX response - JNX currently provides a small amount of Jet A to transient military aircraft varying between 3000 and 5000 gallons per month JNX has identified that only 33 of the military aircraft that land at JNX take fuel due to JNX not having a DLA contract for support JNX believes that given its close proximity to Fort Bragg and the ANG aircraft at RDU as well as the Seymour MOA , that military refueling will be significant if a DLA contract is put into place 18 Gallon history for the last 3 years if possible JNX response - Over the last 3 years , JNX’s fuel requirements have changed dramatically 3 different times due to changes in both our customer base and our business model The most relevant data is the forecast data for 2025 which was provided in the RFP , given that it takes into account both the current customer base and the new business model For example , for the month of April 2025 , JNX provided 17,000 gallons of AVGAS and 18,500 gallons of JET A for a total sale of 35,500 gallons Fuel data in 2022 is wholly irrelevant as it does not include fuel demand from Blue Line aviation which had not yet started significant operations at JNX In 2023 , Blue Line aviation was in full operation , but was flying Diamond training aircraft with diesel engines that burn ed JET A therefore , JET A fuel sales were much higher than in 2024 and what is anticipated in 2025 In 2024 , Blue Line aviation completed a change from Diamond aircraft to Piper aircraft which burn 100LL Consequently , the total fuel demand numbers for 2023 were germane to this RFP , but the quantities sold by type of fuel are now irrelevant The demand for fuel in 2023 360,000 gallons was significantly higher than 2024 310,000 gallons due to Blue Line scaling back operations while they were changing their fleet of aircraft from Diamond to Piper Further , beginning 01 April 2025 , JNX changed its fuel pricing model to gain an increased proportion of Blue Line’s fuel needs The result of this change in fuel pricing model was a 40 increase in AVGAS fuel sales for the month of April 2025 JNX intends to maintain the current fuel pricing model and Bl ue Line is forecasting sustainment of their current operations Consequently , JNX believes the forecast provided in the RFP is the most valid data to rely upon when forecasting future fuel sales performance 19 Could you please expand on what Insurance capabilities you are looking for Or an amount JNX response - JNX desires to know if any of the providers has in - house insurance underwriting or cooperative business relationships with insurance providers that can support JNX’s needs for General Liability coverage , Directors and Officers insurance and even Automobile policies These coverages represent a significant percentage of the JNX annual operating budget and realization of cost savings in this area will be considered a desirable additional benefit Page20 While our goal is to have the self - serve system operational within 30 days of the contracts start , current discussions with suppliers suggest that may be an ambitious timeline We are fully committed to the project and can provide a clear action plan and timeline once the award is given As long as we maintain open communication and align with the airport on progress to completion , will that be sufficient for the airport on this item JNX response - Yes , JNX understands that providers may not be able to meet every need in the RFP as written and desires for each provider to explain how its solution meets the intent of the need and mitigates any concerns for limitations JNX highly desires that each provider explain methods and means for achieving the overall objectives of the RFP through innovative and cost -
