discrimination The provider shall not discriminate against any individuals and will take proactive measures to assure compliance with all Federal and State requirements concerning fair employment , employment of people with disabilities , and concerning the treatment of all employees without regard to discrimination based upon age , race , color , religion , sex , national origin , or disability 3149 Swift Creek Road , Smithfield , NC 27577 info @ jnxairportcom Phone 919 934 0992 Fax 919 934 1214PagePage pageNumber5110 Insurance coverage Minimum insurance requirements are listed below and will be required only from the awarded provider before entering into a contract with JNX The provider shall not commence work under this contract until all insurance required under this section has been obtained and evidence provided to JNX The provider shall not allow any subcontractor to commence work that has been subcontracted until similar insurance has been obtained and evidence provided by the subcontractor Also , the provider agrees that during the term of this contract , the provider , at their sole cost and expense , shall provide commercial insurance of such type and with such terms and limits as may be reasonably associated with the contract At a minimum , the provider shall provide and maintain the following coverage and limits 1101 Worker’s compensation Worker’s compensation insurance as required by North Carolina law to cover all of the provider’s employees engaged in any work under the agreement Worker’s compensation in the minimum amount of 500,000 employer’s liability A certificate of insurance shall be issued confirming the above coverage The certificate must include a clause obligating the Insurer to give thirty 30 days prior notice in the event of cancellation of or major change in the insurance 1102 Comprehensive general liability The provider shall maintain comprehensive general liability coverage in amounts not less than 500,000 per occurrence 1,000,000 aggregate This certificate must also include a clause obligating the insurer to give thirty 30 days prior notice in the event of cancellation of or major change in the insurance and name JNX as an additional insured This coverage must include 1 Blanket contractual coverage for the liability assumed by the provider under the indemnity provision of the contract involved Such certificate must specifically state that the provider is insured , and it must be signed by the insurance company , not the agent or broker 2 Provider’s protective coverage for his subcontractors 1103 Comprehensive automobile liability The provider shall maintain comprehensive automobile liability covering all owned , hired , and non - year contract with the selected provider 21 Johnston Regional Airport Johnston Regional Airport JNX is classified as a general aviation reliever airport with no commercial service JNX offers a 5500 ’ X 100 ’ runway , with ILS RNAV approaches The Fixed Based Operator FBO is operated by JNX and provides services including fueling , hangar rentals , transient parking and other common FBO services JNX has several privately owned and operated businesses which provide flight training , skydiving , aircraft maintenance and sales JNX is home to nearly 200 permanently based aircraft All hangars and tie - downs are occupied JNX was assessed to be North Carolina’s fourth busiest airport in 2024 only behind CLT , RDU and GSB The forecast for JNX in CY2025 is 120,000 operations The majority of those operations are generated by the Part 135 flight school home - based at JNX , Blue Line Aviation Blue Line previously operated diesel - powered training aircraft that consumed Jet A fuel , but have switched over the last 18 months to nearly all 100 LL aircraft Consequently , JNX has experienced a dramatic change in fuel sales from a heavy Jet A requirement to one in 100 LL sales are out - Aviation fuel supply The price per gallon for both Jet A and 100 LL is the single largest cost generated from the operation of general aviation aircraft at any given airport Consequently , the lowest possible price per gallon for fuel products that meet or exceed regulatory requirements is the most important competitive area in this RFP Each provider is requested to detail their pricing in the following format May 6 through May 13 , 2025 Jet A AVGAS 100 LL Unit Price FET FED Oil Spill and Superfund Fee Tax NC Inspection Fee Total Delivered Price Per Gallon Fuel pricing assumptions 1 Pricing is valid for deliveries from May 6 through May 13 , 2025 2 Freight and taxes are included in the above pricing 3 Prices are based on full load deliveries of NLT 8000 gallons 4 JNX forecast 2025 fuel sales estimated amounts reference table in section 21 5 Jet - A shall conform to ASTM D - 1655 specifications , latest revisions , and assumes pre - mixed fuel 6 100LL Avgas shall conform to ASTM D - 910 specifications , latest revision , and shall be of the Aviation Gasoline type , 100 Octane , Low Lead Avgas 100LL or future FAA - Refueler trucks JNX relies solely upon refueling trucks for delivering fuel into all aircraft and does not currently have a self - service fuel sales capability As well , the heavy fuel demand of Blue Line coupled with the geographically distributed refueling locations at JNX drive a critical need for redundant and reliable refueler trucks Further , JNX is moving to a “ paperless ” fuel sales capability requiring that all refueling trucks are equipped with TCS meters and compatible with the X1FBO software system JNX requests that providers propose supply of 2 fuel trucks for JNX’s exclusive use during the period of performance The following describes the desired specification for the 2 fuel trucks 1 1 AVGAS truck with a TCS meter Desired to be a 1400 gallon truck Required minimum is a 1000 gallon truck Gasoline engine preferred Air conditioning required 2 1 Jet A truck with a TCS meter Required to be a 3000 gallon truck Gasoline engine is preferred Air conditioning required 3 Preferred truck manufacturers , in order , are Skymark or American , then Garsite , then Proflow Provider should identify the specific trucks to be supplied to include year , make , model , and tank size at a minimum Provider should include all costs to JNX for the trucks , if any Provider should identify maintenance responsibilities for the trucks 33 Competitive area 3 - Self - serve fuel storage , supply and point of sale JNX does not have a self - serve fuel storage , supply and point of sale capability for either AVGAS or Jet A Given this , JNX has no capability to support refueling operations outside of normal FBO business hours without recalling an employee from home and charging an off - hours fee As well , JNX’s fuel farm is not located in an area from which self - serve refueling is possible Consequently , JNX’s fuel farm is a critical , single point of failure relative to JNX’s capability to meet it’s mission requirements JNX believes that the addition of self - serve fuel storage , supply and point of sale capability proposed 34 Competitive area 4 - Fuel “ farm ” storage JNX’s current fuel farm storage system will need to be replaced within the period of performance JNX desires that each provider propose a plan for financing and constructing a new fuel farm in place of the existing fuel farm Specifications to consider when proposing include 1 Deconstruction , removal and clean - consuming As well , the system does not provide for a modern “ good experience ” with the sales process at JNX Through market research and analysis , JNX has determined that the X1FBO software and hardware FBO management system is the ideal means by which JNX can improve the efficiency and effectiveness of their FBO management system The following table outlines the estimated costs for the required system 1 One - time , upfront costs to cover installation , data migration , onsite training , all required hardware , accounting integration and accounting setup – est 16,500 one - time fee 2 Monthly software as a subscription SaaS charges for customer service services , fuel management system , ramp point of sale capabilities , dispatcher services , integrated flight tracking , AMSTAT integration and a customer gateway – est 3,000 per month 3 Annual data storage , cybersecurity tools and infrastructure support – est 1400 per year JNX desires that providers propose how they will support JNX’s transition to , and operations with , the X1FBO software and hardware system Providers may propose to negotiate directly with X1FBO and procure the desired system directly from the system provider Providers also have the option to propose a monthly , yearly or lump - added items that providers have proposed to other airports in consideration for a long - term aviation fuel provider contract The following areas are optional , but will enable providers with a means to establish their offering as unique and distinct from others 41 Implementation and start - up plan Providers should consider developing a detailed start - up plan that ensures a smooth transition from the current fuel provider with no interruption of services at JNX The plan should include , but is not limited to , training , certification , fuel delivery , fuel truck delivery , installation of any branded signage , and timeframe calendar days required to be fully operational after award 42 Value -
