I40 Crossroads of America Economic Development Alliance , Voluntary Agricultural District Advisory Board and Johnston - Lee - Harnett Community Action appointments Chairman Lawter stated the votes have been tallied and he announced the following appointments were made • Bentonville Community Building Board of Trustees – Jo Ellen Beasley and Tony Ray Lee were reappointed for 2 year terms expiring on September 30 , 2027 • I95 - I40 Crossroads of America Economic Development Alliance – Bryan E Parker was appointed for a 4 year term expiring on September 30 , 2029 • Voluntary Agricultural District Advisory Board – Paul H “ Sonny ” Howard and Kim LeQuire were appointed for 3 year terms expiring on September 30 , 2028 • Johnston - Cooperative Extension Kate Spivey – Heritage CenterPage• NC Works NextGen Career Center – Johnston County Industries – John Laughter and Kenya Smith recognized interns Chloe Sharpe and Kate Spivey Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v UFd6GXtJQPk 3 Public Hearing – Comprehensive Transportation Plan Following the Public Hearing the Board took the information under advisement to be considered at the September 15 , 2025 6 00 pm meeting The purpose of the public hearing is to receive public comment on the plan prior to adoption Upon the completion of the public hearing , the Board of Commissioners may adopt the plan or take under advisement for future consideration The plan is available for public review on the Johnston County Planning and Zoning website 4 Public Hearings Rezoning Conditional Use Requests After each rezoning case is heard , which is a legislative public hearing , the hearing will be recessed and the Board will render a decision CASE 25 - 04 Tabled to the September 15 , 2025 6 00 pm meeting REZONING PETITION - Petition to rezone 948 acres of a 157 acre parcel located at 477 Hatcher Rd , in the Micro Township from Agricultural Residential AR to General Business - Conditional Zoning GB - CZ Tax ID 10N07005E Owner Cassandra & Jarred Bridges Applicant Cassandra Bridges Conditional Zoning Request Animal Boarding Facility The Planning Board recommends DENIAL of the Rezoning request and submits to the Board of Commissioners a proposed Statement of Consistency for denial CASE 25 - 06 Postponed to the October 6 , 2025 6 00 pm meeting REZONING PETITION - Petition to rezone 1256 acres located on Pierce Rd near the intersection of Cleveland Rd in the Cleveland Township from Agricultural Residential AR to Industrial 2 - Conditional Zoning I2 - CZ Tax ID 06D01007C Owner G Paul Sherrill , Jr Applicant Greystar Development East , LLC Conditional Zoning Request Various Heavy Industrial Uses The Planning Board recommends DENIAL of the Rezoning request and submits to the Board of Commissioners a proposed Statement of Consistency for denial 5 Manager Reports and Comments County Attorney Jennifer Slusser reported to the Board on the Buffalo Road Parallel Force Main Project located along Buffalo Road Ms Slusser said this project was approved contingent upon DWI Division of Water Infrastructure approval and this project is to divert wastewater from the Towns of Selma and Pine Level to the 210 Wastewater treatment facility Ms Slusser stated in order to complete the project some easements are required and have negotiated the conveyances of all the necessary right of ways except for four Ms Slusser said given the fact that we have some significant timing issues and the need for this project for public safety and welfare and to improve the public sewer system , she requested the Board to consider adopting a resolution for condemnation to acquire those portions of those properties located at 1553 Buffalo Road , 1791 Buffalo Road , 1755 Buffalo Road , 2117 Buffalo Road Ms Slusser stated in adopting this resolution the Board would give authority to move forward withPagecondemnation if it is necessary Ms Slusser also said eminent domain is always a last resort for any project that Johnston County does but given the time constraints , requested the Board to consider adopting a resolution to allow moving forward with the process with the hopes of negotiating a resolution The Board adopted the resolution 6 Board Reports and Comments Commissioner April Stephens said it is exciting to see so many of these plans come across our desks She said it is great to see how close we are now on a comprehensive land use plan Commissioner Stephens said she is proud of this board and feels like we are continuing to move some of these large plans forward and is excited for what is to come for our county Commissioner Michelle Pace Davis said she is excited to be on this board Commissioner Davis spoke on a phone call she received regarding a county employee She stated a Johnston County vehicle got behind a tractor on 210 highway and put their hazards on to help a fellow farmer get to their next field on a busy stretch of highway Ms Davis said it was great to hear about that employee helping a farmer out Commissioner Stovall said he was unable to attend the Commissioner’s Conference due to participating with the Johnston County 4 - H Shooting Club at the Eastern Regional Tournament in Tyrrell County Commissioner Stovall reported 15 kids attended and all qualified to go to State tournament , which means they either received a medal , or they qualified in the top five in their respective groups Mr Stovall stated it was a very good day and everybody had fun and thanked the Board for their help in giving this group what will hopefully be a permanent home at the landfill Commissioner Godwin said several have mentioned the many projects that are going on in the County Commissioner Godwin said if we get overwhelmed , just consider Tyrrell County has less than 10,000 people in the entire county Chairman Lawter stated it was interesting to hear that all counties deal with problems with schools He said you either do not have enough schools or you have too many schools Page
