Agenda approved moving item No 3 , Visit from Miss NC Teen Kate Ward to the September 15th Agenda 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes – July 21 , 2025 10 00 am and 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Waterwheel Drive and Overdrift Court – Mill Stream – Micro Township C Emergency Management – Request to receive NC Emergency Management FY24 Capacity Building Competitive Grant Johnston County Emergency Management Division is requesting permission to accept the North Carolina Emergency Management FY24 Capacity Building Competitive Grant CBCG in the amount of 200,000 The funding will be used for the purchase and installation of a 230 KW generator and an 800 amp automatic transfer switch in the amount of 250,000 The generator will be purchased and installed for use at the Johnston County Area Transit System JCATS located at 1050 W Noble Street , Selma , NC and will be capable of running the entire facility at this location This purchase will enable the building and property to be used as an Emergency Shelter or a Special Medical Needs Shelter for Johnston County in the event of an incident or disaster The FY24 CBCG grant award is capped at 200,000 , however , JCATS has committed to the remaining portion of the procurement in the amount of 50,000 D Board of Elections – Approval to Purchase Voting Equipment The Johnston County Board of Elections is requesting approval to purchase the following voting equipment which has been certified by the State Board of Elections and recommended for purchase by the Johnston County Board of Elections Voting Type ES & S Voting System 6300 Vendor Election Systems and Software Number of Units 58 - Proclamation adopted Read to Grow JoCo is requesting the Board to adopt a proclamation declaring September 2025 as Attendance Awareness Month 6 Partnership for Children – Smart Start Month Proclamation - Proclamation adopted Partnership for Children is requesting the Board to adopt a proclamation declaring September 2025 as Smart Start Month 7 4 - H Shooting Sports Memorandum of Understanding – Request approved PageOn July 21 , 2025 the Board discussed the need for expanding archery and air pistol target range for the 4H Shooting Sports Programs near the County’s landfill After further discussion with the County’s partners at North Carolina State University , staff has prepared a Memorandum of Understanding for the Board’s approval 8 Emergency Services – Request to Declare Ambulances Surplus - Request approved Emergency Services is requesting the Board to declare the following ambulances as surplus Fleet # 149 – 2017 Ford E450 Ambulance – VIN 1FDXE4FS6HDC42615 – Mileage 169,295 Fleet # 153 – 2018 Ford E450 Ambulance – VIN 1FDXE4FSXJDC13172 – Mileage 200,272 Staff recommends that the ambulances be donated to Johnston Community College North Carolina General Statute § 160A - 280 authorizes a county to convey personal property for nonmonetary consideration to a nonprofit corporation if the governing board deems the property to be surplus , obsolete , or unused These ambulances are no longer dependable for emergency operation due to their condition It is recommended that these ambulances be donated to Johnston Community College to assist in the learning environment to help train future EMTs and Paramedics Staff requests the Board to adopt a resolution declaring the ambulances surplus and donating them to Johnston Community College Consideration of this request has been properly noticed in accordance with the applicable statute 9 Department of Social Services – Agency Overview – Informational Item Department of Social Services will provide an annual report and presentation to the Board 10 Public Utilities – Buffalo Road Parallel Force Main – Award & Revised Project Budget Tabled from the August 4 , 2025 meeting - Request approved In February 2024 , the Board of Commissioners awarded the construction contract for the CJCRWWTF Preliminary Treatment Facility Improvements Project to Dellinger , Inc and adopted a capital project budget In December 2024 , the Board approved a revised project budget to include funds for a necessary emergency repair on the main influent line to the plant piping replacement , manhole replacement , by - Horn will provide a detailed update the Board on the Unified Development Ordinance UDO 14 Manager Reports and Comments - There were no manager comments 15 Board Reports and Comments Vice Chairman Patrick E Harris reported he had the opportunity to attend the ribbon cutting for the new Swift Creek Elementary School yesterday Vice Chairman Harris said it was great to see how excited the parents and kids were and the event was well attended He also said educating our children as a whole in this county is a high priority and he thanked all the partners involved who provide good opportunities for our children Commissioner April Stephens applauded the Department of Social Services Commissioner Stephens said she had to utilize their services and the employees were very polite and courteous and she is very grateful for our county employees Commissioner Stephens also mentioned her meeting with the Nursing Home Adult Care Home Community Advisory Board and how humbling it was to sit in a room with volunteers who spend their time to go out and make sure our facilities are up to par and doing what they are supposed to do Commissioner Michelle Pace Davis said she also attended the ribbon cutting at Swift Creek Elementary School and said it was great to see all the new and improved features including the a two story building Commissioner Davis also said she had the opportunity to spend time withPagePage pageNumber7Partnership for Children regarding their fundraiser and it was great to hear all they are doing to help impact the families in Johnston County Commissioner Bill Stovall spoke on his concerns of water capacity in the County Commissioner Stovall said it is concerning to see the upcoming Planning Board’s agenda and the number of subdivisons on the agenda that will need water He said he is opposed to assigning borrowed capacity to building permits and thinks it is a questionable business practice that needs to be avoided until we can get guaranteed capacity in hand Commissioner Ted G Godwin said earlier tonight Josh Holloman , Sandy Wood and Brenda Allen were recognized for their positions in statewide organizations Commissioner Godwin said the other day he was listening to a radio station out of Rocky Mount and one of their guests was a County Commissioner Commissioner Godwin said he spoke on a meeting held with Johnston County representatives on their fire tax commission and how complimentary he was of Johnston County Commissioner Godwin also mentioned attending the 25th anniversary of the Special Operations Airborne Museum in Fayetteville and the 85th anniversary birthday of the Airborne and Colonel Rudy Baker was recognized as a founding member of the museum Commisioner Godwin said he is proud of Colonel Baker Chairman RS “ Butch ” Lawter , Jr spoke on the meeting in Rocky Mount that he attended along with staff and Chief Chris Ellington and Chief Barry Stanley regarding the single fire tax district created in Johnston County Chairman Lawter said he and Vice Chairman Harris would also be presenting this at the North Carolina Association of County Commmissioners Conference in Greenville Chairman Lawter also mentioned the well attended ribbon cutting of Swift Creek Elementary and said there was a lot of enthusiasm and excitement as the new school year begins 16 Closed Session – NCGS 14331811 a 3 – Attorney -
