with the organization coordinating such activities to be specific about the Strategies Programs that will be offered in the county and classifying how funds will be used for each strategy The Johnston County Health Department is the agency that will coordinate these strategies with funding in the amount of 1,382,24800 for FY 25 26 Staff request the Board to approve a resolution outlining each strategy and funding for such 9 Johnston County 911 Communications – Request to Move Funds Request approved Johnston County 911 Communications is requesting approval from the Board to move funds from the Emergency Telephone System Fund ETSF balance Currently Johnston County has 5,047,0000 to the ETSF operating budget to cover 2 separate items Neither of these items were included in the submitted budget due to last minute decision to move forward with locution Paging as it will coincide with the current Pager Project we are finishing up and the service agreement increase was put out by the manufacturer until after the county’s budgets were turned in These funds may only be used for approved items 1 Locution Voice Dispatch project Locution is automated voice dispatching that saves telecommunicators time in the dispatch center further decreasing dispatch times and standardized way of call page outs , 243,23742 2 An increase that occurs approximately every 3 years passed down from our radio system manufacturer Harris LLC of 165,04400 PagePage pageNumber5Staff respectfully request the Board’s approval to move funds in the amount of 408,29242 from the Emergency Telephone System Fund ETSF 10 Child Fatality Prevention Team Annual Report - Informational item The Child Fatality Prevention Team has requested to present their annual report to the Board of Commissioners 11 Johnston County ABC Board – Travel Policy It was the consensus of the Board to place this item under consent on the August 4th agenda The local Alcoholic Beverage Control ABC Board is governed by Chapter 18B , Article 7 of the North Carolina General Statutes This statute allows local boards to adopt a travel policy that conforms with the travel policy of Johnston County Johnston County ABC Board approved a travel policy on February 25 , 2025 and request the Board’s approval to adopt said policy 12 County Committee for America250NC Update – Informational Item Todd Johnson with County Committee for America250NC will update the Board on America 250th Anniversary 13 Johnston County Landfill – 4 - H Shooting Site Discussion – After discussion the item will be placed on the August 4th agenda 14 Voting Delegate for the 2025 NC Association of County Commissioners Conference Chairman RS “ Butch ” Lawter , Jr was appointed as the Voting Delegate and Commissioner Ted G Godwin as the alternate Staff requests the Board to appoint a voting delegate to represent Johnston County at the 2025 North Carolina Association of County Commissioners Annual Conference to be held in Pitt County August 21 - 23 , 2025 15 Delinquent Tax Collection Report - Informational item 16 Manager Reports and Comments - None 17 Board Reports and Comments Vice Chairman Patrick E Harris stated he had the pleasure of briefly attending the North Carolina Association of County Attorney’s Conference where County Attorney , Jennifer Slusser was selected County Attorney of the Year for North Carolina Vice Chairman Harris said Commissioner Ted Godwin , County Manager Rick Hester and Sheriff Steve Bizzell also attended and they are very proud of Ms Slusser’s accomplishment Vice Chairman Harris also recognized in the audience , Executive Director of Downtown Smithfield Development Corporation , Heidi Gilmond and DSS Chairman , James Coleman Commissioner Michelle Pace Davis reported she attended the Cleveland Parade along with Chairman Lawter and Craig Olive Commissioner Davis stated it was great being a part of the July 4th activities Commissioner Davis also mentioned attending the Isaiah 117 House of Johnston County Lemonade Stand Challenge and how it was great to see different communities and small businesses come together to help support foster care in Johnston County PagePage pageNumber6Commissioner Ted G Godwin said while attending the North Carolina County Attorneys Conference it made him think about several employees in Johnston County that have been state award winners Chairman RS “ Butch ” Lawter , Jr agreed with Commissioner Godwin that we are fortunate to have such great county employees and thanked everyone for all they do for the Board and the citizens of Johnston County 18 Closed Session – NCGS 14331811 a 4 – Economic Development No action was taken LUNCH WITH SOIL & WATER CONSERVATION Johnston County Agricultural Center , 2736 NC 210 Hwy , SmithfieldPage
