10 SECTION 8 – CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS 1 Certifications 11 General A The Owner or Developer’s Engineer shall check , and approve all construction drawings and shall complete all reports and fill out all permit and encroachment applications prior to submittal to the County B The Engineer shall be duly licensed in North Carolina C Any Contractor s performing utility construction must be a North Carolina Licensed Utility Contractor 2 Submittals 21 Plan Approval A Plans , specifications , and applications for the facilities must be submitted to the County Utility Department and approved in writing 1 Plans shall include a vicinity map and the owner’s name and address Notwithstanding the County’s approval , the County accepts no liability or responsibility for any errors or omissions in the construction documents The Utility Department requires 2 sets of plans and specifications A review fee shall be charged and paid prior to County review 2 If the project will be a retail water customer of Johnston County , it is not necessary to submit plans and specifications to Public Water Supply Johnston County will issue the approval for the water distribution system plans and specifications Digital copies in PDF format of the permit application current permit used for Public Water Supply , an engineer’s report , and a fire flow certification must be submitted with the plans and specifications 22 Preconstruction Meeting A A pre - construction conference shall be scheduled prior to the beginning of construction which shall be attended by the Owner or Developer , the Engineer , all Contractors , representatives of the County , and if applicable , representatives of local utility companies , the NC Department of Transportation , and NCDENR - Land Quality Division , and possibly others At the pre - construction conference a project schedule shall be provided to the County which shall be kept current and amended from time to time with submittals to the County B Copies of the approved Division of Environmental Health construction permits projects to be provided water service by entities other than Johnston County , DWQ Non - Discharge permits , and Land Quality Division of sedimentation and soil erosion permit must be submitted to the County prior to beginning construction C An approved copy of any three - party DOT encroachment agreements must be submitted to the County prior to construction D If the proposed project disturbs more than one acre or creates more than 17,000 square feet of impervious area , a Stormwater Management Plan must be approved by Johnston County prior to any land disturbing activity Section 8 - 1 CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS 2024 RevisionPageSECTION 8 – CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS E Easement , land instruments and plans that convey rights to the County upon completion of construction must be recorded prior to construction with copies provided to the County 23 Material Submittals A For pumping stations , meter vaults , generator systems , all materials , and other related equipment ; copies of shop drawings and certifications shall be submitted to the County Utility Department for approval contemporaneously with the private entity’s consulting engineer’s approval Three 3 sets of submittals are required with a minimum of 15 working days to review and approve Path study required in submittals B Two 2 copies of operation and maintenance manuals for pumping stations , meters , etc shall be submitted to the County prior to completion of construction and startup , one electronic , one hard copy 24 Utility Acceptance Submittals A Prior to acceptance , developer must submit engineer’s certification , copies of all test reports , as - built drawings please see as - built requirements below and construction documentation of the utility , contractors ’ lien waivers , certification of construction cost , and field verification of all marker balls on pipelines before County will accept operation and maintenance responsibility and ownership Retail users shall not be provided service until the County accepts the facilities B As - Built requirements 1 Submit an As - Built record drawing Construction document designed and certified by a professional certified engineer whom has periodically monitored the project throughout construction 2 The surveyed “ As - 6 CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS 2024 RevisionPagePage pageNumber7SECTION 8 – CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS F Sanitary sewer video – including laterals G Sanitary sewer line deflection testing PVC piping only H Force main pressure testing I Pump station wet well subgrade tests J Pump station and generator startup tests 37 All tests must be witnessed by a representative of the County and the Owner Developer’s Engineer 38 The County reserves the right to charge re - inspection fees for excessive failed pressure tests 39 The County’s representative shall be present for all start up and check out of pumping stations , master meters , and generator systems 310 The Owner or Developer’s Engineer shall perform a pre - final inspection upon completion of all work and shall prepare a pre - final remedial worklist Following completion of all work on the pre - final remedial worklist or punch list , a final inspection shall be scheduled which shall be conducted by the County in the presence of Owner Developer , Contractor s , and the Engineer Upon completion of all inspections , the Engineer shall submit a written certification that all work has been installed and complies with the approved plans and specifications 311 The designated County Representative shall be notified a minimum of 24 hours in advance of each of the above events 312 In the event the Owner Developer’s Engineer does not carry out adequate observation and inspections , the County reserves the right to deny acceptance of the completed utilities for ownership , operation , and maintenance 313 If during the process of routine inspection of improvements being installed under these rules , it is found that improper or substandard materials or construction methods are being used or if significant deviation from approved construction plans is detected , then the County may assign a special utility inspector to the project A The inspector shall have authority to act on behalf of the County in checking all improvements for compliance with County standards He shall also have authority to halt any work not meeting County specifications B Once assigned , an inspector shall perform a minimum of three 3 hours of on - site inspections per work day , and the cost of this inspection shall be charged by the County to the project owner at the actual cost of inspections Section 8 - 7 CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS 2024 RevisionPagePage pageNumber8SECTION 8 – CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS 314 The County shall inspect the sub -
