Lead ” as opposed to GRR Galvanized Requiring Replacement because they have never been downstream of lead There are no other known lead or galvanized services in Johnston County’s water system , based on historical research , past activities , and institutional knowledge Therefore , the scope of this investigation is to address the 9,543 unknown services in Johnston County’s water system through statistical analysis 2 Anticipated Number of Unknowns , Number of Field Verifications , and Field Verification Methods Describe the number of unknowns water system owned and customer owned , number of field verifications water system owned and customer owned and field verification method s Johnston County staff field - verified the service line materials of 502 private sides and 99 utility sides that were randomly selected by Trinnex and CDM Smith , which exceed the amounts in the Minimum Number of Unknown Services Lines Requiring Physical Verification table Appendix A provided in the Guidance , based on the unknowns described in Section 1 Based on the Guidance , the required number of field verifications for 95 utility side unknowns is 19 20 of 95 , and the required number of field verifications for the 9,497 private side unknowns is 370 All field verified service lines were found to be non - lead , including four galvanized service lines that were found on the private side These galvanized service lines are not GRR because they were never downstream of lead , as discussed further in Section 5 To collect utility side field verifications , Johnston County performed visual inspections through excavations and routine activities For private side verifications , methods included customer visual inspections as well as visual inspections through excavations and routine activities 3 Ensuring Representative and Unbiased Data Explain how the project approach ensured representative or unbiased data The field verification sites described in Section 2 were selected at random from the population of unknown services , to ensure that the resulting data set used for statistical analysis is unbiased and representative of the population of unknowns with respect to important 3Pageattributes that correlate with service line material such as periods of construction , locations , and community demographics Private side and utility side unknowns were evaluated separately , resulting in separate sets of recommended field verifications for the private sides and the utility sides The modeling team confirmed that the recommended verification lists were representative of unknowns using a chi - squared test A chi - squared test assesses whether the observed distribution of data differs significantly from the expected distribution , which allows the representativeness of the data to be evaluated After the field verifications in described in Section 2 were completed by Johnston County , the modeling team tested the completed verification data set for the private side with a chi - squared test to confirm that these verifications are representative of unknowns After analyzing the completed verifications , it was determined that a representative sample of 399 field - verified service connections exists within the larger pool of 502 completed private side field verifications This representative sample exceeds the state’s minimum of 370 representative field verifications required based on 9,497 private side unknowns The maps in Appendix A illustrate that the representative sample of 399 services is spatially distributed across unknowns , and Figure 1 below show that periods of construction are proportionally represented Due to the random selection process , the proportions are not expected to be an exact match , but they are similar Figure 1 Percentage of private side field verifications in representative set vs unknowns by period of construction For the utility side , the population of 95 unknowns is much smaller than the private side Therefore , the representative nature of completed utility side field verifications was confirmed visually Figure 2 below shows periods of construction are proportionally represented in the utility side field verifications , with respect to unknowns Similar to the private side , the 4PagePage pageNumber5proportions are not an exact match because of the random selection process , but they are similar Additionally , Figures 3 and 4 in Appendix A show that utility side verifications are spatially distributed across utility side unknowns in the service area Figure 2 Percentage of utility side field verifications in representative set vs unknowns by period of construction Note There are unknowns where the property was constructed after 1990 because of the possibility that an older structure existed on the property prior to current construction and the underground services were reused 4 Treatment and Assessment of Historical Records Explain how the approach treats historical records , including the method used to assess reliability of historical records and the findings Trinnex does not use unverified historical records to inform statistical analysis or predictive modeling Trinnex uses only field verified service line materials to inform statistical analysis as well as to train and test predictive models This is standard practice across all of the utilities that Trinnex supports , including Johnston County During the field verifications described in Section 2 , Johnston County inspected several services with a non - lead designation from historical records or based on the installation date or service line diameter The non - lead designation was found to be accurate in all cases In other words , no lead or GRR was found during field investigation In accordance with the USEPA’s Guidance for Developing and Maintaining a Service Line Inventory August 2022 , Johnston County will continue to assess the reliability of historical records by inspecting service lines during their normal operations If differences are found , 5PagePage pageNumber6Johnston County will re - evaluate the record and the source of the record for its use with inventory categorizations 5 Galvanized Requiring Replacement Service Lines Explanation of how the project addressed galvanized requiring replacement In water systems that have galvanized services , an overall assumption of the modeling team is that if the customer side of the service line is currently galvanized and there is not adequate proof that the upstream material was never lead , the galvanized portion is defined as galvanized requiring replacement GRR If the only section of lead upstream was a gooseneck or was less than 2 feet , however , that portion can be called a connector and it does not count toward categorizing the customer side as GRR During the field verifications described in Section 2 , Johnston County identified four galvanized services lines on the private side However , these are not classified as GRR because they were never downstream of a lead service line In all four cases , the homes were constructed prior to the lead ban , but the utility’s mains were installed after the lead ban based on the as - built drawings Therefore , the utility sides of the service lines were installed after the lead ban and were never lead It was common practice in Johnston County to reuse some or all of the piping previously connected to private wells to connect to the public water service The former well piping is the likely source of the galvanized pipes on the private sides 6 Method to Assign Service Line Materials for Unknown Explanation of the method to assign service line materials for unknowns As described in Section 1 , Johnston County does not have any known lead services currently in the distribution system Four galvanized services were found on private sides but they do not merit GRR designations because there were never downstream of lead Since only non - lead services were found during field verifications , Johnston County is labeling the remaining 9,543 unknowns in the inventory as “ Non - Lead ” using a method of “ Statistical Analysis ” in accordance with the state’s guidance on statistical methods for inventory development 7 Full List of Service Line Materials A full listing of service lines and materials , noting the materials assigned using statistical methods If a model was used , provide a detailed listing of the model output , including the predicted likelihood of lead for each service line water system and customer owned and the resulting material assignments Refer to Appendix B for the full listing of service lines and materials 6PagePage pageNumber78 through 13 Because Johnston County is using a statistical method as opposed to a predictive model , items 8 through 13 of the State’s guidance are not applicable 14 Statement to the Public Statement on the likelihood of lead in the set of remaining unknowns Johnston County will share the following statement with the public “ With 95 confidence , we can conclude we have fewer than 1 of service lines of lead or galvanized requiring replacement materials ” 15 Next Steps Explanation of the next steps , including additional or ongoing work on the lead service line inventory After the initial inventory is submitted using the findings from the statistical method described in this document , Johnston County will continue to update the inventory as field verifications are performed over the course of normal operations As additional services are identified through those routine field verifications , Johnston County will continue to update the statement described in Section 14 which explains to the public the probability of remaining unknowns being non - lead This is assuming that Johnston County does not find any lead or GRR over the course of continued field investigation during normal operations If lead or GRR is found over the course of continued field investigation during normal operations , the modeling team would leverage a machine learning model to predict the probability of lead or GRR in remaining unknowns and guide additional targeted field investigations with the goal of finding other potential lead or GRR service lines Under this scenario , the statistical method would no longer be appropriate for classifying all remaining unknowns as “ Non -
