10 SECTION 8 - CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS 1 The Owner or Developer’s Engineer shall check , approve , and seal all construction drawings and shall complete all reports and fill out all permit and encroachment applications prior to submittal to the County The Engineer shall be dully licensed in North Carolina 2 Plans , specifications , and applications for the facilities must be submitted to the County Utility Department and approved in writing Plans shall include a vicinity map and the owner’s name and address Notwithstanding the County’s approval , the County accepts no liability or responsibility for any errors or omissions in the construction documents The Utility Department requires 2 sets of plans and specifications A review fee shall be charged and paid prior to County review 3 If the project will be a retail water customer of Johnston County , it is not necessary to submit plans and specifications to Public Water Supply Johnston County will issue the approval for the water distribution system plans and specifications Two copies of the permit application current permit used for Public Water Supply , an engineer’s report , and a fire flow certification must be submitted with the plans and specifications 4 Copies of the approved Division of Environmental Health construction permits projects to be provided water service by entities other than Johnston County , DWQ Non - Discharge permits , and Land Quality Division of sedimentation and soil erosion permit must be submitted to the County prior to beginning construction 5 An approved copy of any three - party DOT encroachment agreements must be submitted to the County prior to construction 6 If the proposed project disturbs more than one acre or creates more than 17,000 square feet of impervious area , a Stormwater Management Plan must be approved by Johnston County prior to any land disturbing activity 7 Easement , land instruments and plans that convey rights to the County upon completion of construction must be recorded prior to construction with copies provided to the County 8 A pre - construction conference shall be scheduled prior to the beginning of construction which shall be attended by the Owner or Developer , the Engineer , all Contractors , representatives of the County , and if applicable , representatives of local utility companies , the NC Department of Transportation , and NCDENR - Land Quality Division , and possibly others At the pre - construction conference a project schedule shall be provided to the County which shall be kept current and amended from time to time with submittals to the County CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS SECTION 8 - 1 2022 RevisionPageSECTION 8 - CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS 9 Any Contractor s performing utility construction must be a North Carolina Licensed Utility Contractor 10 The County’s approval of plans and technical specifications shall constitute approval for the County’s representative s to visit the project construction site at the convenience of the County to make inspections of the work in progress 11 The Owner’s Engineer shall conduct , as a minimum , periodic inspections during construction and shall provide copies of written inspection reports and memoranda to the County 12 Copies of the private entity’s daily inspection reports shall be submitted to the County along with copies of any construction testing results , eg soil compaction , concrete , asphalt , etc on a monthly basis 13 For pumping stations , meter vaults , generator systems , all materials , and other related equipment ; copies of shop drawings and certifications shall be submitted to the County Utility Department for approval contemporaneously with the private entity’s consulting engineer’s approval Three 3 sets of submittals are required with a minimum of 15 working days to review and approve Path study required in submittals 14 Two 2 copies of operation and maintenance manuals for pumping stations , meters , etc shall be submitted to the County prior to completion of construction and startup , one electronic , one hard copy 15 The Owner or Developer , or the Engineer shall report any deviations from the approved plans immediately to the County Any changes to the work or deviations shall be subject to the County’s approval 16 The Owner or Developer , or the Engineer shall be responsible for coordinating and scheduling all contractors ’ and subcontractors ’ work 17 Testing required during construction shall consist of at least the following • Pressure testing shall conform to the requirements of ANSI C600 • Water main pressure testing and allowable leakage testing • Water main bacteriological testing • Fire flow test s must be witnessed by the County • Sanitary sewer line and manhole infiltration exfiltration testing including air testing and vacuum testing , respectively • Sanitary sewer video – including laterals CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS SECTION 8 - 2 2022 RevisionPageSECTION 8 - CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS • Sanitary sewer line deflection testing PVC piping only • Force main pressure testing • Pump station wet well subgrade tests • Pump station and generator startup tests • All tests must be witnessed by a representative of the County and the Owner Developer’s Engineer 18 The County reserves the right to charge re - inspection fees for excessive failed pressure tests 19 The County’s representative shall be present for all start up and check out of pumping stations , master meters , and generator systems 20 The Owner or Developer’s Engineer shall perform a pre - final inspection upon completion of all work and shall prepare a pre - final remedial worklist Following completion of all work on the pre - final remedial worklist or punch list , a final inspection shall be scheduled which shall be conducted by the County in the presence of Owner Developer , Contractor s , and the Engineer Upon completion of all inspections , the Engineer shall submit a written certification that all work has been installed and complies with the approved plans and specifications The designated County Representative shall be notified a minimum of 24 hours in advance of each of the above events In the event the Owner Developer’s Engineer does not carry out adequate observation and inspections , the County reserves the right to deny acceptance of the completed utilities for ownership , operation , and maintenance 21 If during the process of routine inspection of improvements being installed under these rules , it is found that improper or substandard materials or construction methods are being used or if significant deviation from approved construction plans is detected , then the County may assign a special utility inspector to the project The inspector shall have authority to act on behalf of the County in checking all improvements for compliance with County standards He shall also have authority to halt any work not meeting County specifications Once assigned , an inspector shall perform a minimum of three 3 hours of on - site inspections per work day , and the cost of this inspection shall be charged by the County to the project owner at the actual cost of inspections 22 The County shall inspect the sub - base of all wet wells prior to setting the wet well base CERTIFICATIONS , SUBMITTALS , AND INSPECTIONS SECTION 8 - built drawings please see as - built requirements below and construction documentation of the utility , contractors ’ lien waivers , certification of construction cost , and field verification of all marker balls on pipelines before County will accept operation and maintenance responsibility and ownership Retail users shall not be provided service until the County accepts the facilities Field elevations on gravity sewer manholes inverts shall be included on “ as - built drawings Construction documentation shall include GPS coordinates for each utility attribute , including valves , hydrants , meters and master meters for water facilities , and manholes , valves , clean - outs , pump stations , etc for wastewater facilities Data shall be submitted in an electronic format compatible with the County’s CAD and GIS systems AutoCAD 2009 or previous versions Each feature must be a “ point ” feature No utilities shall be displayed as blocks Each point feature shall have attributes assigned per Johnston County’s data dictionary As -
