10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING JUNE 2 , 2025 - 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc Announcements from the Chairman Appointments from 10 00 AM Meeting Chairman Butch Lawter stated the Board utilized written ballots at the 10 00 am meeting for the Board of Equalization and Review , Johnston Community College Board of Trustees , Johnston County Jury Commission , Johnston - Lee - Harnett Community Action , Juvenile Crime Prevention Council , Library Board of Trustees and Local Emergency Planning Committee appointments Chairman Lawter stated the votes have been tallied and he announced the following appointment was made Board of Equalization and Review Dr Shiquita P Blue was appointed for a 4 year term Jeffrey Lee Franks was appointed to fill an unexpired term ending 06 30 2028 Johnston Community College Board of Trustees Lynn Ragsdale was reappointed Johnston County Jury Commission Thomas L Turnage was reappointed and granted a waiver in the length of service policy Johnston - Lee - Harnett Community Action Alexia Walker was appointed Juvenile Crime Prevention Council Representing General Public Jackie Holloman Lee , James L Spencer and Douglas Wayne Sorrell were reappointed Mr Sorrell was granted a waiver in the length of service policy Vonda Martin Jenkins was appointed Member of faith community Dr Takicey M Dunston was appointed Other nonprofit agency L’Bertrice Solomon was appointed Substance abuse professional Towanda C Garner was appointed Library Board of Trustees Martha Mills and Donna Daughtry were reappointed Local Emergency Planning Committee Steve Strickland Health , Todd Ramsey Environmental , Beth Stewart Media and Marie Rogers Community Groups were reappointed 1 Approval Discussion of Agenda - Agenda approved 2 Visit from Kamryn Hollowell , Miss North Carolina’s Teen 2024 Miss North Carolina Teen 2024 Kamryn Hollowell visited with the Board and spoke on her platform Page3 Public Comments - The were no public comments 4 Public Hearings Rezoning Conditional Use Requests After each rezoning case is heard , which is a legislative public hearing , the hearing will be recessed and the Board will render a decision CASE 21 - 07 MOD Request approved PETITION TO MODIFY SPECIAL USE PERMIT Petition to modify Special Use Permit for 101 acres located at 8817 Cleveland Road in McLemore Township zoned General Business - Special use District GB - SUD , to add catering , food prep , food sales and services , to previously allowed uses Tax ID 06F04004F Owner Carthouse Holdings , LLC Applicant Leisa Newby Requested amendment Add the following allowable uses Catering , food prep , food sales and services to the existing Special Use Permit 5 Proposed Road Name Change - Captain Drive Tabled from May 19 , 2025 The Board approved the name of Middle Branch Road A public hearing was held on May 19 , 2025 for proposed name changes of Bear Farm Road , a portion of Talton Farm Road , in the Wilson’s Mills - Selma areas of Johnston County Public Comments were received and the Board tabled the decision on the proposed name of Captain Drive for further consideration 6 Manager Reports and Comments - None 7 Board Reports and Comments Vice Chairman Patrick E Harris reminded everyone to keep the family of Marlon Lee in their thoughts and prayers Vice Chairman Harris also stated he appreciates staff and all the work that has been done on the budget Commissioner Mike Rose said the Board welcomes citizens to reach out to the Board with questions regarding the budget Commissioner Michelle Pace Davis thanked staff and the department heads for gathering information for the budget as this information helps the Board when making decisions Commissioner Ted G Godwin said over the years he has curtailed the trash alongside the roads Commissioner Godwin stated although he understands the observance for loved ones that have passed away by releasing balloons in their memory , 100 of the balloons end up being trash and are not biodegradable Commissioner Godwin said he hopes other ways could be shown to love and respect the memory of their loved ones instead of releasing balloons Commissioner Bill Stovall added not only are balloons trash , but they are also a hazard to wildlife and livestock in that they are swallowed , and the animals can choke on them Chairman RS “ Butch ” Lawter , Jr said the Board has received emails in the past regarding the release of balloons Chairman Lawter also reminded everyone of the public hearing on the budget th th held at the 10am meeting and there would be more opportunities on June 9 at 6 00 pm and June 16 at 6 00 pm to hear from the public Chairman Lawter stated the Board will now do the heavy lifting to get to a final budget while making sure taxpayers are not unduly burdened with taxes but also being provided the services they require Page
