10 ANNUAL PERFORMANCE REPORT FOR THE JOHNSTON COUNTY WASTEWATER TREATMENT FACILITIES PERIOD July 01 , 2007 TO June 30 , 2008 I General Information Facility Name s Johnston County Wastewater Treatment Facilities Responsible Entity Johnston County Contact Person s Timothy G Broome , PE or Haywood M Phthisic , III Address PO Box 2263 , Smithfield , NC 27577 Telephone # 9199895075 NPDES Permit # ’ s NC0030716 , NC0084735 , WQCS00060 , WQ0019631 and WQ0019632 The Central Johnston County Regional Wastewater Facilities Permits NC0030716 and WQCS00060 collect and treat wastewater from the towns of Smithfield , Selma Four Oaks , Wilson’s Mills , Pine Level , and Clayton County facilities also extend to and serve the East Clayton Industrial Park , the Cleveland community , NC 42 area east of the Neuse River , and the McGee’s Crossroads area The County operates and maintains a system of sewer line interceptors that extend through Smithfield to Selma Wastewater from Pine Level is pumped into this interceptor Wastewater from Four Oaks is transferred to the treatment facility through a series of force mains and interceptors involving three 3 pumping stations or can be directly pumped to Benson Each town is responsible for operating its own collection system Wastewater from the other areas identified above is pumped to the County’s treatment facility or the town of Clayton wastewater treatment facilities The treatment plant NPDES Permit # NC0030716 is located south of Smithfield The plant is a tertiary facility permitted to treat and discharge 70 million gallons per day to the Neuse River The plant treatment works consist of primary screening , activated sludge with biological nutrient removal , secondary clarification , denitrification filtration , and ultraviolet light disinfection Additionally , the plant stablizes and dewaters biological sludge for disposal in the County’s lined landfill facility In May , 2008 , Johnston County began an expansion project totaling 18 million dollars plant and sewer line improvements that will increase the plant capacity to 95 million gallons per day The County also treats process water NPDES Permit # NC0084735 from the County’s water filtration plant in Wilson’s Mills This facility consists of a surge decanting tank , solids thickener , and a fine solids polishing basin with the effluent dechlorinated prior to discharge to the Neuse River These processes are located on the water plant site PageII Performance During the period July 01 , 2007 through June 30 , 2008 , there were no violations for NPDES Permit # NC0030716 During the period July 01 , 2007 through June 30 , 2008 , the following sanitary sewer overflows occurred under Permit # WQCS00060 Date Location Spill Volume Cause 08 20 07 515 N Second Street 400,000 gallons Station controls failed 09 04 07 1500 Old Drug Store Road 3,750 gallons Pipe failure split 03 03 08 680 County Home Road 30,500 gallons Pipe failure split During the period July 01 , 2006 through June 30 , 2007 , all permit requirements of NPDES Permit # 0084735 were met or exceeded During the period July 01 , 2006 through June 30 , 2007 , all following violations occurred for of permits # WQ0019631 and # WQ0019632 02 18 08 WQ0019631 Correct permitted field areas Modifications submitted 02 18 08 WQ0019632 Piping identification inadequate Corrections completed 02 18 08 WQ0019632 Inadequate inspection program Corrections completed 02 18 08 WQ0019632 Inadequate education program Corrections completed III Notification This report is available at the Johnston County Department of Utilities located at 309 East Market Street in Smithfield , the County Manager’s office in the Court House Annex , and has been provided to the towns served by these facilities This report will be available on the County’s web site , wwwjohnstonnccom A public notice was printed in the Smithfield Herald notifying users of its availability PageIV Certification I certify under penalty of law that this report is complete and accurate to the best of my knowledge I further certify that this report has been made available to the users or customers of the named system and that those users have been notified of its availability Date Haywood M Phthisic , III Assistant DirectorPage
