10 ANNUALPERFORMANCEREPORTFORTHEJOHNSTONCOUNTY WASTEWATER TREATMENT FACILITIES PERIOD July 01 , 2018 TO June 30 , 2019 I General Information Facility Name s Johnston County Wastewater Treatment Facilities Responsible Entity Johnston County Contact Person s Chandra Farmer , PE or John D Wall Address PO Box 2263 , Smithfield , NC 27577 Telephone # 9199895075 NPDES Permit # s NC0030716 , NC0084735 , WQCS00060 and WQ0019632 The Central Johnston County Regional Wastewater Facilities Pe1mits NC0030716 and WQCS00060 collect and treat wastewater from the towns of Smithfield , Selma , Four Oaks , Wilsons Mills , Pine Level , and Clayton County facilities also extend to and serve the East Clayton Industrial Park , the Cleveland community , NC 42 area east of the Neuse River , and the McGees Crossroads area The County operates and maintains a system of sewer line interceptors that extend through Smithfield to Selma Wastewater from Pine Level is pumped into this interceptor Wastewater from Four Oaks is transferred to the treatment facility through a series of force mains and interceptors involving three 3 pumping stations or can be directly pumped to Benson Each town is responsible for operating its own collection system Wastewater from the others areas identified above is pumped to the Countys treatment facility or the Town of Clayton wastewater treatment facility The treatment plant NPDES Permit # NC0030716 is located south of Smithfield The plant is a tertiary facility permitted to treat and discharge 95 million gallons per day to the Neuse River The plant treatment works consist of primary screening , activated sludge with biological nutrient removal , secondary clarification , denitrification filtration , and ultraviolet light disinfection Additionally , the plant stabilizes and dewaters biological sludge for disposal in the Countys lined landfill facility The County also treats process water NPDES Permit # NC0084735 from the Countys water filtration plant in Wilsons Mills This facility consists of a surge decanting tanks , solids thickener , and fine solids polishing basins with the effluent dechlorinated prior to discharge to the Neuse River These processes are located on the water plant site PageII Performance During the period July 01 , 2018 through June 30 , 2019 NPDES Permit # NC0030716 , there were not permit violations During the period July 01 , 2018 through June 30 , 2019 , the following sanitary sewer overflows occurred under Permit # WQCS00060 Date Location Cause Spill Volume Date & Location Spill Volume Cause 9 14 18 Maycraft Station 1500 gallons Hurricane Florence 96 Hillsboro Rd Four Oaks 4500 gallons Hurricane Florence 9 14 18 748 Devils Racetrack Rd , Four Oaks 9 15 18 Four Oaks Station 69,000 gallons Hurricane Florence flooding 400 Fawnbrook Drive , Four Oaks and heavy rain , 9 16 18 Selma Station 339,000 gallons Hurricane Florence flooding 1457 West Noble Street , Selma and heavy rain 6 20 19 ARV manhole # 21 84,000 gallons Broke air release saddle 101 NC Hwy 210 , Smithfield During the period July 01 , 2018 through June 30 , 2019 , there were no violations for NPDES Permit # 0084735 During the period July 01 , 2018 through June 30 , 2019 , there were no violations for permit # WQ0019632 III Notification This report is available at the Johnston County Department of Utilities located at 309 East Market Street in Smithfield , the County Managers office in the Court House Annex , and has been provided to the towns served by these facilities This report will be available on the Countys web site , wwwjohnstonnccom A public notice was published in the Smithfield Herald notifying users of its availability IV Certification I certify under penalty of law that this report is complete and accurate to the best of my knowledge I further certify that this report has been made available to the users or customers of the named system and that those users have been notified of its availability Ci ~ L - two ats , Chandra Faimer , PE Public Utilities DirectorPage
