2026 fee schedules for the Behavioral , Preventive , and Environmental Health Divisions Standard changes were made for Preventive and Behavioral Health , where fees were increased or decreased based on the highest reimbursement allowed rounded to the highest dollar amount There were no fee changes for Environmental Health based on our comparison of 9 counties found listed on the attached spreadsheet The Board of Health recommended approval of the fee schedules at their April 22 , 2025 meeting See Behavioral Health , Preventive Health , and Environmental Health fee schedules F Juvenile Crime Prevention Council – Proposed Budget for Fiscal Year 2025 - 10 , 2025 as Public Service Recognition Week See proclamation 6 Public Hearing – Economic Development Incentive Grant - Clayton Commerce Center Project The Chairman of the Johnston County Board of Commissioners has called for a public hearing on Monday , May 5 , 2025 , at the 10 00 am regular meeting of the Johnston County Board of Commissioners held in the Commissioners ’ Meeting Room , Johnston County Courthouse , 207 E Johnston Street , Smithfield , NC 27577 The public hearing will begin immediately following the Public Comment section held at the beginning of the meeting 10 00 am , or as soon thereafter as possible The purpose of the public hearing is to receive public comment on a proposed economic development incentive grant for the Clayton Commerce Center Project A company proposes to develop and build at full build - out three Class A speculative buildings , totaling 382,880 + - square feet , to be used as industrial and shallow bay space off of Clayton Boulevard in the Clayton Township , Johnston County , North Carolina The company has proposed the development in Johnston County in exchange for certain economic incentives in the form of annual cash grants paid from general County funds not to exceed a five - year period beginning after required investments have been made The project will increase the tax base , stimulate the local economy , cause the creation of new jobs , encourage business and industry to locate in the County , and will promote business in the County Johnston County further proposes to participate in the cost of the economic development project through a lease of one newly constructed speculative building totaling approximately 221,761 square feet described above The Johnston County Board of Commissioners intend to pay up to twenty - five thousand and 00 100 dollars 25,00000 per month for a lease of the speculative building , for up to twenty - four months for a maximum total not to exceed six hundred thousand and 00 100 dollars 600,00000 to be paid with revenues from the Johnston County general fund The Company plans to build at full build - out 382,880 + - square feet of building worth approximately fifty - five million and 00 100 dollars 55,000,00000 The spec buildings will be used to entice new businesses to come to Johnston County or to expand existing business in Johnston County , for site visits and events , to market Johnston County as a whole , until it is sold or leased to an end user The Board of Commissioners will solicit public comment on the proposed incentives at the public hearing The Board of Commissioners will consider approval of incentives to the company in exchange for the company’s commitments to 1 plan , develop and build the facilities ; 2 cause to create new , permanent full - Chairperson April 28 , 2025 To Mrs Dana Cuddington , County Clerk From The Honorable Addie M Harris Rawls , JCPC Chairperson Re Programs Recommended for Funding 2025 - 2026 Fiscal Years Date April 28 , 2025 We are mandated by statute to recommend to the Board of County Commissioners funding for dispositional alternatives for sentencing juveniles who have been adjudicated delinquent or undisciplined Currently , it costs each individual county 12200 per day for a juvenile that is held in detention and the State 126,401 per year for each juvenile that is committed to a Youth Development Center , formerly known as training school Currently Johnston County has at least 1 committed in training school There are three levels of sanctions Level 1 includes community service , restitution , emergency home shelter and community - based programs that target changing the negative behavior of delinquent youth Level 2 sanctions include community service and restitution , structured day and other out of home placements Level 3 is commitment to training school We recommend funding for the following programs Johnston County Youth Services This program has several components The Structured Day Program is used for juveniles who have been short and long term suspended from school and are on juvenile probation This is a Level 2 sanction and is frequently used by the Court to prevent further delinquent behavior of youth suspended from the school system The actual cash money requested from the County is used to pay for the instructor in this program The State funds will not pay for an instructor and this program cannot exist without an instructor The next component is New Directions , which is a Guided Growth Program with a male group that meets twice a week and a female group that meets twice a week This program will address the needs of juveniles by providing mentors and counselors to deal with anger management , conflict resolution and problem solving The third component is Restoration Alternatives , a program that provides community service and restitution It is one of our most used programs and it provides restitution to victims of crimes The juveniles perform contract work for the citizens of Johnston County and the money paid is applied towards that juvenile’s court obligations The program coordinator of this program works on site with the juveniles and has limited part - time help Recommended Funding 234,699 , plus anticipated 65,494 in county funds for instructor and maintaining raise the age standards Page 39 of 64Page0Preparing To Soar Teen Court Teen Court provides an alternative to prosecution of youth between the ages of 11 - 17 Youth are sanctioned with constructive sentences by a jury of their peers This program trains volunteers as courtroom clerks , bailiffs , jurors , defense , and prosecuting attorneys Recommended Funding 87,540 , plus anticipated 37,980 in county funds to maintain operations st The 21 Century Village Passport to Success The Passport to Success Program is designed to equip students with the interpersonal skills necessary to interact positively with others The program focuses on helping youth deal with behavioral issues that may hinder successful school performance The program begins with targeting students needs , creating goals to translate needs into effective social behaviors , and ends with behavioral outcomes that improve their personal and academic growth Groups will meet 2 days per week for 16 weeks Recommended Funding 48,665 , plus anticipated 2,767 in county funds to maintain operations The Exchange To mentor , educate and empower minority students through culture awareness , education , and self -
