10 JOHNSTON COUNTY FIRE PROTECTION SERVICE DISTRICT STAFFING NEEDS AND COMPENSATION SUBCOMMITTEE February 4 , 2025 + The Johnston County Fire Protection Service District Staffing Needs and Compensation Subcommittee meeting was held on Tuesday , February 4 , 2025 at 8 30 am in the Johnston County Emergency Services EOC Present Barry Stanley , Alan Johnson , Stacey Turner , Larry Hodge Also Present Director Kevin Hubbard Johnston County Emergency Services , Deputy Director Josh Holloman Johnston County Emergency Services , Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Devin Creech Johnston County Admin Assistant 1 Meeting Called to Order Barry Stanley called the meeting to order at 8 36 am Ryan Parker opened the meeting with a prayer 2 Approval Discussion of Agenda Upon a motion by Larry Hodge , seconded by Alan Johnson , and unanimously approved by Staffing Needs and Compensation Subcommittee members Barry Stanley and Stacey Turner , the agenda was adopted 3 Approval Discussion of Minutes A motion to approve and adopt the minutes of the January 7 , 2025 , Staffing Needs and Compensation meeting was made by Stacey Turner , seconded by Alan Johnson , and unanimously approved by Subcommittee members Barry Stanley and Larry Hodge Page4 Discussion on Staffing Policy Proposal Jordan Piper presented a draft of the strategic plan for Fire Service Minimum Staffing , which was recommended as an alternative to a policy The plan is intended for departments to build upon incrementally , and in turn , will assist with budget planning , as funding will be a concern for some departments in meeting all of the goals The strategic plan will also consider factors that will be reviewed in the fire station study , such as compliant sleeping quarters and mutual aid layers Director Kevin Hubbard recommended adding or equivalent to the personnel listed in the plan to allow for flexibility Jordan will also include the previously recommended ERF , expand on ERFs for other incident categories , and elaborate in section 1C on the criteria used for selecting the call number amounts , based on data obtained , noting that few departments receive 800 calls per year 5 Staff Updates + Jordan Piper shared updated Pay Scale data as of January 2025 , which he will also share with the chiefs Jordan shared the Freedom and ESO Training Video was sent January 23 , 2025 , and will check with 911 communications to see how many Freedom licences have been requested Ryan Parker would like to track denied purchase requests from towns 6 Committee Member Comments There were no committee member comments There being no further business , Larry Hodge moved to adjourn , Alan Johnson seconded the motion , which was unanimously carried by Staffing Needs and Compensation Subcommittee members Barry Stanley and Stacey Turner The meeting adjourned at 9 34 Page
