10 JOHNSTON COUNTY FIRE PROTECTION SERVICE DISTRICT STAFFING NEEDS AND COMPENSATION SUBCOMMITTEE December 3 , 2024 + The Johnston County Fire Protection Service District Staffing Needs and Compensation Subcommittee meeting was held on Monday , December 3 , 2024 at 8 30 am in the Johnston County Emergency Services JCES 911 Training room Present Chairman Jeremey Daughtry , Barry Stanley , Brannan Barbee , Stacey Turner , Larry Hodge , Joey Creech , Joseph Radford Also Present Director Kevin Hubbard Johnston County Emergency Services , Deputy Director Josh Holloman Johnston County Emergency Services , Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Devin Creech Johnston County Admin Assistant 1 Meeting Called to Order Chairman Jeremey Daughtry called the meeting to order at 8 35 am Jordan Piper opened the meeting with a prayer 2 Approval Discussion of Agenda Upon a motion by Joseph Radford , seconded by Larry Hodge , and carried unanimously by the staffing needs and compensation subcommittee members Chairman Jeremey Daughtry , Barry Stanley , Brannan Barbee , the Board approved the presented agenda 3 Approval Discussion of Minutes A motion to approve and adopt the minutes of the November 4 , 2024 Staffing Needs and Compensation meeting was made by Brannan Barbee , seconded by Joseph Radford , and carried unanimously by the subcommittee members Chairman Jeremey Daughtry , Barry Stanley , and Larry Hodge Page4 Discussion of tablet data and training video Jordan Piper reviewed the countys tablet data and identified that 27 apparatus , service vehicles , engines , and tankers , currently do not have tablets The maximum number of tablets any one agency will need to purchase is four Jordan is still in the process of developing the training video Chairman Jeremy Daughtry discussed the departments tablet purchases and the plan for implementation Motion was made by Stacey Turner that departments purchase their own tablets for service vehicles , engines , and tankers that do not have them , seconded by Joseph Radford , and carried unanimously by the subcommittee members Chairman Jeremey Daughtry , Barry Stanley , Larry Hodge , and Joey Creech A motion to include in the recommendation to be sent to the Fire Commission Board that implementation , training , purchase , installation and use of tablets be completed by March 1 , 2025 , was made by Larry Hodge , seconded by Brannan Barbee , and carried unanimously by subcommittee members Chairman Jeremey Daughtry , Barry Stanley , Stacey Turner , Joseph Radford , and Joey Creech The first audit for tablet data will be April 1 , 2025 5 Discussion proposal for minimum staffing compensation Chairman Jeremy Daughtry next shared that the Fire Commission wanted objectives for the subcommittee and opened the floor for discussion on full - time staffing , part - time staffing , pay increases , volunteer incentives pay per call , employee benefits , and the recommended implementation date The Staffing Needs and Compensation subcommittee had an in - depth conversation on compensation and related topics The subcommittee asked county staff to compile the current part - time staffing levels , based on driver level qualifications , and for 50 hours a week for each department , and to calculate the total cost for each department It was requested that county staff redistribute the current county pay scale survey to gather January 2025 pay , along with a survey on benefits offered , and a survey on compensation for the positions of Chief , Assistant Chief , and Battalion Chief , for full - time staffing discussion The subcommittee recommended presenting to the Fire Commission a minimum pay rate for part - time staffing as follows ? 18 per hour for Firefighter ? 20 per hour for Driver ? 22 per hour for Captain A motion to approve this recommendation was made by Larry Hodge , seconded by Joseph Radford , and carried unanimously by the subcommittee members Chairman Jeremey Daughtry , Barry Stanley , Stacey Turner , Brannan Barbee , and Joey Creech PageThe subcommittee recommended presenting to the Fire Commission the requirements for positions as follows ? Firefighter must have Firefighter certification and EMR EMT , ? Driver must have Driver Operator EVD , Driver Operator Pumps , Firefighter , EMR EMT depending on what department is operating under , and Class B license , ? Captain must have Fire Officer 1 and Fire Instructor 1 A motion to approve this recommendation was made by Joseph Radford , seconded by Larry Hodge , and carried unanimously by the subcommittee members Chairman Jeremey Daughtry , Barry Stanley , Stacey Turner , and Joey Creech 6 Staff Updates There were no staff updates 7 Committee Member Comments There were no committee member comments There being no further business , Joseph Radford moved to adjourn , Barry Stanley seconded the motion , which was carried by unanimous vote The meeting adjourned at 10 18 Page
