10 JOHNSTON COUNTY FIRE PROTECTION SERVICE DISTRICT APPARATUS AND FUTURE NEEDS SUBCOMMITTEE March 5 , 2025 The Johnston County Fire Protection Service District Apparatus and Future Needs Subcommittee meeting was held on Wednesday , March 5 , 2025 at 8 30 am in the Johnston County Emergency Services JCES 911 Training Room Present Chairman Larry Hodge , Jerry Holland , Zack Howell , Trent Lassiter , Joey Creech , Joseph Radford , Chuck Alford , Chad Stephenson Also Present Director Kevin Hubbard Johnston County Emergency Services , Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Devin Creech Johnston County Admin Assistant , Fire Commission Chairman Chris Ellington 1 Meeting Called to Order Chairman Larry Hodge called the meeting to order at 8 35 am Ryan Parker opened the meeting with prayer 2 Approval Discussion of Agenda A motion to approve the agenda was made by Jerry Holland , seconded by Joey Creech , and unanimously carried by the Apparatus and Future Needs subcommittee members 3 Approval Discussion of Minutes Upon a motion by Joseph Radford , seconded by Joey Creech , and unanimously carried by the subcommittee members , the minutes from the February 5 , 2025 , Apparatus and Future Needs subcommittee were approved Page4 Discussion of Apparatus Replacement Policy and Plan Chairman Larry Hodge shared that he and Jordan Piper have been reviewing the data to identify which apparatus are 25 years old and do not have a replacement plan The subcommittee decided that , for these apparatus , the group should email the individual departments with questions to gather more insight and prioritize replacements The questions were decided as follows ? Is there a truck on order to replace the following apparatus ? What is the plan for the apparatus that are currently in the process of being replaced Sell donate , reserve status , undetermined ? What is the specific use of this apparatus Ex It may be identified as Engine 1 but functions as a tanker ? Given the age of the apparatus and with consideration of your departments current operations should this apparatus be replaced , could this apparatus be replaced , or the apparatus is not specifically in need of being replaced + ? Is there a current plan for replacement of the apparatus and if so , is funding available in your current budget to purchase the apparatus or will a funding increase be needed This is to include any apparatus already on order that will be replacing the apparatus The subcommittee reviewed the draft Apparatus Replacement Strategic Plan , including the grading metric The group weighed options such as budgeting , prioritizing apparatus , reserve apparatus , establishing a common apparatus specification for base pricing , and possibly regional response 5 Staff Comments Ryan Parker stated he is continuing to work with GIS to have a deployment analysis for the next meeting 6 Committee Member Comments Fire Commission Chairman Chris Ellington appreciated the opportunity to see where the subcommittee is at , and thanked them for their time and hard work There being no further business , Joseph Raford made a motion to adjourn , seconded by Jerry Holland The motion was carried unanimously , and the meeting adjourned at 9 58 am Page
