10 JOHNSTON COUNTY FIRE PROTECTION SERVICE DISTRICT APPARATUS AND FUTURE NEEDS SUBCOMMITTEE February 5 , 2025 The Johnston County Fire Protection Service District Apparatus and Future Needs Subcommittee meeting was held on Wednesday , February 5 , 2025 at 8 30 am in the Johnston County Emergency Services Admin Conference Room Present Chairman Larry Hodge , Jerry Holland , Zack Howell , Trent Lassiter , Joey Creech , Joseph Radford , Chuck Alford , Chad Stephenson Also Present Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Devin Creech Johnston County Admin Assistant 1 Meeting Called to Order Chairman Larry Hodge called the meeting to order at 8 33 am Jordan Piper opened the meeting with prayer 2 Approval Discussion of Agenda A motion to approve the agenda was made by Joseph Radford , seconded by Jerry Holland , and unanimously carried by the Apparatus and Future Needs subcommittee members , Chairman Larry Hodge , Chuck Alford , Joey Creech , Zack Howell , and Trent Lassiter 3 Approval Discussion of Minutes Upon a motion by Joseph Radford , seconded by Zack Howell , and unanimously carried by the subcommittee members , Chairman Larry Hodge , Chuck Alford , Joey Creech , Jerry Holland , and Trent Lassiter , the minutes from the January 8 , 2025 , Apparatus and Future Needs subcommittee were approved Page4 Discussion of Apparatus Replacement Policy and Plan Jordan Piper presented the apparatus data spreadsheet , which included a proposed grading metric that had been previously shared with the subcommittee The subcommittee began reviewing all apparatus over 30 years old , and decided to remove those that are in the process of being replaced They next discussed a replacement plan that would incorporate the apparatus grading metric as the next step The subcommittee decided to revisit and update the category list , based on how departments operate the apparatus The strategic plan will primarily focus on addressing immediate needs , while also considering emergency situations , and planning for county reserve stock trucks that departments may utilize excluding towns Additionally , apparatus maintenance costs will now include the rolling cost of maintenance from the date of purchase Ryan Parker shared that the deployment analysis currently being developed will provide a visual representation of apparatus needs in the county The subcommittee emphasized the importance of testimonies from departments and advocated for clear communication regarding the overarching goal of the plan 5 Staff Comments There were no staff comments 6 Committee Member Comments There were no comments from committee members There being no further business , Joseph Raford made a motion to adjourn , seconded by Jerry Holland The motion was carried unanimously , and the meeting adjourned at 9 57 am Page
