10 JOHNSTON COUNTY FIRE PROTECTION SERVICE DISTRICT APPARATUS AND FUTURE NEEDS SUBCOMMITTEE January 8 , 2025 + The Johnston County Fire Protection Service District Apparatus and Future Needs Subcommittee meeting was held on Wednesday , January 8 , 2025 at 8 30 am in the Johnston County Emergency Services JCES 911 Training room Present Chairman Larry Hodge , Jerry Holland , Chad Stephenson , Zack Howell , Trent Lassiter Also Present Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Devin Creech Johnston County Admin Assistant 1 Meeting Called to Order Chairman Larry Hodge called the meeting to order at 8 40 am Jordan Piper opened the meeting with prayer 2 Approval Discussion of Agenda A motion to approve the agenda was made by Jerry Holland , seconded by Zack Howell , and unanimously carried by the Apparatus and Future Needs subcommittee members , Chairman Larry Hodge , Chad Stephenson , and Trent Lassiter 3 Approval Discussion of Minutes Upon a motion by Jerry Holland , seconded by Zack Howell , and unanimously carried by the subcommittee members , Chairman Larry Hodge , Chad Stephenson , and Trent Lassiter , the minutes from the December 4 , 2024 , Apparatus and Future Needs subcommittee were approved Page4 Discussion of Apparatus Replacement Policy and Plan Chairman Larry Hodge presented an example spreadsheet that compared a select few apparatus using multiple grading metrics The subcommittee reviewed numerous apparatus under various conditions , utilizing data collected from all departments across the county The following formula was proposed by the subcommittee , categorizing priority apparatus based on age into three groups 1 30 + years , 2 20 – 30 years , and 3 under 20 years Proposed Age Points Age of Truck in Years 2 Mileage Points Miles 15,000 Hours Points Engine Hours 500 Cost Points 0 - 10,000 1 Point 10,001 - 20,000 2 Points 20,001 - 30,000 3 Points 30,001 - 40,000 4 Points 40,001 - 50,000 5 Points 50,001 - 60,000 6 Points 60,001 - 70,000 7 Points 70,001 - 80,000 8 Points 80,001 - 100,000 9 Points gt; 100,000 10 Points 5 Staff Comments Ryan Parker is working with the Johnston County GIS team to conduct a deployment analysis including routes for the Station Study Jordan Piper shared that a training video on using Freedom with tablets on apparatus will be sent to all fire departments soon Page6 Committee Member Comments There were no comments from committee members There being no further business , Jerry Holland made a motion to adjourn , second by Zack Howell The motion was carried unanimously by subcommittee members Chairman Larry Hodge and Chad Stephenson The meeting adjourned at 10 07 am Page
