10 JOHNSTON COUNTY FIRE PROTECTION SERVICE DISTRICT APPARATUS AND FUTURE NEEDS SUBCOMMITTEE December 4 , 2024 + The Johnston County Fire Protection Service District Apparatus and Future Needs Subcommittee meeting was held on Wednesday , December 4 , 2024 at 8 30 am in the Johnston County Emergency Services JCES 911 Training room Present Chairman Larry Hodge , Jerry Holland , Joey Creech , Chad Stephenson , Joseph Radford , Chuck Alford , Zack Howell Also Present Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Devin Creech Johnston County Admin Assistant 1 Meeting Called to Order Chairman Larry Hodge called the meeting to order at 8 33 am Ryan Parker opened the meeting with prayer 2 Approval Discussion of Agenda Chairman Larry Hodge opened the floor for discussion on the agenda Ryan Parker requested a motion to move Staff Updates to the third discussion item , Jerry Holland seconded the motion Joseph Radford made a motion to approve the revised agenda , and Jerry Holland seconded the motion 3 Staff Updates Ryan Parker thanked the group for their prompt work on the Apparatus Request Policy Ryan further explained Johnston County Fire Marshal Division’s role with the subcommittee and detailed the emphasis of the subcommittee with County Officials The adopted Apparatus Request Policy will be distributed to Fire Chiefs and Fire Chief Officers in Johnston County Page4 Approval Discussion Minutes A motion to approve and adopt the minutes of the October 30 , 2024 , and November 12 , 2024 , Apparatus and Future Needs meetings was made by Joseph Radford , seconded by Jerry Holland , and carried unanimously by subcommittee members Chairman Larry Hodge , Joey Creech , Chad Stephenson , Zack Howell , and Chuck Alford 5 Discussion of Apparatus Replacement Policy and Plan Chairman Larry Hodge stated that the Fire Commission Board expected the subcommittee to create an Apparatus Replacement Plan in conjunction with a policy to replace the Apparatus Request Policy Jordan Piper shared Wake County’s Apparatus Replacement Score to review The subcommittee had an in - depth discussion on options and considerations while weighing points of discussion such as existing department apparatus replacement plans , ISO ratings , spare fleets , deployment analysis , reserve and specialty apparatus , staffing , etc Jordan Piper will be sending the group the current apparatus fleet inventory throughout the county The subcommittee decided to study the additional apparatus data , consider scoring matrices , and possibly create three different models before further determining an Apparatus Replacement Plan 6 Committee Member Comments There were no comments from committee members There being no further business , Chairman Larry Hodge requested a motion to adjourn Joseph Radford made the motion , which was seconded by Jerry Holland The motion was carried unanimously by subcommittee members Chairman Larry Hodge , Joey Creech , Chad Stephenson , Chuck Alford , Zack Howell , and the meeting adjourned at 9 58 am Page
