10 JOHNSTON COUNTY FIRE COMMISSION February 13 , 2025 The Johnston County Fire Commission meeting was held on Thursday , February 13 , 2025 at 3 00 pm in the Johnston County Emergency Services EOC room Present Commissioner Patrick Harris , Chairman Chris Ellington , Vice Chairman Barry Stanley , Kendall Hocutt , Jeremey Daughtry , Alan Johnson , John Beasley , Chad Ward Also Present Director Kevin Hubbard Johnston County Emergency Services , Deputy Director Josh Holloman Johnston County Emergency Services , Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Jennifer Slusser Johnston County Attorney , Devin Creech Johnston County Admin Assistant , Jocelyn Andrews Johnston County Tax Administrator , Jenny Bryan Johnston County Tax Computer Analyst , David Ranes Clayton Fire Chief , Chad Stephenson Clayton Fire Deputy Chief , Stacey Turner Clayton Fire Deputy Chief 1 Meeting Called to Order Chairman Chris Ellington called the meeting to order at 3 08 pm Jeremey Daughtry opened the meeting with a prayer 2 Approval Discussion of Agenda Upon a motion by Jeremey Daughtry , seconded by John Beasley , and carried by unanimous vote by the board members Chairman Chris Ellington , Kendall Hocutt , and Chad Ward , the agenda was approved as presented Page3 Approval Discussion of Minutes A motion to approve the minutes from the January 21 , 2025 Fire Commission meeting was made by Jeremey Daughtry , seconded by Kendall Hocutt , and carried unanimously by board members Chairman Chris Ellington , John Beasley , and Chad Ward 4 Public Comments There were no public comments 5 Subcommittee Updates a Cost Share Jordan Piper gave an update on the Cost Share subcommittee , mentioning that they are working on a strategic plan This plan will include the formula for the total cost of fire protection services shared between the county and town , and they expect to have it ready for presentation in two weeks b Apparatus and Future Needs Apparatus and Future Needs Chairman , Larry Hodge , gave an overview of the calculation formula being developed by the subcommittee to rank apparatus replacement He also mentioned that they will present a plan outlining how to address these needs c Staffing Needs and Compensation Staffing Needs and Compensation Chairman , Jeremey Daughtry , provided an update on last week’s meeting and shared that Jordan Piper is working on a strategic plan with three different staffing proposals addressing the needs of all departments A complete draft will be presented at the next meeting 6 Matrix Supplemental Funding Clayton Fire Chief , David Ranes , shared a presentation on the technical rescue services provided by Clayton Fire Department He outlined the costs associated with these programs , including startup expenses , the need for qualified personnel , specialized equipment , plus cost for replacing equipment if needed The board proposed looking further into the rescue services across the county , considering where resources are most needed , and determining where to allocate them to better service the county This would be best accomplished in a work session of the commission , where they could review rescue services and other priority topics Page7 Fire Protection Service District Budget Presentation Ryan Parker next welcomed Johnston County Tax Administration staff , Tax Administrator Jocelyn Andrews and Tax Computer Analyst Jenny Bryan , to provide insight on the prep and roll out next year’s budget Jocelyn gave a presentation on the county’s tax timeline , providing a brief overview of how property valuations are determined , as well as explaining why numbers should not be used until finalized , due to constant factors changing , such as the appeals process Deputy County Manager Finance Director , Chad McLamb , was in attendance and advised departments to continue budgeting as they have in the past , and to include their future needs 8 Staff Comments Ryan Parker gave an update on the Station Study RFP Request for Proposal , which was released February 3 , 2025 The evaluation period will take place in March , and the contract award date is set for April 7 , 2025 Jordan Piper presented a collection of data from the county fire service covering the past five years The data included the number of response calls over the five years , 2024 response time averages , and staffing levels as of June , 2024 This presentation will be sent to fire chiefs in the county 9 Committee Member Comments Fire Commissioner Patrick Harris thanked everyone for their time and dedication to the Fire Commission Board Barry Stanley shared they have learned a great deal over the past few weeks while visiting departments in the county and listening to their opinions , he plans to present this information soon There being no further business , Jeremey Daughtry moved to adjourn The motion was seconded by John Beasley and was carried unanimously by the Fire
