10 DRAFT MINUTES JOHNSTON COUNTY FIRE COMMISSION January 21 , 2025 + The Johnston County Fire Commission meeting was held on Tuesday , January 21 , 2025 at 3 00 pm in the Johnston County Emergency Services JCES 911 Training room Present Commissioner Patrick Harris , Chairman Chris Ellington , Vice Chairman Barry Stanley , Kendall Hocutt , Jeremey Daughtry , Alan Johnson , John Beasley Absent Chad Ward Also Present Director Kevin Hubbard Johnston County Emergency Services , Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Jennifer Slusser Johnston County Attorney , Devin Creech Johnston County Admin Assistant 1 Meeting Called to Order Chairman Chris Ellington called the meeting to order at 3 02 pm Jeremey Daughtry opened the meeting with a prayer 2 Approval Discussion of Agenda Upon a motion by Vice Chair Barry Stanley , seconded by Alan Johnson , and carried by unanimous vote of the board members Chairman Chris Ellington , Jeremey Daughtry , Kendall Hocutt , and John Beasley , the agenda was approved as presented 3 Approval Discussion of Minutes A motion to approve the minutes from the December 12 , 2024 Fire Commission meeting was made by Jeremey Daughtry , seconded by John Beasley , and carried unanimously by board members Chairman Chris Ellington , Barry Stanley , Kendall Hocutt , and Alan Johnson Page4 Public Comments There were no public comments 5 Subcommittee Updates a Cost Share Cost Share Subcommittee Chairman Barry Stanley shared that he and Jordan Piper were working together on a policy The January 23 , 2025 meeting was canceled due to weather b Apparatus and Future Needs Jordan Piper shared that he was preparing a spreadsheet to rate apparatus throughout the county , based on discussions within the subcommittee and by weighing different scenarios c Staffing Needs and Compensation Staffing Needs and Compensation Chairman Jeremey Daughtry opened the conversation on how to present recommendations to the Fire Commission board Jeremey suggested that the Staffing Needs and Compensation subcommittee should first focus on developing a strategic plan to have ready by the February meeting Jordan Piper updated the board that the tablet training video is ready to be sent to the fire departments in the county for the implementation of the purchase , installation of necessary tablets , and training by March 1st A motion was made by Kendall Hocutt to move forward with emailing the training video , recommending that iPads be placed on certain apparatus as designated by the Fire Marshals division , to collect data for staffing and times Barry Stanley seconded the motion , which was carried unanimously by chairman Chris Ellington , Jeremey Daughtry , Alan Johnson , and John Beasley 6 RFP Station Study Fire Marshal Ryan Parker updated the board on the process of the RFP for the station study Once approved by the Johnston County attorney , it will be sent to the finance department 7 Matrix Supplemental Funding It was recommended by the Johnston County Fire Marshal division to invite the County Finance Division and County Tax Administrator Jocelyn Andrews to the next meeting to speak on the future of the budget process Page8 Fire Protection Service District Budget Presentation The County Finance Division and County Tax Administrator Jocelyn Andrews will speak on this at the next meeting Chairman Chris Ellington mentioned that minimum maximum fund balances and a plan for big expenses should be addressed in the future 9 Staff Comments Director Kevin Hubbard and Fire Marshal Ryan Parker staff thanked the board for their work Jordan Piper stated he will present 2024 end of year call data at the next meeting 10 Committee Member Comments Barry Stanley , Alan Johnson , and Kendall Hocutt plan to meet with departments in the county to gather common questions for the board Chairman Chris Ellington reflected on the good progress the board has made Commission Patrick Harris expressed appreciation for the good communication demonstrated by the board There being no further business , Barry Stanley moved to adjourn The motion was seconded by Jeremey Daughtry and was carried unanimously by the board members Chairman Chris Ellington , Alan Johnson , Kendall Hocutt , and John Beasley The meeting adjourned at 3 54 pm Page
