10 JOHNSTON COUNTY FIRE COMMISSION December 12 , 2024 The Johnston County Fire Commission meeting was held on Thursday , December 12 , 2024 at 3 00 pm in the Johnston County Emergency Services EOC room Present Commissioner Patrick Harris , Chairman Chris Ellington , Vice Chairman Barry Stanley , Kendall Hocutt , Jeremey Daughtry , Chad Ward , Alan Johnson , John Beasley Also Present Director Kevin Hubbard Johnston County Emergency Services , Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Jennifer Slusser Johnston County Attorney , Devin Creech Johnston County Admin Assistant , Adam Stanley Princeton Fire Chief , Mike Winslow Johnston County - NC Forest Service 1 Meeting Called to Order Chairman Chris Ellington called the meeting to order at 3 00 pm Jeremey Daughtry opened the meeting with a prayer 2 Approval Discussion of Agenda Chairman Chris Ellington presented the agenda and recommended adding Public Comments as line item 4 , and correcting line item 5 to read ‘ RFP Station Study ’ John Beasley made a motion to approve the agenda with the recommended changes Chad Ward seconded the motion , which was carried unanimously by the board 3 Approval Discussion of Minutes A motion to approve and adopt the minutes of the November 14 , 2024 Fire Commission meeting was made by Kendall Hocutt Chad Ward seconded the motion , which was carried unanimously by the board A motion to approve and adopt the minutes of the November 25 , 2024 Fire Commission meeting was made by Jeremey Daughtry Alan Johnson seconded the motion , which was carried unanimously Page4 Public Comments Mike Winslow , with the Johnston County branch of the NC Forest Service , approached the board with concerns regarding aviation PPE and UTV for terrain access Commissioner Patrick Harris advised that those concerns would need to be addressed to the Johnston County Board of Commissioners 5 Subcommittee Updates a Cost Share Cost Share Subcommittee Chairman Barry Stanley gave an update on the decisions the group was continuing to work on b Apparatus and Future Needs Jordan Piper spoke on the Apparatus and Future Needs Subcommittee’s next steps for drafting a recommended Apparatus Replacement Plan , outlining the anticipated completion date of March 1 and key factors to be considered in the development of the plan c Staffing Needs and Compensation Staffing Needs and Compensation Subcommittee Chairman Jeremey Daughtry presented formal recommendations the group has made , which included ? Fire departments will purchase their required tablets , with implementation , training , purchase , installation , and use of the tablets to be completed by March 1 , 2025 ? Minimum pay rate for part - time staffing as follows ? 18 per hour for Firefighter ? 20 per hour for Driver ? 22 per hour for Captain ? Requirements for part - time positions as follows ? Firefighter must have Firefighter certification and EMR EMT , ? Driver must have Driver Operator EVD , Driver Operator Pumps , Firefighter , EMR EMT depending on what department is operating under , and Class B license ? Captain must have Fire Officer 1 and Fire Instructor 1 Jordan also shared that the training video for using tablets to capture accurate data will be sent out by the beginning of 2025 Additionally , 911 Communications confirmed that there are enough Freedom licenses available The Fire Commission asked that the Staffing Needs and Compensation subcommittee’s recommendations be packaged into a policy and presented County staff will be resending the 2025 Johnston County Pay Scale Data survey to accommodate the January 1 , 2025 pay adjustments Page6 RFP Station Study Fire Marshal Ryan Parker presented the RFP for a Comprehensive Study for Needed Fire Station Locations in Johnston County , NC Ryan asked that all comments be submitted by December 31st 7 Matrix Supplemental Funding The Fire Commission reviewed each category of the Funding Matrix and had a lengthy discussion It was decided to hold off until they could view upcoming revaluation , as well as the Staffing Needs and Compensation subcommittee evaluating FTE equivalents 8 Fire Protection Service District Budget Presentation As of now , the Board of Commissioners is still working on what the next steps will be 9 Staff Comments Johnston County Emergency Services Director Kevin Hubbard announced that he will be retiring on April 1 , 2025 10 Committee Member Comments Jeremey Daughtry encouraged departments to communicate the current progress the Fire Commission has made There being no further business , Jeremey Daughtry moved to adjourn Kendall Hocutt seconded the motion , and carried by unanimous vote The meeting adjourned at 4 43 pm Page
