10 + JOHNSTONCOUNTY FIRECOMMISSION November 14 , 2024 The Johnston County Fire Commission meeting was held on Thursday , November 14 , 2024 at 3 00 pm in the Johnston County Emergency Services EOC room Present Commissioner Patrick Harris , Chairman Chris Ellington , Vice Chairman Barry Stanley , Kendall Hocutt , Chad Ward , John Beasley Absent Jeremey Daughtry , Alan Johnson Also Present Director Kevin Hubbard Johnston County Emergency Services , Ryan Parker Johnston County Fire Marshal , Jordan Piper Johnston County Deputy Fire Marshal , Jennifer Slusser Johnston County Attorney , Devin Creech Johnston County Admin Assistant , Paul Whitehurst Kenly Fire Chief , Larry Hodge Bethany Assistant Fire Chief 1 Meeting Called to Order Chairman Chris Ellington called the meeting to order at 3 00 pm The meeting began with a prayer , followed by Jordan Piper leading the Pledge of Allegiance to the American Flag 2 Approval Discussion of Agenda Upon a motion by Kendall Hocutt , seconded by Chad Ward , and carried by unanimous vote of the board members Chairman Chris Ellington , Barry Stanley , and John Beasley , the agenda was approved as presented 3 Approval Discussion of Minutes from previous meeting A motion to approve and adopt the minutes of the October 10 , 2024 Regular Fire Commission Meeting was made by Chad Ward , and seconded by Barry Stanley , carried unanimously by the board members Chairman Chris Ellington , Kendall Hocutt , and John Beasley Page+ 4 Public Comments There were no public comments 5 Old Business a AddLarryHodge toApparatusandFutureNeedsSubcommittee Chairman Chris Ellington appointed Chief Larry Hodge to the Apparatus and Future Needs subcommittee 6 NewBusiness Vice Chairman Barry Stanley provided an update on the Cost Share subcommittee , noting that model three remains the planned formula , with a phase - in plan over five years On Thursday , November 21 , 2024 the subcommittee will meet with the Wake County Fire Marshal Division to further research cost share structures for stations and apparatus The goal is to present a formal recommendation to the Fire Commission by the beginning of 2025 Jordan gave the report on the Staffing Needs and Compensation Subcommittee’s latest meeting , stating that it voted to approve a recommendation for the formal first - due response to consist of four personnel within nine minutes , with a total Effective Response Force of fifteen personnel within fourteen minutes , involving a 2,000 sq ft structure with a hydrant within 1,000 feet ; and a 2,000 sq ft structure water haul operations would include the former personnel listed plus two at fill site , two at dump site , and one driver operator for a total ERF of 20 personnel in the same timeframe It was discussed that this would be the recommendation until the county is able to gather accurate data from the purchase of additional iPads for apparatus and rolling out a training video on use of the freedom app on the device The video training will educate members on the how and why of tracking actual dispatch and arrival times Chairman Larry Hodge of the Apparatus and Future Needs Subcommittee announced that an Apparatus Request Policy was voted on and approved , which he presented to the Fire Commission This is an interim policy that is intended to resume requests for apparatus , which are currently paused In the future , it will evolve into an apparatus replacement plan policy Two departments are awaiting approval of the Apparatus Request Policy and have met the requirements outlined in the policy These two requests can be presented at the December Board of Commissioners meeting Vice Chairman Barry Stanley wanted to confirm that if county staff denied a request from a chief , the recommendation would still be presented to the Board of Commissioners Jordan added that county staff would mention this in the discussionPage+ with the chief once the decision is made Upon a motion by Vice Chairman Barry Stanley , seconded by Kendall Hocutt and carried unanimously by the board members Chairman Chris Ellington , Chad Ward , and John Beasley , the Apparatus Request Policy was adopted as a recommendation to the Johnston County Board of Commissioners 7 Staff Updates Fire Marshal Ryan Parker restated county staff , along with the Cost Share subcommittee , would be meeting with Wake County Fire Marshal division staff next week 8 BoardMemberComments Kendall Hocutt suggested that the Fire Commission hold a special meeting to define set guidelines and prioritized goals for each subcommittee There being no further business , Vice Chairman Barry Stanley moved to adjourn Kendall Hocutt seconded the motion , and carried by unanimous vote of the board members Chairman Chris Ellington , Chad Ward , and John Beasley The meeting adjourned at 3 48 pm Page
