MSW Landfill 6B Cell Phase Capital Project Budget 45 13 Neuse Charter School Discussion 14 Appointments 51 15 Manager Reports and Comments 16 Board Reports and Comments 17 Closed Session if requested Page 1 of 58PageFebruary 17 , 2025 6 00 pm 1 Approval Discussion of Agenda 2 Consent Agenda Items Note All items on the Consent Agenda are considered to be routine and may be enacted by one motion The items have been reviewed by the County Manager and are recommended for approval If a Commissioner requests discussion on an item , upon a motion , the item will be removed from the Consent Agenda A Appointment of EMS Medical Director Subchapter P of Chapter 13 of Title 10A of the North Carolina Administrative Code requires that the County appoint a Medical Director to provide medical oversight to the County EMS System This position has been held by Dr Ed Hartman since 2008 In October 2015 , the Board of Commissioners appointed Dr Rodney McCaskill as the Assistant County EMS Medical Director With Dr Hartmans recent retirement , the County is required to appoint a new Medical Director Staff respectfully asks the Board to appoint Dr Rodney McCaskill as the County EMS System Medical Director with the effective date of February 1 , 2025 and approve the attached Memorandum of Agreement See agreement B Temporary Approval for North State Medical Transport Johnston County has a current franchise with North State Investment Group LLC , dba North State Medical Transport to provide non - emergency medical transportation A franchise is required to provide medical transportation services within the County North State Investment Group LLC is working to transition ownership to Midwest Medical Transport Johnston County Code of Ordinances , Chapter 10 , Section 5 requires prior approval by the Johnston County Board of Commissioners for change in ownership of a franchised ambulance service or the assignment of a franchise granted under this Chapter Johnston County Emergency Services is working with North State Medical Transport in order to review the request for change in ownership of the franchise In order not to delay the acquisition and to cause an unintentional violation of the franchise ordinance , staff respectfully requests approval for North State Medical Transport to continue operations in Johnston County through the existing franchise during the transition of ownership and acquisition by Midwest Medical Transport for up to 60 days , up to and including April 18 , 2025 Prior to the completion of the approved term , Midwest Medical Transport should submit the required application to be considered for full franchise assignment and change of ownership approval See memo C Resolutions regarding annexation of property in the Johnston Co Research Training Zone Upon a routine maintenance review of the Johnston County Research and Training Zone , staff discovered that Supplemental Declarations had not been filed for certain properties approved for annexation into the service district The properties have been included in the Johnston County Research and Training Zone for all purposes since the Commissioners ’ approval of them , and this clerical error should be corrected The attached resolutions approve the delayed filings of the Supplemental Declarations The Board of Directors of the Johnston County Research and Training Zone Association , Inc has consented to this corrective action , and the Association will join in the Supplemental Declarations See resolutions Page 2 of 58PageD Amendment to Economic Development Incentive Agreement The developer , Copper Land , LLC f k a Davis Park Leasing , LLC has requested that the Economic Development Incentive Agreement for the Copper District Project in Clayton be amended , moving beginning dates for deliverables and subsequent grant payments to 2027 The basis of the request is due to delays caused by the pandemic and changes in financial markets The material terms of the EDIG remain the same A similar request was made , and approved , by the Town of Clayton See amended agreement E Resolution Supporting NCDOT New Roundabout Project at SR 1003 Buffalo Road , SR 1904 Fire Department Road and SR 1938 Little Divine Road North Carolina Department of Transportation has the opportunity to receive federal funds Carbon Reduction Program for a new roundabout at the intersection of Buffalo Road and Fire Department Road The project has been selected to receive CRP funds and due to construction funding deadlines associated with the Carbon Reduction Program , work must begin as soon as possible that cannot wait for federal funds for the preliminary engineering NCDOT plans to establish State High - Impact - Low - Cost funds to begin survey and design immediately To establish the state funds , NCDOT requires a resolution from the County supporting the project See preliminary sketches , estimates and resolution F Johnston County Inspections – Request for Positions Johnston County Inspections request the Board to consider three additional building inspection positions G Budget Revisions • Jail – 42855 - To budget revenues Miscellaneous Revenue into appropriate expenditure line items • Sheriff – 23,84717 - To budget revenues Miscellaneous Revenue and Sale of Assets into appropriate expenditure line items • RTZ – 35710500 - To budget monies to cover the costs of HVAC upgrades at the Work Force Development Center • Special Appropriations – 365,54700 - To budget JCATS ROAP Grant revenues to cover related special appropriations expenses 3 Public Comments 4 State of the County Address by Chairman 5 Partnership for Children – Family Support Awareness Month Proclamation Partnership for Children requests the Board to adopt a proclamation for Family Support Awareness Month See proclamation 6 Johnston County Public Schools – Clayton High School Project Page 3 of 58Page7 Johnston Community College – JoCo Commissioners ’ Promise Program Funding Request Johnston Community College will present to the Board on the success and current status of the JoCo Commissioners ’ Promise Program and request for funds to close out the program for the year Last fall , Johnston Community College reported the program’s enrollments exceeded projections Johnston Community College requests funding in the amount of 372,000 to close out the year 8 Johnston Community College – Career & College Promise CCP Program Funding Request Johnston Community College request future funding for books and college fees for the Career & College Promise CCP program Johnston Community College has been informed by Johnston County Public Schools that they are no longer able to pay for books and fees for the approximately 1,200 students in this program The estimated request is 550,000 annually starting in FY 25 - 26 No action is requested at this time 9 Finance – Resolution for Financing a Portion of the Advanced Manufacturing Training Center in Four Oaks and a Classroom Addition at Cleveland High School Staff requests the Board to adopt a resolution authorizing staff to proceed with filing an application with the NC Local Government Commission to finance a portion of the construction of the Advanced Manufacturing Training Center in Four Oaks and a classroom addition at Cleveland High School in a principal amount up to 30,000,000 The resolution calls a public hearing on the financing as required by NCGS 160A - 20 for March 3 , 2025 at 10 am See resolution 10 Parks , Greenways & Open Space – Request to Purchase Equipment Staff requests the Board to approve funding to purchase a 23 HP tractor with front end loader and backhoe and a 47 HP tractor with a front end loader with a four way bucket and a rotary cutter attachment These tractors have less than 50 hours and are still under factory warranty These equipment items have been offered by the Estate of Roger Barbour Staff has discussed the ability to share the equipment with Building and Grounds and would be able to use them for several units that will be coming on line in the near future The smaller tractor will be beneficial for trail maintenance and repair The larger unit includes a rotary cutter attachment that will allow to maintain field property until it is developed This equipment would cost 81,968 from the dealer The equipment is being offered by the estate at the price 53,340 , which is the estimated dealer buyback value Staff request funding in the amount of 53,340 11 Public Utilities – Update on New Stormwater Regulations Staff will update the Board on the new stormwater regulations 12 Solid Waste – MSW Landfill 6B Cell Phase Capital Project Budget Page 4 of 58PagePage pageNumber5Staff request approval for a new capital construction project to develop Phase 6B MSW Landfill Cell with the borrow area expansion The development of this new cell is essential to maintain daily operations of the Johnston County Landfill The following is a description of the anticipated construction cost based on bids received Base Bid 3,552,15800 Contingency 177,00000 Total Estimated Costs 3,729,15800 Staff recommends approval of the capital project budget in the amount of 3,729,15800 to cover the required construction costs Funding for this project will be provided from Fund 66 reserves See memo and budget revision 13 Neuse Charter School Discussion 14 Appointments Economic Development Advisory Board – Advertised in January 5 positions ; 2 year terms One position to be appointed from each of the following areas of representation Town of Archer Lodge , Town of Clayton , Town of Pine Level , Town of Princeton and Town of Selma Archer Lodge Area Clyde Castleberry has applied for reappointment and has received a recommendation by the Archer Lodge Town Council for appointment Mr Castleberry would require a waiver in the length of service policy see e -
