Proclamation Adopted The Veterans Services Office will present the 2024 Veterans Day Proclamation to the Board and request its adoption Veterans Services Officer Robert Boyette will also update the Board regarding planned activities 2 Approval Discussion of Agenda - Agenda approved 3 Consent Agenda Items - Consent Agenda approved A Approval of Minutes – October 7 , 2024 - 10 00 am and 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Royelma Lane , Tobacco Barn Drive , Looping Horse Circle , W Sand Luggs Court , E Sand Luggs Court – Langdon Ridge – Pleasant Grove Township C Celebrate Cleveland Committee – Request for Temporary Road Closure The Celebrate Cleveland Committee is requesting the Board’s approval to temporarily close Cleveland Road on December 3 , 2024 from 7 00 pm until approximately 7 45 pm for the annual Cleveland Christmas Parade route The Celebrate Cleveland Committee is working with the NC Department of Transportation , the Johnston County Sheriff’s Office , and the North Carolina Highway Patrol concerning the temporary closure and will be obtaining all required permits and a liability insurance policy for the event The NC Department of Transportation requires the approval by the Johnston County Board of Commissioners as part of the permit process D Budget Revisions Finance - 286,00000 – To establish a capital project fund for the Phase 6B MSW Landfill Construction project and appropriate funds from Fund 66 for engineering services per Board approval on November 4 , 2024 Health – 73,34600 – To budget restored funding that was cut after Covid - Department Commander Proclamation Adopted Johnston County resident Devell “ Bo ” Durham , Jr requests the Board to adopt a proclamation endorsing him for Office of The American Legion Department of North Carolina , Department Commander A new Department Commander will be elected in June of 2025 6 Cooperative Extension – Resolution for Farm City Week - Resolution Adopted Johnston County Cooperative Extension requests the Board to adopt a resolution for Farm - City Week from November 21 – 28 , 2024 7 Johnston Regional Airport – Request for Approval of Capital Project Budgets Request Approved Johnston Regional Airport was awarded from the State Transportation Reserve Funds a grant award in the amount of 19,000,00000 These grant funds are being used for the following projects Public Safety Hanger Complex , Eastside Roadway Access and Air Traffic Control Tower Siting Study The Airport respectfully requests the Boards approval of the capital project budgets for these projects 8 District Attorney’s Office – Request to Continue Temporary Funding for Staff Positions Request Approved Johnston County District Attorney Susan Doyle is requesting from the County to continue temporary funding for an Assistant District Attorney position and a Legal Assistant position for an additional six months to work in the Johnston County District Attorney’s Office The funding for these temporary positions will expire December 31 , 2024 Page9 Capital Area Metropolitan Planning Organization – Blueprint for Safety Presentation Informational item CAMPO Senior Transportation Planner , Kenneth Withrow will provide CAMPO’s Regional Transportation Safety Action Plan Blueprint for Safety to the Board 10 Delinquent Tax Collection Report - Informational item 11 Voting Delegate for the 2024 NCACC Legislative Goals Conference Commissioner Ted G Godwin was appointed as the Voting Delegate and Chairman RS “ Butch ” Lawter , Jr was appointed as an alternate The North Carolina Association of County Commissioners Legislative Goals Conference will be held in Wake County , November 14 - 15 , 2024 Staff requests the Board to appoint a voting delegate and alternate to represent Johnston County 12 Manager Reports and Comments - None 13 Board Reports and Comments Commissioner Ted G Godwin stated tomorrow is Election Day and encouraged everyone to vote Chairman RS “ Butch ” Lawter , Jr said the process for replacing the Commissioner District 3 vacancy is underway and it has been narrowed down to four candidates that will be interviewed this Thursday Chairman Lawter said after the interviews , the Board will vote on the person to fill that vacancy on November 18th at the 6 00 pm meeting and they will be sworn in on December 2 , 2024 along with Michelle Pace Davis and Commissioner Bill Stovall , Commissioner Ted G Godwin and Commissioner April Stephens 14 Closed Session – NCGS 14331811 a 3 Attorney -
