Lane , N Sunny Dale Drive , S Sunny Drive , Patrons Court , and Friendly Circle – O’Neals Township C Animal Cruelty Officers Reappointment Request Animal Services Director Chad Massengill is requesting the Board to reappoint Bryan Bryant and Chad Massengill as the Animal Cruelty Officers to serve Johnston County for one year terms See memo This is an annual administrative action and does not require any additional funding D Town of Pine Level – Appointment to Pine Level Planning Board The Town of Pine Level is requesting the Board to make the following appointment to the Pine Level Planning Board representing the ETJ area of the Town See request Tammy Register regular ETJ member – 112 Pine South Drive , Selma term expiring October 31 , 2027 E Environmental Health Sole Source Johnston County Environmental Health is utilizing a legacy data and reporting system to meet state food and lodging reporting requirements The Johnston County Health Department would like to transition to the CDP system The CDP system is utilized by 88 of 100 counties in the State of North Carolina and is the only system available meeting all the requirements of Johnston County This request meets sole source requirements because it is a needed product that provides a division - wide software application system that is available from only one source of supply and is compatible with our current software systems and meets county system requirements , enhancing effective and efficient operations The proposed scope of work and quote were fully negotiated , and the proposal has been reviewed by IT staff Funds are available within the current budget for the procurement Staff requests approval for Sole Source Procurement for CDPims CDPmobile software for Johnston County Environmental Health from Custom Data Processing , Inc with a one - time implementation Page 2 of 79Pagecost and software subscription and licensing at a cost of 39,620 for year one and 14,520 in year two F Public Utilities – Proposed Stormwater Coordination Policy Johnston County Town of Benson On December 10 , 2019 , Johnston County and the Town of Benson entered into an agreement concerning stormwater management The agreement requires new development with the Town of Benson to comply with the County’s Stormwater Ordinance delegates the County the authority to administer and enforce the Johnston County Stormwater Ordinance within the Town’s corporate limits and ETJ The agreement includes a provision for the Town and County to develop a “ Coordination Policy ” outlining mutual contacts in each jurisdiction and enforcement coordination Town and County staff have worked together to develop a proposed “ Coordination Policy ” Staff respectfully requests the Board’s approval of the attached proposed “ Town of Benson Johnston County New Development Coordination Policy See memo and policy G Public Utilities – Buffalo Road Force Main Offer and Acceptance for Funding Assistance On September 4 , 2024 , the County received a funding offer for the Buffalo Road Force Main project , which is included in the approved CIP and currently under design The proposed project will allow the County to divert wastewater from the Towns of Selma and Pine Level to the 210 WWTF The proposed offer is based on a State Reserve Earmark SL 2023 - 134 in the amount of 4,482,700 No payment is
