10 ANNUAL PERFORMANCE REPORT FOR THE JOHNSTON COUNTY WASTEWATER TREATMENT FACILITIES PERIOD July 01 , 20 2 3 to June 30 , 20 2 4 I General Information Facility Name s Johnston County Wastewater Treatment Facilities Respo nsible Entity Johnston County Co ntact Person s Chandra Farmer , PE or John D Wall Address PO Box 2263 , Smithfield , NC 27577 Telephone # 9199895075 NPDES Permit # s NC0030716 , NC0084735 , WQCS00060 and WQ0019632 The Central Johnston County Regional Wast ewater Facilities Permits NC0030716 and WQCS00060 collect and treat wastewater from the towns of Smithfield , Selma , Four Oaks , Wilson's Mills , Pine Level , and Clayton County facilities also extend to and serve the East Clayton Industrial Park , the Cleve land community , NC 42 area east of the Neuse River , and the McGee's Crossroads area The County operates and maintains a system of sewer line interceptors that extend through Smithfield to Selma Wastewater from Pine Level is pumped into this interceptor Wastewater from Four Oaks is transferred to the treatment facility through a series of force mains and interceptors involving three 3 pumping stations or can be directly pumped to Benson Each town is responsible for operating its own collection system Wastewater from the other s areas identified above is pumped to the County's treatment facility or the T own of Clayton wastewater treatment facility The treatment plant NPDES Permit # NC0030716 is located south of Smithfield The plant is a tertiary facility permitted to treat and discharge 95 million gallons per day to the Neuse River The plant treatment works consist of primary screening , activated sludge with biological nutrient removal , secondary clarification , denitrification filtration , and u ltraviolet light disinfection Additionally , the plant stabilizes and dewaters biological sludge for disposal in the County's lined landfill facility The County also treats process water NPDES Permit # NC0084735 from the County's Timothy G Broome Water Treatment Plant in Wilson's Mil ls This facility consists of surge decanting tank s , solids thickener , and fine solids polishing basin s with the effluent dechlorinated prior to discharge to the Neuse River These processes are locate d on the water plant site II Performance NPDES Permit # NC0030716 - During the period July 01 , 20 2 3 through June 30 , 20 2 4 , n o violations occur r ed Permit # WQCS00060 - During the period July 01 , 20 2 3 through June 30 , 20 2 4 , the following sanitar y sewer overflows occurred Date & Location Spill Volume Cause 9 18 2023 680 County Home Road Smithfield , NC 27577 237,600 gallons Hydraulic overload to manholePage10 04 2023 680 County Home Road Smithfield , NC 27577 518 , 000 gallons Pipe Failure 2 19 2024 325 Norris Road Clayton NC , 27520 2 , 400 gallons Pipe Failure NPDES Permit # 0084735 - During the period July 01 , 20 2 3 through June 30 , 20 2 4 , low - level chlorine exceeded weekly and monthly low - level chlorine in November 2024 Samples were ana lyzed , but not on low level Permit # WQ0019632 - During the period July 01 , 20 2 3 through June 30 , 20 2 4 , on February 2 , 13 and 14 an NOV asserts the County exceeded daily turbidity limit s for reclaimed water The County has appealed the NOV based on the fact that reclaimed water did not enter the system when turbidity exceeded the limit of 10 NTU III Notification This report is available at the Johnston County Department of Utilities located at 309 East Market Street in Smithfield , the County Manager's office in the Court House Annex , and has been provid ed to the towns served by these facilities This report will be available on the County's web site at wwwjcutilcom A public notice was p ublished in The Johnstonian News notifying users of its availability IV Certification I certify under penalty of law that this report is complete and accurate to the best of my knowledge I further certify that this report has been made available to the users or customers of the named system and that those users have been notified of its availability Date August 7 , 2024 Chandra Farmer , PE Public Utilities DirectorPage
