0 , the July 18 , 2023 Planning Board Minutes were approved as presented All speakers were sworn in Chairman Letchworth stated that Graham Pond Rd Tract was withdrawn by the Applicant Subdivisions Graham PondRd Tract Owner Steel Bridge Crossing , LLC Developer Graham Pond - Lan Development , LLC Surveyor Dalton Engineering & Associates , PA Acreage Lots 2542 acres , 17 lots Tax ID # 13D04074 & 13D04074B Address 600GrahamPond Rd GrahamPond Rd Tract was withdrawn by the Applicant Old FairgroundRd LambertTract Owner Jerry J Lambert Revocable Trust , Jerry J Lambert , LLC , Mary Catherine L Ingle Trustee Developer Eastwood Homes Surveyor Site Advice , Inc Acreage Lots 9513 acres , 43 lots 1PageTax ID # 13D04037G , 13M99005H , 13D04037B , 13D04037 , 13D04037A , 13M99005G Address 3792Old Fairground Rd Mr Marr introduced the subdivision and referenced the above information Mr John Woodlief , 105 Chatham Walk Lane , Cary , NC , Site Advice , Inc , stated the particulars of the subdivision and was present to answer any questions from the Board Chairman Letchworth asked about the parcel with the CBU Mr Woodlief responded that the parcel with the CBU would be deeded as a separate parcel and associated with the Homeowners Association Mr Woodlief stated that there is a transmission line easement on the western side of the subject property and the easement would be a part of the lots that abut the easement The building setbacks are set such that the transmission line easement will be at the rear of the properties Mr Lovering asked about two cemeteries noted on the preliminary plat and access to both Mr Woodlief responded that both cemeteries would be on dedicated lots with access served from the internal subdivision roads Mr Woodlief stated those lots would essentially remain undisturbed There wasno further discussion Chairman Letchworth asked for the staff recommendation Mr Marr stated the staff recommended approval with the stated conditions and requirements in the staff report Staff Recommendation Approval Upon a motion by Mr Hudson to approve Old Fairground Rd Lambert Tract , seconded byMs Howard , Old Fairground Rd Lambert Tract was approved by a unanimous vote of 6 - 0 at the August 15 , 2023 Planning Board Meeting Conditions and Requirements [ Planning ] 1 All lots must be a minimum of 30,000 sf 2 Complete flood plain information 3 Metes & bounds 4 Certifications 5 Entrance sign & street signs 6 Street name approval 7 All lots shall access internal streets 8 Cul - 0 at the August 15 , 2023 Planning Board Meeting Rezoningand Conditional Zoning Cases RezoningCase 23 - 18 Rezoning Petition Agricultural Residential AR to Industrial - 1 I - 1 Tax ID 05J05030G Owner Novo Nordisk Pharmaceutical Industries , LP Applicant Novo Nordisk Pharmaceutical Industries , LP Location 5911 acre tract located at 2641 Powhatan Rd in the Clayton Township Mr Marr introduced the case and referenced the information listed above Mr Marr stated surrounding land uses and zonings Ms Shaylah Nunn Jones , Principal , Government & Public Affairs for Novo Nordisk , stated the particulars of the request and was present to answer any questions from the Board Mr Hudson asked if the intention was for future expansion Ms Jones responded that they are exploring possible opportunities on the subject property , but there are no confirmed plans at this time Mr John Bailey , 2705 Powhatan Rd , Clayton , NC , adjacent property owner , asked if a berm would be added behind his property line and if there would be a traffic count study conducted Chairman Letchworth responded that there was not a traffic count provided in the staff report , but NCDOT conducts traffic count studies every two years Chairman Letchworth stated that if any additional driveways are needed for any expansions , NCDOT would review those requests and conduct a traffic analysis 4PagePage pageNumber5Mr David Seegert , 108 Pocahontas Trail , Clayton , NC , adjacent property owner , asked if a fence or barrier would be added behind his property to help with noise Chairman Letchworth responded that Ms Jones had previously stated that they are currently in the planning process to understand what can be done with this parcel and that there are no plans at this time Chairman Letchworth explained that the County Code does require a landscape buffer between different uses , so there would be a landscape buffer required for any future site plan Mr Seegert asked about what is to be built on the property Chairman Letchworth responded that there are no current plans for the property and they are working through the process to see what could potentially go on the property Chairman Letchworth stated that multiple County departments and NCDOT would review proposed site plans Ms Mary Seegert , 108 Pocahontas Trail , Clayton , NC , adjacent property owner , asked what wouldgo onto the property Chairman Letchworth stated they asked the same question and the response was that there are no specific plans at this time Mr Seegert stated they use a well and asked if this would affect their well Chairman Letchworth stated that the County does have regulations related to the proximity of development to wells and septic systems Mr Seegert asked if there would be another hearing for this case Chairman Letchworth responded that it would be heard by the Board of County Commissioners at their October 2 , 2023 meeting There wasno further discussion Chairman Letchworth asked for the staff recommendation Mr Marr provided a staff recommendation of preliminary approval and presented a draft statement of consistency for consideration Staff Recommendation Approval Upon a motion by Mr Hudson to approve Rezoning Case 23 - 18 , seconded by Mr Crenshaw , Rezoning Case 23 - 18 was recommended for approval by a unanimous vote of 6 - 0 at the August 15 , 2023 Planning Board Meeting Rezoning Case 23 - 18 will be heard by the Board of County Commissioners at their October 2 , 2023 meeting Extension Considerations 5PagePage pageNumber6Winchester Place Petition Consider a three year extension of Preliminary Plat approval of Winchester Place subdivision that was previously approved on September 15 , 2020 Mr Marr introduced the petition request Mr Marr provided the Board with copies of the maps originally approved , as well as information from County Ordinance Section 14 - 177 , the expiration of preliminary plat approval is three years to record some portion of the development Chairman Letchworth asked staff if there was any substantial changes in the County’s subdivision ordinance since the previous approval in 2020 Mr Newton responded no Mr Alsey Gilbert , Surveyor , stated the particulars of the request and was present to answer any questions from the Board Mr Gilbert stated the delay involved sight triangles at the driveway entrance off NC HWY 96 Mr Gilbert stated he had a letter from NCDOT Mr Gilbert stated that they have received water line approval , it is fully permitted , and septics are done There wasno further discussion Upon a motion by Ms Holmes to approve a three year extension of Preliminary Plat approval of Winchester Place , seconded by Mr Hudson , a three year extension was approved by a unanimous vote of 6 - 0 at the August 15 , 2023 Planning Board Meeting Alder Creek Petition Consider a three year extension of Preliminary Plat approval of Alder Creek subdivision that was previously approved on September 22 , 2020 Mr Alsey Gilbert , Surveyor , stated the particulars of the request and was present to answer any questions from the Board Mr Gilbert stated this subdivision is almost built and is starting a turn lane this week There wasno further discussion Upon a motion by Ms Holmes to approve a three year extension of Preliminary Plat approval of Alder Creek , seconded by Ms Howard , a three year extension was approved by a unanimous vote of 6 -
