10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING NOVEMBER 6 , 2023 - 10 00 AM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc American Legion Post 71 Clayton led those in attendance in the Pledge of Allegiance to the American Flag Chairman RS “ Butch ” Lawter , Jr announced Commissioner April Stephens would be joining the meeting via zoom 1 Veterans Services Office – Proclamation for Veterans Day 2023 Proclamation Adopted The Veterans Services Office will present the 2023 Veterans Day Proclamation to the Board and request its adoption Veterans Services Officer Robert Boyette will also update the Board regarding planned activities 2 Approval Discussion of Agenda - Agenda approved moving Item No 6 to the December 4th Agenda 3 Consent Agenda Items - Consent Agenda approved A Approval of Minutes – October 2 , 2023 - 10 00 am and 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Hunter Fox Trail – Morning Glory Acres – Elevation Township Colby Farm Drive and Arapahoe Drive – Colby Farm – Beulah Township Home Run Alley – Bruce Field – Elevation Township Jeans Way – Bruce Diamond – Elevation Township Hockey Puck Way and Hurricane Alley – Madison Landing – Elevation Township Verona Drive – Tuscany – Wilders Township C Celebrate Cleveland Committee – Request for Temporary Road Closure The Celebrate Cleveland Committee is requesting the Board’s approval to temporarily close Cleveland Road on December 5 , 2023 from 7 00 pm until approximately 7 45 pm for the annual Cleveland Christmas Parade route The Celebrate Cleveland Committee is working with the NC Department of Transportation , the Johnston County Sheriff’s Office , and the North Carolina Highway Patrol concerning the temporary closure and will be obtaining all required permits and a liability insurance policy for the event The NC Department of Transportation requires the approval by the Johnston County Board of Commissioners as part of the permit process PageD Sheriff’s Office – Request to Surplus Vehicle Sheriff Steve Bizzell is requesting the Board to declare the following vehicle surplus that was involved in an accident and deemed a total loss 2019 Dodge Charger VIN 2C3CDXAT2KH568322 County Asset # 13884 E Approval of DSS Director Salary The Department of Social Services Board request the Commissioners approve an annual salary for the new DSS Director to be 160,00000 F Appointments Johnston County Heritage Commission Advertised in October 3 positions remaining ; 3 year terms - indicates the need for a waiver in the length of service policy Vicky Temple - Rains has applied for reappointment G Budget Revisions Finance - 60,00000 – To appropriate additional funds from the Wastewater System Development Fee Capital Reserve Fund for construction of the East Clayton Elementary Wastewater Pump Station Improvements project per Board approval on November 6 , 2023 Health – 258,59300 – To budget Medicaid cost study settlement funds for FY 2022 Sheriff – 34,07696 – To move revenues into appropriate expenditure line items H Tax Releases & Refunds – 09 16 2023 – 10 15 2023 4 Public Comments The following individuals addressed the Board during Public Comment • Dr Melissa Blackwell – Superintendent , Neuse Charter School • Clare Harris – Senior , Neuse Charter School • Whitley Kate Moore – Senior , Neuse Charter School • Billy Joe Wise – Selma Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v uUYucLe8qlo 5 Public Utilities – Water Treatment Optimization for PFAS and DBP Reduction Study Request approved Per - and Polyfluoroalkyl Substances PFAS are man - made chemicals that have been manufactured and used in a wide variety of industrial and consumer products since the 1940s PFAS are commonly used in products like food packaging , dental floss , carpeting , waterproof clothing and cookware Many PFAS , including perfluorooctane sulfonic acid PFOS and perfluorooctanioc acid PFOA , are a concern because they do not break down in the environment , can contaminate drinking water ground and surface and build up in fish and wildlife In 2016 , the EPA first issued an interim health advisory level for PFOA and PFOS at 70 parts per trillion ppt In March 2023 , the EPA announced the proposed National Primary Drinking Water RegulationPagefor six PFAS The proposed regulations will limit PFOA and PFOS to 40 ppt Based on quarterly sampling over the last year , County staff anticipates additional water treatment measures will be required in order to ensure compliance with the proposed limits The adopted budget for FY 23 24 includes funding to further evaluate and identify the best treatment technology to ensure PFAS compliance and optimize disinfection by - product DBP reduction In addition , the County submitted an application to the State for funding assistance on October 2 , 2023 In order to proceed with a technical evaluation , staff recommends adoption of a capital project budget The proposed budget includes Phase One only Staff will recommend future budget revisions prior to further advancing the study and or if the State offers the County any funding assistance Staff proposes the following budget for Phase One Expenses Technical Services 130,00000 Total 130,00000 Revenues Fund 67 – FY 23 24 Budget Water Treatment , Contract Services 130,00000 Total 130,00000 Staff respectfully request the Board’s approval of the proposed project budget 6 Appointments – This item was moved to the December 4th Agenda Tourism Authority – 4 positions ; 3 year term Applicants must be an owner or operator of a hotel , motel , or other taxable tourist accommodation WE Bud Andrews has applied for reappointment Loretta Byrd , Lydia Davis , Jeffery K Hamilton , James H Jenkins , Jr , James A Lassiter , Kimberly T Pickett and Robert Bob Richie have applied for appointment 7 Delinquent Tax Collection Report Informational item 8 Manager Reports and Comments None 9 Board Reports and Comments Commissioner Richard D Braswell commended the Johnston County employees Commissioner Ted G Godwin reminded everyone of the green light initiative and encouraged everyone to show their support to the Veterans by displaying a green light Commissioner Godwin mentioned the Alzheimer’s ceremony held on Thursday and although he was not able to attend this year , it is a beautiful ceremony Commissioner Godwin also mentioned a meeting with Alliance Mental Health and that Harnett County would be joining in with Alliance along with Johnston and other surrounding Counties Vice Chairman Patrick E Harris mentioned the work being done on the mental health crisis here in Johnston County Vice Chairman Harris noted this is an ongoing problem and he would have more information for the Board after the meeting on Tuesday PageChairman RS “ Butch ” Lawter , Jr mentioned a Community Meeting being held on November 16th from 5 00 pm to 7 00 pm located at Mount Zion Global Methodist Church , 15772 NC - 50 North , Garner , NC Chairman Lawter said this is a drop in meeting to share the potential renaming of that portion of Hwy 42 from Hwy 50 to the Wake County line Chairman Lawter also reminded everyone of the municipal elections and encouraged those that live in those municipalities to get out and vote on Tuesday 10 Closed Session – NCGS 14331811 a 3 Attorney - Client Privilege , NCGS 14331811 a 4 Economic Development and NCGS 14331811 a 5 Acquisition of Property No action was taken Page
