Anchor Disposal • Travis Tart Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v 8yV47cleTcA 4 Johnston County Public Schools - Request for Design Due Diligence Funds for Cleveland High School Expansion Request approved Johnston County Public Schools JCPS is requesting funding for design due diligence costs for the Cleveland High School Expansion Staff recommends not to exceed an amount of 350,00000 5 Presentation of Audit Report for Year Ending June 30 , 2023 The Board accepted the audit Thompson , Price , Scott , Adams & Co PA will present the County Audit Report for the Year Ending June 30 , 2023 6 Finance - Reimbursement Resolution for Water & Sewer System Revenue Bonds Request approved Staff requests the Board to adopt a resolution allowing for the reimbursement of expenditures with the proceeds of debt for water and sewer system revenue bonds The County has and or will advance funds to pay for certain capital costs associated with the construction and equipping of various capital improvements to the County's existing water and sewer system The resolution will allow the County to be reimbursed for these expenditures through the proceeds of the debt Page7 Brightspeed Presentation The Board approved the project and the requested local match of 500,000 from ARPA funds and authorized the Chairman , and alternatively , the County Manager enter into and execute the necessary documents on behalf of the County 8 Parks , Greenways & Open Space - Open Space Fund Grant Request Request approved Parks , Greenways , and Open Space Program received a grant application from Glendale Chapel Community Recreation for open space fund grant for 2023 cycle Due to the change in leadership , the organization was unable to submit an application at the February 2023 deadline The request is for 16,62500 for clearing grading for a new soccer field and improvements to the existing parking lot and would be available from the North Johnston High School District account Staff respectfully requests the Board to approve the request 9 Public Utilities - Four Oaks Wastewater Pump Station Improvements - Proposed Construction Contract Award & Budget Revision Request approved The County's previously approved Capital Improvements Plan includes the Four Oaks Wastewater Pump Station Improvements project The project increases capacity of the County's Four Oaks Equalization and WWPS facility and allows the pump station to pump towards the Town of Benson WWTP and Central Johnston County Regional WWTF simultaneously The Board of Commissioners previously approved the project design budget Project design and permitting is completed , and the County received three 3 bids for the construction contract on December 19 , 2023 Sanford Contractors , Inc of Sanford , NC submitted the lowest responsive bid in the amount of 3,547,40000 Sanford Contractors , Inc is properly licensed and experienced in the type of construction involved and appears to have the financial , labor and equipment resources required to complete the construction within the stipulated contract completion time Existing Proposed Technical Services Engineering Survey GeoTech Construct Admin 722,70000 750,00000 Construction Sanford Contract and Electrical Service Upgrade 000 4,047,40000 Contingency 000 177,60000 Total Project Cost 722,70000 4,975,00000 Funding for the proposed project is as follows Sewer SDF Reserve 485,30000 485,30000 Sewer Fund Balance 237,40000 237,40000 2023 State Appropriations Funding 000 4,252,30000 Total Project Funds 722,70000 4,975,00000 Staff respectfully request the Board to award the Four Oaks Wastewater Pump Station Improvements project to Sanford Contractors , Inc in the amount of 3,547,40000 , approval of the revised project budget and approval of the Capital Project Ordinance 10 Public Utilities - Neuse River Wastewater Pump Station Force Main Upgrade - Proposed Capital Project Budget Request approved In order to accommodate increased future wastewater flow from the Town of Four Oaks and South Smithfield area , additional system improvements are necessary The County's Four Oaks Wastewater Pump Station WWPS transmits flow to the County's Holt Lake WWPS , and the County's Holt Lake WWPS sends flow to the County's Neuse River WWPS , in order to pump flow to the Central Johnston County RegionalPageWWTF Several projects are already under construction and design to upgrade these facilities The final project needed along this flow route is the Neuse River WWPS Force Main Upgrade This project includes approximately 10,000 LF of 12 " force main from the US 301 Neuse River Bridge to the CJCRWWTF Staff recommends adoption of a capital project budget to include design and easement acquisitions only , at this time The proposed project budget is as follows Expense Technical Services 365,99500 Easements 150,00500 Total 516,00000 Revenue Fund 68 Sewer Balance 516,00000 Total 516,00000 Staff respectfully request the Board to approve the appropriation of funding for the project from the Wastewater Fund Balance Fund 68 and approve the proposed project budget 11 Ordinance - Proposed Road Name Change - Veterans Parkway Ordinance adopted Staff will present an Ordinance for the Board's consideration and adoption for the proposed road name change for the current NC Hwy 42 between US 70 BUS in the Clayton area to the Wake County line 12 Solid Waste - Household Availability Fee Update Informational item Finance Officer and Deputy County Manager Chad McLamb will update the Board regarding the household availability fee 13 Manager Reports and Comments None 14 Board Reports and Comments Commissioner April Stephens congratulated newly crowned Miss America's Teen Hanley House Commissioner Stephens stated this is a huge accomplishment and Miss House made Johnston County very proud this week Commissioner Ted G Godwin stated 2024 is an exciting year and we have a lot going on as indicated in the business here tonight He stated he is glad to see the progress being made on broadband Commissioner Richard D Braswell reiterated how fortunate we are to have such capable and dedicated staff in this County Vice Chairman Patrick E Harris stated he is thankful to wake up every morning in Johnston County 15 Closed Session was not requested Page
