10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING FEBRUARY 5 , 2024 - 10 00 AM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc American Legion Post 346 Four Oaks led those in attendance in the Pledge of Allegiance to the American Flag Chairman , RS " Butch " Lawter , Jr announced Commissioner April Stephens ' absence due to attending the Advanced Leadership class at UNC School of Government 1 Approval Discussion of Agenda - Agenda approved 2 Consent Agenda Items - Consent Agenda approved A Approval of Minutes - January 2 , 2024 10 00 am and 6 00 pm B Public Utilities - FEMA BRIC Funding Application Johnston County has been invited to apply for a Building Resilient Infrastructure and Communities BRIC grant through FEMA The application process requires a resolution for signature authority Staff respectfully requests the Board's approval of the proposed resolution designating signature authority to the County Manager and Deputy County Manager C Johnston County Agricultural Center Auditorium HVAC Improvement Project - Proposed Construction Contract Award The County received two 2 bids for the Johnston County Agricultural Center HVAC Improvement Project on January 16 , 2024 Please refer to the attached summary of bids Dail Mechanical , Inc of Raleigh submitted the lowest responsive bid in the amount of 212,50000 Dail Mechanical is property licensed and experienced in the type of construction involved and appears to have the resources required to complete the construction within the contract completion time Funding for the proposed project is included in the 2024 fiscal year budget Staff recommends award of the Agricultural Center HVAC Improvement Project to Dail Mechanical , Inc in the amount 212,50000 D Budget Revisions • Finance - 1,453,14351 - to appropriate from Fund 68 fund balance for and close the WWTP Flood Mitigation Project ; 17,55500 - to appropriate from Fund 68 fund balance to the NCDOT Sewer Line Projects capital project fund for sewer main relocation construction line stop and 10 " gate valve installation associated with the NCDOT project I - 5111 I - 40 widening from US 64 I440 to NC 42 • Jail - 48801 - to move revenues into appropriate expenditure line items • Sheriff - 11,12044 - to move revenues into appropriate expenditure line items • Social Services - 38,34767 - Revision to place funds received by DSS back into the correct expenditure line items E Tax Releases & Refunds - 12 15 2023 - 01 15 2024Page3 Public Comments The following individuals addressed the Board during Public Comment • Human Resources Director , Paulette Williams recognized retiring Johnston County Employees - Jan Brincheck 911 , William Bill Taylor Public Utilities and Carolyn Howell Health Department • 911 Director , Brett Renfrow commented on the retirement of Jan Brincheck • Commissioner Ted G Godwin reminded everyone to wear red for heart health month Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v FF689Q7AwuI 4 Neuse Charter School Presentation - Informational item The Board plans to discuss this item at next week's strategic planning session Emily Harris , Development Manager for Neuse Charter School will provide a presentation to the Board 5 Johnston County Heritage Center - Resolution - Resolution adopted Johnston County Heritage Center is requesting the Board to adopt a resolution establishing an AMERICA250NC Committee The participants of the Johnston County Committee shall be appointed by the Johnston County Heritage Commission Governor Roy Cooper created AMERICA250NC for commemoration of the 250th anniversary of the United States and has a mission to engage all 100 North Carolina counties to participate 6 Delinquent Tax Collection Report - Informational item 7 Manager Reports and Comments - None 8 Board Reports and Comments Commisioner Richard D Braswell stated County Manager Rick Hester does a great job hiring staff and the County employees are phenomenal Commissioner Ted G Godwin stated it is great to recognize retiring employees , but it is a double - edged sword in that you hate to lose such good talent Commissioner Godwin also mentioned being on a pod cast recently and was asked what he liked most about Johnston County He stated that was easy , it is the people here in Johnston County Chairman RS " Butch " Lawter , Jr mentioned the potential homeowner's insurance increase for Johnston County Chairman Lawter stated some Boards of Commissioners have already issued a resolution and asked if the Board would like to discuss this later for consideration Commissioner Godwin stated he personally sent a message to the Insurance Commissioner urging them to think it through very well Chairman RS " Butch " Lawter , Jr reminded everyone of the Strategic Planning Session next Thursday , February 15 and Friday , February 16 in Clayton at the Clayton Center Chairman Lawter stated the work session will be live streamed again this year Chairman Lawter also asked the Board members to provide their top 5 issues , challenges or priorities to be discussed during the work session Page9 Closed Session - NCGS 14331811 a 3 - Attorney - Client Privilege ;
